The composition of the editorial board for "History of Factories" is not entirely suitable. Khalatov is not a writer, not an editor, and does not know factories. Mekhlis should be replaced by Popov, or both should be included. It is a deficiency that the editorial board includes no CC members except Stetsky, and Krzhizhanovsky and Mezhlauk will be useless on the board owing to their being overburdened. One should include at least one expert on each of the old major enterprises, such as the Putilov Works, Obukhov, Sormovo, the Nobel and Rothschild operations in Baku, the major mines and plants of the Donbass, the Urals plants, and the textile mills. It would be advisable to include Tsikhon, Shvernik, and several old-time trade-union organizers. Avel Yenukidze, who knows the old factories of Leningrad and Baku well, would be very useful. It would not hurt to add CC members Kaganovich and Postyshev.
