I have just received the draft Sovnarkom and CC resolution on sugar beet and sugar factories. I have no objections to the substance of the draft. The draft requires serious editorial polishing. I consider it more expedient to publish this resolution in the name of Sovnarkom, while the CC should only issue a directive to Party organizations for the press on its unconditional implementation, similar to what was done with the resolution on revolutionary legality. That would be better. If you disagree, proceed at your own discretion and use my signature.
