The following resolution of the CC plenum of December 28, 1925, is hereby communicated. First: The Leningrad party organization is violating the fundamental principles of the Party Rules by not carrying out the decisions of the XIV Congress on the report of the CC, and by conducting a campaign against these decisions. Second: The Leningrad gubernia committee has not so far taken measures to safeguard the party from attacks on the decisions of the congress... Third: The plenum considers it necessary, in view of this, to remove the existing leadership of Leningradskaya Pravda and replace it with another, in accordance with the decision of the XIV Congress. Fourth: On this basis, the following decision of the Politburo of December 28 of this year is confirmed: a) to relieve the editor of Leningradskaya Pravda, Comrade Zaks-Gladnev, of his editorial duties; b) to appoint Comrade Skvortsov-Stepanov as editor-in-chief of Leningradskaya Pravda, sending a number of workers to assist him.
