Note: Reply to Sholokhov's letter of April 4, 1933. "The Veshenskiy District," wrote Mikhail Alexandrovich, "along with many other districts of the North Caucasus Territory, did not fulfill the grain procurement plan and did not accumulate seed stocks... Much was done, but now everything has gone to ruin, and the district is rapidly approaching a catastrophe, which cannot be averted without your help... The Veshenskiy District failed to fulfill the grain procurement plan and to accumulate seed stocks not because kulak sabotage prevailed and the Party organization failed to cope with it, but because of poor leadership by the territorial authorities."
