In connection with the article in Krasnaya Gazeta about German armaments, we consider it necessary to immediately declare the article incorrect, published by mistake, and to print a notice to this effect in Krasnaya Gazeta.

On 19 August 1932 Kaganovich wrote: "To Comrade Stalin. We sent Stetsky to Leningrad to investigate the circumstances of the publication of Kaisarov's article in Krasnaya Gazeta. It is known that Kaisarov is non-Party, a former officer, now an engineer at a branch of Soyuztrans. After the investigation, we will determine the measures of punishment for those responsible for publishing such an article.

We will implement your proposal today. Would it not be advisable to give Izvestia an article on disarmament, setting out, without mentioning Krasnaya Gazeta, the situation with armaments in Germany in the spirit of our usual treatment, thereby in fact refuting the line of the article in Krasnaya Gazeta?"
