For Kaganovich and other members of the Politburo.

I submit four proposals to the Politburo:

First, oblige Pravda to print daily production reports on automobile output at AMO and the Nizhny Novgorod Automobile Factory.

Second, oblige Pravda to print daily production reports on tractor output at the Stalingrad and Kharkov tractor factories, and not to fear that the Kharkov Tractor Factory, for well-known reasons, will initially produce fewer than one hundred units per day.

Third, oblige Pravda to subject the management of our metallurgical plants to systematic criticism -- plants which, despite the commissioning of huge new blast furnaces, have still been unable to raise pig-iron production to twenty thousand tons per day.

Fourth, oblige Pravda to subject the enterprises of the People's Commissariat of Forestry and the People's Commissariat of Supply to systematic criticism -- enterprises which, despite enormous expenditures of state funds, are still marking time.
