It is necessary to immediately launch a press campaign about the richest prospects of Sterlitamak, Ukhta, and Emba oil. Over a series of issues of Izvestia, one must trumpet the vast oil deposits in these regions and the fact that, given such rich prospects, the greater part of Grozny, Maikop, and Baku oil will have to be redirected to export.

It is necessary to arrange a series of interviews with geologists, especially with Gubkin, with Kosior and Ganshin, with statements about the unprecedented oil reserves in the eastern regions. It is entirely possible that such a campaign will force the Anglo-American oilmen to resume negotiations and make concessions to us.
