NOTE: Stalin's coded message was sent in reply to a coded message from I.P. Tovstukha, sent the previous day to Ordzhonikidze for Stalin: "...Yesterday we circulated to the members of the Politburo counter-theses on England signed by Bukharin, Tomsky, and Molotov. Agreement of the rest is complete (so in the text. — Ed.). Today we discussed English affairs in the Politburo with stenographic record as demanded by Zinoviev. During the session we received your telegram. We note your absolute agreement with us down to the details. The battle at the Politburo was a big one — six hours. Trotsky voted for Zinoviev. Zinoviev's theses were rejected. The theses of the troika were accepted as the basis and sent to a commission. Zinoviev demanded permission to defend his point of view in the ECCI. The Politburo rejected this. Trotsky also voted against this..."
