Comrade Pyatakov.

Your paper of July 13 has been received. An analogous proposal was submitted to the CC Secretariat on July 10, signed by Tomsky, Molotov, and Bukharin, in which the authors of the proposal ask that the question be put on the agenda of the nearest Politburo session and resolved by the time of the renewal of collective agreements. Considering the question fully ripe, the Secretariat decided to put it on the nearest post-Plenum session of the Politburo. The Secretariat cannot accept your proposal to raise the question at this (July) Plenum, for the reason that the question has not yet been prepared by you for discussion, the control figures for industry are not yet ready, as you yourself write, the opinion of the VSNKh is still unknown (upon inquiry, it turned out that Comrade Dzerzhinsky knows nothing about your letter), the AUCCTU has not yet discussed the question, and, finally, the Plenum agenda has already been definitively adopted by the Politburo, and you for some reason did not demand that the Plenum agenda be supplemented at the Monday (July 12) session of the Politburo, although you were present at it. I remind you that, according to the regulations adopted by the Politburo, questions must be submitted to the Politburo agenda three days before the session. I believe that this requirement should apply even more to the procedure for drawing up the Plenum agenda.
