1) Polyudov must absolutely be removed from the NKPS [People's Commissariat of Transport]. He is the very fellow who has been constantly misleading the CC and the NKPS on new railway construction, and in whom nothing Communist remains. Now he sits in the NKPS at the head of (new) construction. What kind of builder is he? No wonder the construction of the second track between Siberia and European Russia is not moving a single step forward. Remove this anti-Party individual from the NKPS — someone who systematically violates CC decisions and just as systematically mocks the CC Politburo.

2) Furthermore, why is Cherny sitting in the NKPS collegium? Why is he not being transferred to other work?
