The anti-war congress is a very important matter. I recommend sending a delegation of seven persons, including Gorky, Radek, Lunacharsky, Shvernik, Stasova, and two women from the trade unions -- competent and knowing one of the European languages. Women are indispensable in the delegation. Gorky should be designated as chairman. Bukharin, as the recent head of the Comintern, should not be included in the delegation. Explain this to Gorky and Bukharin.
