Citizens! The revolutionary proletarian movement is growing—and national barriers are collapsing! The proletarians of the different nationalities in Russia are uniting in a single international army, the individual streams of the proletarian movement are merging in one general revolutionary flood. The waves of this flood are rising higher and higher and dashing against the tsarist throne with increasing force—and the decrepit tsarist government is tottering. Neither prisons nor penal servitude, nor gallows—nothing can stop the proletarian movement: it is continuously growing!
And so, to bolster up its throne the tsarist government is inventing “new” methods. It is sowing enmity among the nationalities of Russia, it is inciting them against one another; it is trying to break up the general proletarian movement into petty movements and to incite them against one another; it is organising pogroms against the Jews, Armenians, etc. And the purpose of all this is to separate the nationalities of Russia from one another by means of fratricidal war and, by enfeebling them, to vanquish them one by one without difficulty! Divide and rule—such is the policy of the tsarist government. That is what it is doing in the cities of Russia (remember the pogroms in Gomel, Kishinev and other towns), and it is doing the same in the Caucasus. What infamy! It is buttressing its despicable throne with the blood and the corpses of citizens! The groans of the dying Armenians and Tatars in Baku; the tears of wives, mothers and children; the blood, the innocent blood of honest but unenlightened citizens; the frightened faces of fugitive, defenceless people fleeing from death; wrecked homes, looted shops and the frightful, unceasing whizz of bullets—that is what the tsar—the murderer of honest citizens—is bolstering up his throne with. Yes, citizens! It is they, the agents of the tsarist government, who incited the politically unenlightened among the Tatars against the peaceful Armenians! It is they, the flunkeys of the tsarist government, who distributed arms and ammunition among them, disguised policemen and Cossacks in Tatar clothing and hurled them against the Armenians! For two months, they—the servants of the tsar—prepared this fratricidal war—and at last they achieved their barbarous object. Curses and death on the head of the tsarist government!
Now these miserable slaves of the miserable tsar are trying to foment a fratricidal war among us, here in Tiflis! They are demanding your blood, they want to divide and rule over you! But be vigilant, you Armenians, Tatars, Georgians and Russians! Stretch out your hands to one another, unite more closely, and to the attempts of the government to divide you answer unanimously: Down with the tsarist government! Long live the fraternity of the peoples!
Stretch out your hands to one another and, having united, rally around the proletariat, the real gravedigger of the tsarist government which is the sole culprit in the Baku massacres.
Let your cry be:
Down With National Strife!
Down With the Tsarist Government!
Long Live the Fraternity of the Peoples!
Long Live the Democratic Republic!

Граждане! Растет движение революционного пролетариата, — и рушатся национальные перегородки! Пролетарии национальностей России объединяются в одну международную армию, отдельные ручейки пролетарского движения сливаются в один общий революционный поток. Все выше и выше подымаются волны этого потока, все сильнее и сильнее ударяются они о царский трон, — и шатается одряхлевшее царское правительство. Ни тюрьма, ни каторга, ни виселица — ничто не останавливает пролетарского движения: оно все растет!
И вот, царское правительство для укрепления своего трона придумывает «новое» средство. Оно сеет вражду между национальностями России, оно натравливает их друг на друга, оно старается разбить общее движение пролетариата на мелкие движения и направить их друг против друга, оно устраивает погромы евреев, армян и т. д. И все это для того, чтобы братоубийственной войной отделить друг от друга национальности России и, обессилив их, без труда победить каждую в отдельности!
Разделяй и властвуй — такова политика царского правительства. Так оно действует в городах России (вспомните погромы в Гомеле, Кишиневе и других городах), то же самое повторяет и на Кавказе. Подлое! Кровью и трупами граждан старается оно укрепить свой презренный трон! Стоны умирающих в Баку армян и татар; слезы жен, матерей, детей; кровь, невинная кровь честных, но несознательных граждан; напуганные лица бегущих, спасающихся от смерти беззащитных людей; разрушенные дома, разграбленные магазины и страшный, несмолкающий свист пуль, — вот чем укрепляет свой трон царь — убийца честных граждан.
