March 6, 1920.

Section 1. The administrations of the Southern, North Donetsk, Yekaterina, and South-Western Railways are directed to equip one train each as "mobile repair workshops" in accordance with the regulations on mobile repair workshops approved by the People's Commissariat of Communications.

Note: The Southern and North Donetsk railways are to equip a wagon repair workshop; the Yekaterina and South-Western railways are to equip locomotive repair workshops.

Section 2. For this purpose, each railway shall assign a staff of workers and technical supervisors numbering 50 persons per train, and this staff, from the day work begins, shall receive the full Red Army ration.

Section 3. The maximum time for completing the equipping of each mobile workshop is set at one and one-fifth calendar months from the day work actually begins.

Section 4. Given the extremely urgent nature of this work, bonuses are established for completing the work ahead of the deadline specified in Section 3.

Section 5. For each day saved relative to the deadline specified in Section 3, the staff of each workshop shall receive 5,000 rubles, to be distributed among the entire staff in proportion to their wage rates for the days actually worked. This bonus shall be paid regardless of overtime compensation.

Section 6. In addition to monetary bonuses, a bonus in kind in the form of flour is also established: each worker engaged in equipping the workshop shall receive 3 pounds of flour at a fixed price for each day saved relative to the deadline.

Section 7. Both the monetary and the in-kind bonuses shall be paid upon full completion of the work and acceptance of the train by the chief of the mobile workshops.
