For Kaganovich.

First. The seed loan should not be included in the plan; it must be collected over and above the plan and without fail in full. Only in the event of an obvious crop failure in one or another oblast may the collection of part of the seed loan be postponed to the following year.

Second. The same should be done regarding the food loan.

Third. During the harvest, collective farmers may be given a small advance in grain.

Fourth. In apportioning the plan, no concessions should be made to individual farmers.
