1. Neither as first nor as second deputy of the NKPS can the position go to a person unfamiliar with transport and transport workers. Neither Kosior or Lyubimov, nor Eikhe are suitable for the job. As first deputy I propose Blagonravov or Mironov. These are the most suitable candidates. We need not figureheads but practical candidates.

2. Concerning Rudzutak, I have already communicated that he is suitable for the position of chairman of the TsKK.
