1. To approve, with amendments, the draft resolution of the Council of Ministers of the USSR and the CC of the VKP(b) "On Courts of Honor in the Ministries of the USSR and Central Departments" (attached).
2. As a first priority, within a two-week period, organize Courts of Honor in the Ministry of Health, the Ministry of Trade, and the Ministry of Finance.

On Courts of Honor in the Ministries of the USSR and Central Departments.
Resolution of the Council of Ministers of the USSR and the Central Committee of the VKP(b).

1. In order to promote the education of workers of state organs in the spirit of Soviet patriotism and devotion to the interests of the Soviet state, and to foster a high sense of state and civic duty, and to combat conduct that disgraces the honor and dignity of the Soviet worker, Courts of Honor are hereby established in the ministries of the USSR and central departments.

2. The Courts of Honor shall be charged with hearing cases involving anti-patriotic, anti-state, and anti-social actions and conduct committed by executive, operational, and scientific workers of the ministries of the USSR and central departments, provided that such actions and conduct are not subject to criminal prosecution.

3. A Court of Honor shall consist of 5-7 persons. Members of the Court shall include workers of the ministry or department, elected by secret ballot at a meeting of executive, operational, and scientific workers of the ministry or department, as well as a representative of the party organization of the ministry or department and a representative of the CC of the trade union.

4. The right to nominate candidates for membership in the Court at the workers' meeting shall belong to both the party and trade union organizations and to participants in the meeting. The question of inclusion in the list of candidates for membership in the Court of Honor or removal from the list shall be decided by open vote.
Candidates who receive an absolute majority of votes shall be considered elected.
The minister and the head of the department shall not be members of the Court of Honor.

5. The members of the Court shall elect from among themselves, by open vote, the chairman of the Court of Honor.

6. Courts of Honor shall be elected for a term of one year (by a resolution of the Council of Ministers of the USSR and the CC of the VKP(b) of July 7, 1948, the term of authority of Courts of Honor was extended for one more year. — Ed.).

7. The decision to refer a case to the Court of Honor shall belong either to the minister or head of the department, or to the trade union organization, or to the party organization of the ministry or the corresponding department.

8. The examination of cases by the Court of Honor must be preceded by a verification of the facts, carried out by members of the Court on the instructions of the chairman. The chairman of the Court shall determine who is to be called as a witness.
The accused shall be presented with the results of the verification carried out, and shall be given the right to request the chairman of the Court to summon new witnesses and to obtain documents and references.

9. The examination of cases in the Court of Honor shall take place, as a rule, in open session.
The hearing of a case in the Court of Honor consists of examination of the materials collected in the case, hearing the explanations of the person brought before the Court of Honor and of witnesses, and verification of the evidence presented.
Workers of the ministry or department attending the session of the Court may speak on the merits of the case in the course of the examination.

10. The decision of the Court of Honor shall be adopted by a simple majority of votes of the members of the Court. The decision shall state the substance of the misconduct and the measure of punishment determined by the Court.

11. The Court of Honor may resolve:
a) to declare a public censure to the accused;
b) to declare a public reprimand;
c) to refer the case to investigative authorities for direction to a court in criminal proceedings.

12. The decision of the Court shall be announced publicly to the worker brought before the Court of Honor.
A copy of the decision of the Court of Honor shall be placed in the worker's personal file.

13. The decision of the Court of Honor is not subject to appeal.
