1) A CC Plenum should be convened no later than the end of October to discuss approximately the following questions: a) a report by the NKPS on the implementation of the CC and SNK resolution on railway transport; b) a report by the People's Commissariat of Supply and Tsentrosoyuz on the implementation of the CC and SNK resolution on the expansion of Soviet trade and improvement of workers' supply; c) communications from secretaries of republican and regional Party organizations on the progress of grain procurements and measures for their improvement. Co-reports by the RKI-TsKK on the first two questions are desirable.

2) I protest against the publication in the newspaper Za Industrializatsiyu of September 20 of an editorial that incorrectly explains the causes of the breakdown in industry in February-March of this year. The editorial does not mention by a single word that one of the main causes of the industrial breakdown was the disorganized state of transport. This impermissible distortion of the Party's point of view must not be allowed. I propose that the editorial board be called to account and made to correct this error in a new article, and that VSNKh be instructed to keep an eye on its newspaper.
