1. The Anti-Fascist Council of People's Liberation of Yugoslavia, just like the well-known Englishman (W. Churchill — Ed.), comes out for the unity of the Yugoslavs, but as long as two governments exist — one in Yugoslavia and another in Cairo — there can be no unity. Therefore the government in Cairo must be abolished, including Draza Mihailovic, and it must render a full account of the expenditure of the enormous sums of the people's money.

2. The government in Yugoslavia, that is the government of AVNOJ, must be recognized by the British and other allies as the only government, and it must be subject to the laws of AVNOJ.

3. If King Peter accepts all these conditions, then AVNOJ will not object to cooperation with him, with the understanding that the question of the monarchy in Yugoslavia will be decided by the people after the liberation of Yugoslavia.
