Having reviewed the report of Comrade G. Zinoviev and approving its content, the Central Committee resolves:

1) To bring the copy of this report to the attention of Comrade Trotsky;

2) To communicate to Comrade Trotsky the four proposals of the Congress commission, recognizing these decisions as unconditionally binding upon the Central Committee;

3) To request that Comrade Trotsky dismiss and reassign Communist military workers only through the Party organization (the Organizational Bureau of the Central Committee);

4) To propose that Comrade Trotsky implement, as soon as possible, all the practical recommendations contained in the resolution adopted by the Congress in plenary session;

5) To point out to Comrade Trotsky the necessity of the most considerate treatment of Communist workers at the front, without whose complete comradely solidarity the implementation of Central Committee policy in military affairs is impossible.
