The Council of Ministers of the USSR notes that, despite the constant assistance rendered to the Administration for the Construction of the Palace of Soviets regarding the construction of Moscow State University on the Lenin Hills and the 32-story administrative building in Zaryadye, preparatory work on said construction projects is proceeding extremely slowly.

Fulfillment of the annual plan for construction and installation work on objects connected with the construction of the university and the building in Zaryadye for the first three quarters of 1948 amounts to only 35%.

Attaching great importance to the timely expansion of work on the construction of Moscow State University and the 32-story building in Zaryadye, the Council of Ministers of the USSR resolves:

3. In order to strengthen the leadership of the Administration for the Construction of the Palace of Soviets and improve its work:

To appoint A.N. Komarovsky as head of the Administration for the Construction of the Palace of Soviets concurrently with his position as head of the Main Directorate of Industrial Construction of the Ministry of Internal Affairs of the USSR;

To relieve Comrade A.N. Prokofiev of the position of head of the Administration for the Construction of the Palace of Soviets;

To appoint Comrade A.P. Lepilov as deputy head of the Administration for the Construction of the Palace of Soviets and head of construction of Moscow State University, retaining him until January 1, 1949 concurrently in the position of head of Construction Administration No. 833 of the Ministry of Internal Affairs of the USSR;

To appoint Comrade A.V. Voronkov as deputy head of construction of Moscow State University.

4. To oblige Comrade A.N. Komarovsky to concentrate the main resources of the Administration for the Construction of the Palace of Soviets on the construction of Moscow State University, ensuring by February 1, 1949 the erection on the construction site of auxiliary enterprises and a workers' settlement, and to commence earthwork on the main structures in 1948.

5. To approve measures for rendering assistance to the construction of Moscow State University and the 32-story building in Zaryadye, in accordance with the Appendix (not published — Ed.).

6. To assign to the Minister of Internal Affairs of the USSR, Comrade S.N. Kruglov, daily monitoring and oversight of the construction work on Moscow State University and the 32-story building in Zaryadye, obligating him to render every possible assistance to these construction projects with the forces and means of the Ministry of Internal Affairs of the USSR.

7. To oblige Comrade A.N. Prokofiev to hand over within ten days, and Comrade A.N. Komarovsky to take receipt of, the affairs of the Administration for the Construction of the Palace of Soviets with the participation of a commission of the following composition: V.F. Mosolov (chairman), V.Ya. Grossman, A.D. Sergeev, V.F. Promyslov.
