Note: The Politburo resolution "On the Primary and Secondary School" and the CC resolution "On Publishing Work" were published on September 5 and September 3, 1931, respectively.

On July 31, 1931, the Argentine police arrested employees of the Soviet trade organization "Iuzhamtorg" in Buenos Aires. Upon completing the investigation, the police submitted a report to the Argentine government accusing "Iuzhamtorg" of allegedly "covertly directing communist propaganda" and pursuing a policy of dumping. On August 20, the Argentine government stripped "Iuzhamtorg" of its legal personality. On September 3, the Politburo discussed this question and resolved: "The center for trade with the countries of South America shall be transferred to Uruguay... In order to preserve the possibility of returning to Argentina, measures shall be taken for the formal preservation of 'Iuzhamtorg'; to this end, if necessary, a court case shall be brought before the Argentine Supreme Court to have the decree liquidating 'Iuzhamtorg' declared unlawful."
