The executive of the oil industry workers’ union has decided to take measures to secure the speedy convocation of the Delegate Council.58 In this the executive was prompted by the numerous statements from workers who are refusing to wait any longer and are demanding the immediate convocation of the Delegate Council.
The mechanics’ union has decided to act along the same lines.
In the last few days both unions submitted the necessary statement to the Senior Factory Inspector. It must be assumed that the question will soon be decided one way or another.
How the possessors of power and capital will answer the statement of the unions we, of course, cannot yet tell. They may yield to the workers and immediately convene the Delegate Council and then, in all probability, the conference arrangements will take their “normal course.”
On the other hand, they may procrastinate and not give a definite answer for the time being. In either case, we must be prepared for every contingency so as to prevent the oil owners from deceiving the workers.
We must be ready to confront the oil owners fully armed at any moment.
For this we must immediately set to work to draw up demands.
We are going to a conference with guarantees, but with what shall we come before the oil owners if not with demands approved by the entire mass of the oil proletariat? Let us then draw up the workers’ demands on wages, working hours, workers’ settlements, people’s halls, medical assistance, etc.
Our union has already set to work. In the columns of Gudok it has expressed its opinion on the questions of settlements, medical assistance, people’s halls and schools. The union has already issued these demands in the form of a pamphlet entitled Materials for the Conference. But that is not enough.
All these demands must be submitted to the masses, so that they can discuss them and pass their opinion, for only their opinion is binding on them. The union, moreover, has not yet worked out the questions of wages and working hours. Consequently, we must proceed immediately to draw up demands on these questions too.
With this object, our union will elect a special commission to draw up demands.
This commission will establish contact with the council delegates and the oil field and works commissions of the four districts with the object of jointly working out with them the urgent questions affecting our daily life. Later, general meetings will be held at the works, oil fields and in living quarters, at which the demands will be finally endorsed.
That should be our plan of work in preparation for a conference with guarantees.
Only by drawing up demands and making them known among the masses shall we be able to rally these masses around the Delegate Council.
By rallying the masses around their Council, we shall be able to safeguard them against surprises that may be sprung on them by the oil owners.
Not flabby philosophising about “concretising” the points of the guarantees (see Promyslovy Vestnik 59), nor frivolous outcries about “the coming of spring” (remember the Socialist-Revolutionaries), but persevering effort in drawing up the workers’ demands—that is what above all should occupy us in face of impending events.
And so, let us more energetically prepare for a conference with guarantees!

Правление союза нефтепромышленных рабочих решило принять меры к скорейшему
созыву Совета уполномоченных[59].
Действуя так, правление исходило из многочисленных заявлений рабочих, не
желающих больше ждать я требующих немедленного созыва Совета уполномоченных.
В этом же духе решил действовать союз механического производства.
На днях оба союза уже подали старшему фабричному инспектору соответствующее заявление.
Надо полагать, что вопрос скоро разрешится в том или ином направлении.
Как именно ответят на заявление союзов власть и капитал имущие – мы еще не знаем, конечно.
Возможно, что они пойдут навстречу рабочим, немедленно соберут Совет
уполномоченных, и тогда, по всей вероятности, дела совещания пойдут “нормальным
ходом”.
Возможно и то, что они будут оттягивать, не давая пока прямого ответа.
Мы должны и в том и в другом случае быть готовыми ко всему, чтобы не дать
нефтепромышленникам обмануть рабочих.
Мы должны быть готовыми в каждую минуту предстать перед нефтепромышленниками во всеоружии.
А для этого необходимо немедля заняться выработкой требований.
Мы идем на совещание с гарантиями. Но с чем мы предстанем перед
нефтепромышленниками, какие с требованиями, одобренными всей массой нефтяного
пролетариата? Так давайте же вырабатывать рабочие требования о заработной плате,
о рабочем дне, о поселках, о народных домах, о больничной помощи и т.д.
Наш союз уже приступил к делу. Он высказал свое мнение на страницах “Гудка” по
вопросам о поселках, больничной помощи, народных домах, школах. Эти требования
уже выпущены союзом в виде отдельной брошюры под названием “Материалы к
совещанию”. Но это еще недостаточно.
Необходимо все эти требования передать массе, чтобы она обсудила их и высказала
свое мнение, единственно обязательное для нее.
Кроме того, вопросы о заработной плате и рабочем дне еще не разработаны союзом,
– следовательно, необходимо немедленно приступить к выработке требований и по
этим вопросам.
В этих целях наш союз выбирает специальную комиссию по выработке требований.
