By decision of the Plenum of the CC of the VKP(b), the opening of the Seventeenth Congress of the VKP(b) has been set for January 25, 1934.

Agenda of the Seventeenth Congress:

1. Accountability reports: CC of the VKP(b) — reporter Comrade Stalin; Central Control Commission–Workers' and Peasants' Inspection — reporter Comrade Rudzutak; Central Auditing Commission — reporter Comrade Vladimirsky; Delegation of the VKP(b) in the ECCI — reporter Comrade Manuilsky.

2. The Second Five-Year Plan — reporters Comrades Molotov and Kuibyshev.

3. Organizational questions (Party and Soviet construction) — reporter Comrade Kaganovich.

4. Elections of central organs of the Party.

Norms of representation and procedure for elections:

1) 1 delegate with a deciding vote per 1,500 Party members.

2) 1 delegate with a consultative vote per 3,000 candidate members of the Party.

3) Elections are conducted at oblast, territorial, and republican Party conferences.

4) Communists in cells serviced by MTS political departments, state farm political departments, railway political departments, and political departments of the Red Army and OGPU troops shall conduct elections to the Congress together with the remaining Party organizations at oblast, territorial, or republican Party conferences.
