The Social-Democratic deputies in the State Duma must form a separate group which, as a Party organisation, must be most closely connected with the Party, and must submit to its guidance and to the directives of the Central Committee of the Party.
The main task of the Social-Democratic group in the State Duma is to facilitate the proletariat’s class education and class struggle both for the emancipation of the working people from capitalist exploitation and for the fulfilment of the part of political leader which it is called upon to play in the present bourgeois-democratic revolution in Russia. For this purpose, the group must under all circumstances pursue its own proletarian class policy, which distinguishes Social-Democracy from all other organisations and revolutionary parties, from the Cadets to the Socialist-Revolutionaries. It must not under any circumstances sacrifice this task to the aim of conducting joint oppositional action with any other political parties or groups in the Duma. Our deputies must systematically expose in the Duma the entire counter-revolutionary nature both of the Black-Hundred landlord parties and of the treacherous, liberal-monarchist, bourgeois, Cadet Party. On the other hand, they must strive to wrest the peasant petty-bourgeois parties (Socialist-Revolutionaries, Popular Socialists and Trudoviks) from the liberals, push them on to the path of consistent democratic-revolutionary policy, and lead them in the struggle both against the Black Hundreds and against the Cadet bourgeoisie. At the same time, the Social-Democratic group must combat the reactionary, pseudo-socialist utopias in which the Socialist-Revolutionaries, Popular Socialists and others clothe what are in fact petty-bourgeois demands, and with the aid of which they obscure the purely proletarian, socialist class consciousness of the working class. From the floor of the Duma our group must tell the entire people the whole truth about the revolution through which we are passing. It must loudly proclaim to the people that in Russia their emancipation cannot be achieved by peaceful means, that the only path to freedom is the path of a nation-wide struggle against the tsarist regime.
The slogan which Social-Democracy advances, and for which it must call upon the masses to launch another open struggle, is for a Constituent Assembly freely elected by the whole people on the basis of universal, direct, equal and secret suffrage, an assembly which will put an end to the tsarist autocracy and establish a democratic republic in Russia. No other slogans, such as a responsible ministry, etc., advanced by the liberal bourgeoisie in opposition to the proletarian slogans, can be accepted and supported by the Social-Democratic group. In taking part in the daily legislative and other activities of the State Duma, the Social-Democratic group

must pursue its constant tasks of criticism and agitation and not pursue the object of direct legislation; and it must explain to the people that such legislation is ephemeral and futile so long as real power remains entirely in the hands of the autocratic government.
By working in the Third State Duma in this way, the Social-Democratic group will facilitate the revolutionary struggle which the proletariat, and the peasantry along with it, are at present waging against the tsarist autocracy outside the Duma.

Социал-демократические депутаты в Государственной думе должны составить особую
фракцию, которая, как одна из партийных организаций, должна быть теснейшим
образом связана с партией и должна подчиняться ее руководству и директивам ЦК
партии.
Основной задачей социал-демократической фракции в Государственной думе является
содействие классовому воспитанию и классовой борьбе пролетариата как для
освобождения трудящихся от капиталистической эксплуатации, так и для выполнения
им роли политического вождя, которую он призван сыграть в нынешней
буржуазно-демократической революции в России.
В этих целях фракция при всех случаях должна выдвигать свою
классово-пролетарскую политику, отличающую социал-демократию от всех других
организаций и революционных партий, начиная с кадетов и кончая эсерами. Этой
задачей она ни в каком случае не может жертвовать для целей сохранения общности
оппозиционных действий с какими бы то ни было политическими партиями и группами
в Думе.
Наши депутаты должны неуклонно разоблачать в Думе всю контрреволюционную
сущность как помещичье-черносотенных партий, так и предательской
либерально-монархической буржуазной партии кадетов. С другой стороны, они должны
стремиться оторвать от либералов и толкать на путь последовательной
демократически-революционной политики крестьянские мелкобуржуазные партии
(эсеров, энесов и трудовиков), ведя их за собой в своей борьбе как против черной
сотни, так и против кадетской буржуазии. Вместе с тем социал-демократическая
фракция должна вести борьбу против реакционных псевдосоциалистических утопий,
которыми облекают свои, в сущности мелкобуржуазные, требования эсеры, энесы и
другие, при помощи которых они затемняют чисто классовое пролетарски-
социалистическое сознание рабочего класса. Наша фракция должна выяснять с
думской трибуны всему народу всю истину относительно переживаемой революции. Она
должна сказать народу во всеуслышание, что в России нет возможности мирным путем
добиться освобождения народа, что единственный путь к свободе - это путь
всенародной борьбы против царской власти.
Лозунгом социал-демократии, во имя которого она должна призывать массы к новой
открытой борьбе, является Учредительное собрание, свободно избранное всем
народом на основе всеобщего, прямого, равного и тайного избирательного права,
которое, покончив окончательно с царским самодержавием, утвердит в России
демократическую республику. Никакие другие лозунги, вроде ответственного
министерства и пр., выдвигаемые либеральной буржуазией в противовес пролетарским
лозунгам, не могут быть приняты н поддержаны социал-демократической фракцией.
Участвуя в повседневной законодательной и прочей деятельности в Государственной
думе, социал-демократическая фракция должна преследовать свои постоянные
критические и агитационные задачи, а не цели непосредственного законодательства,
выясняя народу всю непрочность и безрезультатность последнего, пока реальная
власть находится всецело в руках самодержавного правительства.
Работая таким образом в III Государственной думе, социал-демократическая фракция
будет содействовать той революционной борьбе, которую пролетариат и вместе с ним
крестьянство ведут в настоящее время вне Думы против царского самодержавия.

