Today we received the Politburo-approved decision of the currency commission on additional steel imports to the tune of five million rubles. We consider this decision a circumvention of the July Politburo decision, which established the final program for metal imports in 1931. Similar doubts are raised by another decision of the currency commission on the additional import of railway car axles and wheels. If the repeal of the July Politburo decision is required, this must be stated openly and directly, without resorting to circumvention. We request that the execution of these currency commission resolutions be suspended and the question deferred until the arrival of Molotov and Stalin, who participated in drafting the July Politburo decision. We await a reply.
