The Council of People's Commissars of the Union of the USSR establishes that the existing procedure for supplying the population with food and manufactured goods permits those who work well and those who violate labor discipline and are conscientious in their work to receive identical allocations.

With the aim of eliminating equalization in supply, encouraging good workers, and further strengthening labor discipline, the Council of People's Commissars of the Union of the USSR resolves:

1. To grant the directors of industrial enterprises the right to establish, for workers who fulfill and overfulfill output norms, the following procedure of supply:

a) the sale of manufactured goods on ration cards, as well as certain food products (with the exception of bread), shall be carried out as a priority for said workers and members of their families;

b) additional hot meals shall be provided at the expense of resources from subsidiary farms, without deducting them from the norm established under ration cards;

c) additional issues above the established norms under food ration cards shall be made of potatoes, vegetables, eggs, dairy products, and other goods obtained from their own subsidiary farms after providing meals in canteens, provided, however, that the additional issue of products does not exceed the norms established under food ration cards;

d) consumer goods (household items and the like) manufactured by subsidiary enterprises of workers' supply departments, in excess of the ration-card allocation, as well as fuel, shall be supplied as a priority;

e) priority repair of footwear and household utensils shall be carried out and certain building materials (glass, plywood, linseed oil, nails) shall be provided for the repair of housing and other domestic needs.

2. Workers who have committed truancy shall, from the moment the court decision is issued and until the punishment is served in the form of corrective labor at the given enterprise, receive bread at reduced norms: by 200 grams at enterprises whose workers receive a norm of 800 grams or more, and by 100 grams at all other enterprises.

Directors of enterprises are permitted, for workers serving punishment for truancy who within a month fulfill output norms on piece-rate pay, or who are conscientious in their work on time-rate pay, to restore upon the expiry of one month of such work the bread allocation at the norms established for workers of the given enterprise.

3. With the aim of depriving persons who have lost the right to use ration cards of the use thereof, enterprise directors are obliged to carry out re-registration of cards 1–2 times per month by stamping the verified cards, so that goods are issued only against cards bearing a verification stamp.
