For the purpose of saving the major mines from flooding and maintaining coal extraction, the Revolutionary Military Council of the South-Western Front is directed to organize within three days a circular express train for the delivery to the Donbas, by means of operational transfer, of monetary funds, lubricating and lighting materials, clothing, and workers needed for the present moment. The Central Administration of the Coal Industry is instructed to prepare the workers, funds, and -- in agreement with the Chief Supply Administration of the Army -- the materials by the indicated deadline for dispatch to the Donbas.

The train is to be given express priority, with the Staff of the Council of the Labour Army notified of its passage through junction points.
