ORDER

OF THE SUPREME COMMANDER-IN-CHIEF

To Admiral Oktyabrsky

The ships and landing detachments of the Black Sea Fleet, having forced the Danube, captured the town and port of Tulcea and, as a result of a landing operation from the sea, seized the port of Sulina — an important naval base of the German invaders on the Black Sea.

The following distinguished themselves in the fighting for the capture of the ports of Tulcea and Sulina: the sailors of Rear Admiral Gorshkov, Captain 1st Rank Sverdlov, Captain 1st Rank Derevyanko, Captain 2nd Rank Davydov, Captain 2nd Rank Protsenko, Captain 3rd Rank Derzhavin, Captain 3rd Rank Kotov, Captain 1st Rank Solodunov; the naval infantry units of Major Kotanov, Major Grigoryev; the airmen of Lieutenant General of Aviation Yermachenkov, [Lieutenant Colonel] Rozhdestvensky, [Colonel] Korzunov, Lieutenant Colonel Avdeyev, Major Trushin; the signallers of Rear Admiral Gromov.

In commemoration of the victory achieved, the fleet formations and units which most distinguished themselves in the fighting for the capture of Tulcea and Sulina are to be recommended for conferment of the designations "Tulcea" and "Sulina" and for award of orders.

Today, August 28, at 23:00 hours, the capital of our Motherland, Moscow, in the name of the Motherland salutes the valiant ships and units of the Black Sea Fleet which captured Tulcea and Sulina with twenty artillery salvoes from two hundred and twenty-four guns.

For excellent military operations I express my gratitude to all the units and formations of the fleet under your command who took part in the fighting for the liberation of Tulcea and Sulina.

Eternal glory to the heroes who fell in the struggle for the freedom and independence of our Motherland!
