All of us in Moscow have the impression that Churchill is oriented toward the defeat of the USSR, in order thereafter to reach an agreement with the Germany of Hitler or Bruning at the expense of our country. Without such a supposition it is difficult to explain Churchill's conduct on the question of the second front in Europe, his conduct on the question of arms supplies to the USSR, which are progressively shrinking despite the growth of production in England, his conduct on the question of Hess, whom Churchill apparently is keeping in reserve, and finally, his conduct on the question of the systematic bombing of Berlin by the British throughout September, which Churchill proclaimed in Moscow and which he has not fulfilled by so much as a jot, despite the fact that he was absolutely in a position to carry it out.
