In accordance with Order No. 156 to the Armies of the South-Western Front, the following procedure is established for calling up military units to perform work and carry out tasks related to the restoration of economic life on the territory of the Ukrainian Labour Front.

1. All requests for military units to perform tasks of national importance requiring both the application of military technology and knowledge, as well as the mass utilization of military labour, must be submitted by local economic-industrial organs through the chain of command via their corresponding representatives who are members of the Ukrainian Council of the Labour Army, and only in compliance with the following rules:
a) Requests for military units shall be addressed to the Chief of Staff of the Ukrainian Labour Army. The requests must specify:
b) What work or tasks the military units are required for.

c) The place of work or area of operations (exact indication of the settlement, province, district, commune, etc., and the nearest station or wharf).

d) The availability of telegraph, telephone, and postal communications.

e) The number of workers or armed forces required.

f) The amount of work.

g) The period for which military forces are required.

h) What specialty of military forces is desired.

i) Local quartering and sanitary conditions for the billeting of military units (in detail: housing, kitchen, baths, degree of readiness for immediate billeting, or repairs needed -- in the latter case, who will carry out the repairs and by what date they are expected to be completed).

j) Whether the necessary tools are available on site; if not, the requirement for them (quantity and description).

k) The exact address to which the unit should be sent (city, street, house number, and telephone number).

l) Whom the military unit should report to (name of institution, position, and surname of the person).

m) Whether joint work of military units with civilian hired workers is envisaged; if so, the conditions of the latter's maintenance (ration, pay).

n) Who is the responsible person for the execution of the entire work as a whole.

o) An informational memorandum on the general plan of work, the deadline for completion, and the degree of urgency of the request for military labour (express, urgent, or routine) must be appended to the request.

2. All requests for military labour for the performance of short-term, small-scale work of no national importance shall be directed by local organs to the garrison commanders as appropriate, whereupon the garrison commander shall fulfill them by assigning detachments from the corresponding military units to the extent of actual need and in proportion to the garrison's available strength not engaged in combat tasks.
