Kaganovich. Molotov.

1) Pay the most serious attention to Ukraine. Chubar, with his demoralization and opportunist instincts, and Kosior, with his rotten diplomacy (toward the CC VKP) and criminally frivolous attitude toward the cause, will end up ruining Ukraine completely. Leading present-day Ukraine is beyond these comrades' capacity. If you go to the Ukrainian conference (I insist on this), take all measures there to turn around the mood of the workers, to isolate the whiners and rotten diplomats (regardless of who they are!), and to ensure genuinely Bolshevik decisions at the conference. I have formed the impression (indeed, almost the conviction) that both will have to be removed from Ukraine -- both Chubar and Kosior. It is possible I am mistaken. But you have the opportunity to verify this matter at the conference.

2) I am returning the draft of the CC greetings on the occasion of Clara Zetkin's anniversary. The draft is written in too rapturous and somewhat falsely classical a tone. I have somewhat toned it down with my corrections.

Greetings!

I. Stalin.
