Dear Comrade!
The Central Committee of the RSDLP has been definitively constituted and has set about directing party work. First on the agenda is preparation for the elections to the Fourth Duma. The CC has already done a good deal in this regard, but even more remains to be done. Meanwhile, the funds remaining at its disposal are far from sufficient for the continuation, let alone the completion, of the election campaign. In view of this, the Central Committee, in accordance with the decision of the January Conference of the RSDLP, according to which party assets must be concentrated in the hands of the Central Committee, once again appeals to you (this time in writing) with the request to transfer to the Central Committee the party funds in your keeping. Feeling that without these funds the Central Committee will be compelled to discontinue the election campaign already begun, and being confident that you will satisfy this request as soon as possible. Дорогой товарищ!
Центральный Комитет РСДР партии конституировался окончательно и приступил к делу руководства партийной работой. На первой очереди — подготовка к выборам в IV Думу. ЦК немало успел уже сделать по этой части, но остается сделать еще больше. Между тем остающихся в его распоряжении средств далеко и далеко не хватит на продолжение, а тем более на доведение до конца избирательной кампании. Ввиду этого Центральный Комитет, согласно решению январской конференции РСДРП, по которому имущество партии должно быть сосредоточено в руках Центрального Комитета, — еще раз обращается к Вам (на этот раз письменно) с просьбой передать Центральному Комитету хранящиеся у Вас наши партийные деньги. Чувствуя, что без последних Центральному Комитету придется прервать уже начатую избирательную кампанию, и будучи убежден, что Вы удовлетворите его возможно скоро. Ждем. С тов. приветом ЦК РСДРП.

El Comité Central del POSDR ha sido constituido definitivamente y se ha puesto a dirigir el trabajo del partido. Lo primero en la agenda es la preparación para las elecciones a la Cuarta Duma. El CC ya ha hecho mucho en este sentido, pero queda aún más por hacer. Mientras tanto, los fondos que quedan a su disposición están lejos de ser suficientes para la continuación, y mucho menos para la culminación, de la campaña electoral. En vista de esto, el Comité Central, de acuerdo con la decisión de la Conferencia de Enero del POSDR, según la cual los activos del partido deben concentrarse en manos del Comité Central, una vez más apela a usted (esta vez por escrito) con la solicitud de transferir al Comité Central los fondos del partido bajo su custodia. Sintiendo que sin estos fondos el Comité Central se verá obligado a discontinuar la campaña electoral ya comenzada, y estando confiados de que satisfará esta solicitud lo antes posible.