Да, граждане! Это они, агенты царского правительства, натравили несознательных из татар на мирных армян! Это они, лакеи царского правительства, раздали им оружие и патроны, одели в татарскую форму полицейских и казаков и пустили на армян! Два месяца они — слуги царя — готовили эту братоубийственную войну, — и вот, наконец, достигли своей варварской цели. Проклятие и смерть на голову царского правительства!
Теперь эти жалкие рабы жалкого царя стараются поднять и у нас, в Тифлисе, братоубийственную войну! Они требуют вашей крови, они хотят разделить вас и властвовать над вами! Но будьте бдительны! Вы, армяне, татары, грузины, русские! Протяните друг другу руки, смыкайтесь теснее и на попытки правительства разделить вас единодушно отвечайте: Долой царское правительство! Да здравствует братство народов!
Протяните друг другу руки и, объединившись, сплачивайтесь вокруг пролетариата, действительного могильщика царского правительства — этого единственного виновника бакинских убийств.
Пусть будет вашим возгласом:
Долой национальную рознь!
Долой царское правительство!
Да здравствует братство народов!
Да здравствует демократическая республика!

¡Ciudadanos! ¡Crece el movimiento del proletariado revolucionario y se vienen abajo las barreras nacionales! Los proletarios de las nacionalidades de Rusia se unen en un solo ejército internacional, los diversos arroyuelos del movimiento proletario confluyen en un solo torrente revolucionario. Las olas de este torrente se levantan cada día a mayor altura, arreciando sus embates contra el trono del zar, y se tambalea el decrépito gobierno zaristas. ¡Ni las cárceles, ni los presidios, ni la horca, nada detiene el movimiento proletario que crece sin cesar! Y ahora el gobierno zarista, para apuntalar su trono, discurre un “nuevo” procedimiento. Siembra la hostilidad entre las nacionalidades de Rusia, las azuza unas contra otras, trata de fraccionar el movimiento general del proletariado en pequeños movimientos y enfrentarlos entre sí, organiza pogromos de judíos, de armenios, etc. ¡Y todo esto para divorciar, mediante una guerra fratricida, a las nacionalidades de Rusia y, debilitándolas, vencer sin mayor esfuerzo a cada una por separado! Divide e impera, tal es la política del gobierno zarista. Así actúa en las ciudades de Rusia (recordad los pogromos de Gómel, de Kishiniov y de otras ciudades), y lo repite también en el Cáucaso. ¡Infame! ¡Con la sangre y los cadáveres de los ciudadanos trata de reforzar su aborrecido trono! Los gemidos de los armenios y de los tártaros moribundos en Bakú; las lágrimas de las esposas, de las madres y de los niños; la sangre, sangre inocente, de ciudadanos honrados pero inconscientes; los rostros horrorizados de los seres indefensos, que huyendo buscan salvarse de la muerte; las casas destruidas, las tiendas saqueadas, y el terrible e incesante silbido de las balas: con esto refuerza su trono el zar, asesino de ciudadanos honrados. ¡Sí, ciudadanos! ¡Son ellos, los agentes del gobierno zarista quienes han azuzado a los elementos inconscientes de la población tártara contra los pacíficos armenios! ¡Son ellos, los lacayos del gobierno zarista, quienes les han dado armas y municiones, quienes han vestido de tártaros a los policías y cosacos y los han lanzado contra los armenios! Durante dos meses, ellos, los servidores del zar, han venido preparando esta guerra fratricida, y ahora, en fin, han alcanzado su bárbaro objetivo. ¡Maldición y muerte al gobierno zarista! ¡Ahora estos miserables esclavos del miserable zar tratan de promover también en nuestra tierra, en Tiflis, una guerra fratricida! ¡Piden vuestra sangre, quieren dividiros y dominar sobre vosotros! ¡Pero sed vigilantes! ¡Armenios, tártaros, georgianos, rusos! Tendeos la mano, agrupaos más estrechamente, y a los intentos del gobierno de dividiros, contestad unánimes: ¡Abajo el gobierno zarista! ¡Viva la fraternidad de los pueblos! Tendeos la mano y, uniéndoos, cerrad filas en torno al proletariado, el sepulturero efectivo del gobierno zarista, único culpable de los asesinatos de Bakú. Que vuestro grito sea: ¡Abajo las discordias nacionales! ¡Abajo el gobierno zarista! ¡Viva la fraternidad de los pueblos! ¡Viva la república democrática! 13 de febrero de 1905.