Комиссия эта связывается с уполномоченными по совещанию и промыслово-заводскими
комиссиями четырех районов с тем, чтобы совместно с ними разработать наболевшие
вопросы нашего быта.
Дальше собираются общие собрания по заводам, промыслам, казармам и окончательно
утверждаются требования.
Таков должен быть план нашей работы по подготовке к совещанию с гарантиями.
Только выработав требования и сделав их достоянием масс, сумеем мы сплотить эту
самую массу вокруг Совета уполномоченных.
Собрав же массу вокруг ее Совета, мы получим возможность застраховать ее от
неожиданностей со стороны нефтепромышленников.
Не дряблое философств ование о “конкретизации” пунктов гарантий (см.
“Промысловый Вестник”[60]), и не легкомысленные выкрики о “наступлении весны”
(вспомни эсеров),– а упорная работа по выработке рабочих требований, вот, прежде
всего, чем мы должны заняться ввиду надвигающихся событий.
Итак, будем дружнее готовиться к совещанию с гарантиями!

La directiva del Sindicato de Obreros Petroleras ha decidido tomar medidas para acelerar la convocatoria del Consejo de apoderados58. Han motivado esta decisión de la directiva las numerosas declaraciones de los obreros, que no quieren esperar más y exigen la convocatoria inmediata del Consejo de apoderados. En este mismo sentido ha resuelto actuar el Sindicato de Obreros Mecánicos. Días pasados ambos sindicatos elevaron al inspector jefe fabril la correspondiente demanda. Es de suponer que la cuestión será pronto resuelta en uno u otro sentido. Nosotros, como es natural, no sabemos todavía qué contestación darán a la demanda de los sindicatos los detentadores del Poder y del capital. Puede ocurrir que accedan a la petición de los obreros y convoquen sin demora el Consejo de apoderados, en cuyo caso lo más probable es que la Conferencia se desarrolle “normalmente”. Puede ocurrir también que den largas al asunto y, por el momento, no respondan nada concreto. En uno y en otro caso debemos estar preparados a todo, para impedir que los industriales del petróleo puedan engañar a los obreros. Debemos estar preparados en todo momento para enfrentarnos bien pertrechados con los industriales petroleros. Para ello es necesario ocuparse sin tardanza de elaborar las reivindicaciones. Vamos a una Conferencia con garantías. Pero ¿con qué nos presentaremos ante los industriales petroleros, si no es con reivindicaciones aprobadas por toda la masa del proletariado de la industria del petróleo? Elaboremos, pues, las reivindicaciones obreras sobre el salario, sobre la jornada de trabajo, sobre las colonias obreras, sobre las casas populares, sobre la asistencia médica, etc. Nuestro sindicato ya ha puesto manos a la obra. En las páginas de “Gudok” ha expresado su opinión en cuanto a las colonias obreras, la asistencia médica, las casas populares y las escuelas. Estas reivindicaciones las ha hecho ya públicas el sindicato en un folleto especial, titulado “Materiales para la Conferencia”. Pero eso no es aún suficiente. Es necesario someter al juicio de las masas todas estas reivindicaciones, para que las discutan y manifiesten su opinión, la única para ellas mismas obligatoria. Además, las cuestiones del salario y de la jornada de trabajo no han sido todavía elaboradas por el sindicato; por tanto, es necesario pasar en seguida a elaborar también las reivindicaciones correspondientes. A dicho fin, nuestro sindicato elegirá una comisión especial para la elaboración de las reivindicaciones. Esta comisión se relacionará con los apoderados de la Conferencia y con las comisiones de los pozos y de las fábricas de las cuatro zonas, a fin de estudiar juntamente con ellas los problemas palpitantes de nuestra vida diaria. Después, se reunirán las asambleas generales por fábricas, pozos y cuarteles-viviendas y se aprobará definitivamente las reivindicaciones. Tal debe ser el plan de nuestra preparación para una Conferencia con garantías. Sólo después de haber elaborado las reivindicaciones y de haberlas hecho llegar a la conciencia de las masas, podremos agrupar estrechamente a estas mismas masas en torno al Consejo de apoderados. Reuniendo a las masas en torno a su Consejo, podremos ponerlas a salvo de cualquier sorpresa por parte de los industriales petroleros. Ante los acontecimientos que se avecinan, no debemos entregarnos a un estéril filosofar sobre la “concreción” de los puntos de las garantías (v. “Promislovi Véslnik”59) ni a clamores frívolos sobre “la llegada de la primavera” (recordemos a los eseristas), sino que, ante todo, debemos entregarnos a un trabajo tenaz para elaborar las reivindicaciones obreras. Así, pues, ¡preparémonos, aún más unidos, para una Conferencia con garantías!
