From the telegram about sugar beet it is unclear why beet harvesting is being separately incentivized with goods, if it has been decided that beet delivery will be incentivized at a rate of 20%. Who needs this double incentivization? It is also unclear why Ukraine is silent, when it alone produces three to four times more beet than the Central Black Earth Oblast. Such a question cannot be decided in a two-day deadline, and moreover without Ukraine.

It is necessary to bring in the Ukrainians, Odintsov, and several directors of sugar trusts, and give the commission a deadline of 5-6 days or even more, so that a concrete and well-considered decision can be reached.

I have no objection, of course, to incentivizing the delivery and transport of beet.
