I insist that the CC resolution be carried out and that the speaker at the OGPU aktiv meeting must be the secretary of the regional Party committee. This is necessary so that the report is not perceived as one faction of the OGPU settling scores with another. This is demanded by the interests of unity and solidarity among all GPU workers.

"To Comrade Stalin. Menzhinsky and Akulov request that a speaker be assigned to the OGPU aktiv on the CC resolution. Would it not be better to entrust one of them with it? Please communicate your opinion as to whom it should be entrusted. Kaganovich."
