The Council of Ministers of the USSR notes that the academic and residential buildings currently occupied by Moscow State University named after M.V. Lomonosov, as a result of the establishment of new faculties and the increase in the number of students, are overcrowded and do not provide normal conditions for the education of students and graduate students or for the research work of the faculty and teaching staff.

With a view to significantly improving the conditions for academic, pedagogical, and scientific work at Moscow State University, as well as the residential conditions of students, graduate students, and the faculty and teaching staff, the Council of Ministers of the Union of the USSR resolves:

1. To construct during 1948-1952 a new building for Moscow State University on the Lenin Hills with a volume of 1,700,000 cubic meters, with a height in the central section of not less than 20 stories, in place of the 32-story building previously provided for by Resolution No. 53 of the Council of Ministers of the USSR of January 13, 1947.

2. To house in the new building the faculties of physics, chemistry, biology, mechanics-mathematics, geology-soil science, and geography.
To house in the buildings currently occupied by Moscow State University the faculties of the humanities — history, philology, philosophy, economics, and law.

3. The project for the new building shall provide for:
a) academic and research facilities, including:
23 general lecture halls for 150-600 persons each;
125 group seminar rooms for 25-50 persons each;
350 teaching laboratories for 5-40 persons each;
350 research laboratories for the faculty and teaching staff, specialized laboratories with a total floor space of 11,000 square meters, an assembly hall for 1,500 persons;
academic and research libraries for 1,200,000 volumes;
museums: geological, paleontological, mineral resources, mineralogical, soil science, geographical, zoology, and anthropology;
b) residential facilities for 5,250 students and 750 graduate students, with each provided with a separate room with amenities;
c) apartments for the faculty and teaching staff, comprising 90 two-room, 60 three-room, and 50 four-room apartments, totaling 200 apartments.
A botanical garden for the biology faculty shall be provided on the grounds of the new university building.

4. To assign the design and construction of the new building of Moscow State University to the Directorate for the Construction of the Palace of Soviets (Comrades Prokofiev and Iofan).

5. To approve the design assignment for the new building of Moscow State University submitted by the Ministry of Higher Education (Comrade Kaftanov), Moscow State University (Comrade Nesmeyanov), and the Directorate for the Construction of the Palace of Soviets (Comrades Prokofiev and Iofan), as per the appendix (not published. — Ed.).

6. To require the Directorate for the Construction of the Palace of Soviets (Comrade Prokofiev) to carry out the necessary preparatory work and to commence construction of the new building of Moscow State University in 1948.

7. To require the Moscow City Executive Committee (Comrade Popov) to formalize within two weeks the allocation of a plot of land for the construction of the new building of Moscow University on the Lenin Hills at the center of the bend of the Moscow River on Vorobyovskoye Shosse, with an area of 100 hectares.

8. To establish the following design schedules for the new building of Moscow State University: for the schematic design, 4 months, and for the technical design, 10 months.
Design costs shall be set at 4% of the construction cost.