Los diputados socialdemócratas de la Duma de Estado deben formar una minoría aparte, que, como una de las organizaciones del Partido, debe estar vinculada de la manera más estrecha al Partido y subordinarse a la dirección de éste y a las directivas del C.C. La tarea fundamental de la minoría socialdemócrata en la Duma de Estado es contribuir a la educación de clase y a la lucha de clase del proletariado, tanto para liberar a los trabajadores de la explotación capitalista, como para que el proletariado cumpla el papel de jefe político que está llamado a desempeñar en la actual revolución democrático-burguesa en Rusia. A este fin, la minoría debe aplicar en todos los casos su política proletaria de clase, que distingue a la socialdemocracia de todos los demás partidos revolucionarios y de las demás organizaciones, comenzando por los demócratas constitucionalistas y terminando por los eseristas. La minoría en ningún caso sacrificará esta tarea al mantenimiento de la unidad de acción oposicionista con otros partidos y grupos políticos en la Duma, cualesquiera que sean. Nuestros diputados deben desenmascarar invariablemente en la Duma el carácter contrarrevolucionario, tanto de los partidos cien- negristas de los terratenientes como del traidor partido burgués de los monárquicos liberales, los demócratas constitucionalistas. Por otra parte, deben esforzarse por apartar de los liberales e impulsar hacia el camino de la política democrático- revolucionaria consecuente a los partidos campesinos pequeñoburgueses (los eseristas, los socialistas populares y los trudoviques), llevándolos tras de sí en su lucha, tanto contra la centuria negra como contra la burguesía demócrata constitucionalista. Al mismo tiempo, la minoría socialdemócrata debe luchar contra las utopías reaccionarias seudosocialistas con que expresan sus reivindicaciones, en esencia pequeñoburguesas, los eseristas, los socialistas populares y otros, y con ayuda del las cuales oscurecen la conciencia puramente clasista, proletaria socialista, de la clase obrera. Nuestra minoría debe explicar desde la tribuna de la Duma al pueblo entero toda la verdad respecto a la revolución que estamos viviendo. Debe decir al pueblo, y bien alto, que en Rusia no se puede liberar al pueblo por vía pacífica que la única vía para lograr la libertad es la lucha de todo el pueblo contra el Poder zarista. La consigna de la socialdemocracia, con la cual debe ésta llamar a las masas a una nueva lucha abierta, es la Asamblea Constituyente, libremente elegida por todo el pueblo sobre la base del sufragio universal, directo, igual y secreto y que, acabando para siempre con la autocracia zarista, implante en Rusia la república democrática. Ninguna otra consigna, como la de un ministerio responsable, y otras, propuestas por la burguesía liberal en oposición a las consignas proletarias, puede ser aceptada y apoyada por la minoría socialdemócrata. Al participar en la labor legislativa diaria y en todas las demás actividades de la Duma de Estado, la minoría socialdemócrata debe cumplir sus tareas permanentes de crítica y de agitación, y no perseguir como objetivo inmediato la propia legislación, explicando al pueblo toda la inconsistencia e ineficacia de esta última, mientras todo el Poder efectivo se encuentre en manos del gobierno autocrático. Trabajando de este modo en la III Duma de Estado, la minoría socialdemócrata contribuirá a la lucha revolucionaria que el proletariado y, con él, los campesinos sostienen en el momento presente fuera de la Duma contra la autocracia zarista.
