Reply to a telegram from Mao Zedong: "I have decided to set out for the USSR ahead of schedule (previously the trip had been planned for mid-July 1948. —

). It is planned to depart in the first days of the month from Fuping County (100 kilometers north of Shijiazhuang), Hebei Province, and under cover of troops to cross the Beiping-Kalgan railway… Possibly, in the first days or mid-June it will be possible to arrive in Harbin.

Then from Harbin — to you… I will consult with and seek guidance from comrades in the CC VKP(b) on political, military, economic and other important questions… Besides this, if there is an opportunity, I would like to travel to the countries of Eastern and Southeastern Europe, to study the work of the people's front and other forms of work."

Together with him, Mao Zedong planned to take members of the Politburo of the CC of the CPC Ren Bishi and Chen Yun, as well as two secretaries and several other workers — code clerks and radio operators.
