Comrades, in reporting to you on the work of the section on the national question, I forgot to mention two small additions that cannot go unmentioned. To paragraph 10, point "b," which states that a special organ of representation of all without exception national republics and national regions on the principle of equality should be established, the following must be added: "with the possible inclusion of all nationalities comprising these republics," in view of the fact that some of the republics that will be represented in the second chamber contain several nationalities. For example, Turkestan. There, in addition to the Uzbeks, there are Turkmen, Kirghiz, and other peoples, and representation must be composed so that each of these peoples is represented.

The second addition, to the end of the second section. It reads:

"In view of the enormous importance of the activities of responsible workers in the autonomous and independent republics and in the borderlands generally (establishing the link between the working people of the given republic and the working people of the rest of the Union), the congress instructs the CC to see to a particularly careful selection of these workers, so that their composition fully ensures the genuine implementation of the party's decisions on the national question."

Then a couple of words regarding one of Radek's remarks in his speech. The Armenian comrades ask me about this. This remark, in my view, does not correspond to reality. Radek said here that the Armenians oppress or may oppress the Azerbaijanis in Azerbaijan, and conversely, the Azerbaijanis may oppress the Armenians in Armenia. I must state that such phenomena generally do not occur in nature. The reverse phenomenon occurs: in Azerbaijan the Azerbaijanis, as the majority, oppress and massacre the Armenians, as happened in Nakhichevan, where nearly all the Armenians were massacred, while the Armenians in their own Armenia massacred nearly all the Tatars. That was in Zangezur. But for a minority in a foreign state to oppress the majority -- such unnatural things have not happened.
