The elections to the Fourth Duma are approaching and the enemies of the movement for emancipation are mobilising their forces.
Before us are, first of all, the counter-revolutionary parties: the extreme Rights, the Nationalists, the Octobrists. All, in one way or another, support the government. What can they count on in the forthcoming election campaign? Not on the sympathy of broad strata of the population, of course; the parties which have bound their fate with the fate of the Lena massacre government cannot count on the sympathy of the masses! Their only hope is the government’s “orders”: and, as usual, of “orders” there will be no lack. The Ministry of the Interior has already issued a circular to the Provincial Governors recommending the adoption of “measures to ensure the election of delegates from the volosts who are fully reliable and do not belong to the Lefts.” What all these “measures” amount to we know from practical experience: the erasure of Left candidates from the lists, the framing up of charges against them, their arrest and deportation— such are the “measures”! On the other hand, the Holy Synod is advising bishops to take a most active part in the forthcoming elections, to secure the election to the Duma of staunch champions of the interests of the church, and with that object in view to convene election congresses of the clergy in their respective sees, to proceed to publish special election newspapers, etc. The affairs of the governmental parties must be in a very bad way indeed if even the fathers of the church are obliged to neglect “church affairs” for the sake of “mundane affairs”!
Elections under the pressure of the Provincial Governors, spiritual and temporal—these, consequently, are the measures upon which they can count.
True, there is one other method they can resort to, namely, to put on the non-party label, hoodwink the electors that way, get into the Duma somehow, and then throw off the mask. That is precisely the “idea” of the Kovno nationalists, who came out under the nonparty mask the other day. But that method is a subtle one and will scarcely suit our clumsy diehards. . . . It is different with the Russian liberals—the Cadets, the Peaceful Renovators, and the Progressives. That crowd is more agile and, perhaps, will be able to make the utmost use of the non-party label. . . . And the Cadets, whose colouring has faded, need this non-party label, need it in the extreme.
The point is that during the period in which the Third Duma was functioning, the man in the street learned to look with a critical eye upon the Octobrists and Cadets. On the other hand, the “First Curia” people, the big urban bourgeoisie, are “disappointed” with the Octobrists, who failed to “justify” their hopes. Consequently, an opportunity occurs to “knock out of the saddle” the Octobrists, the Cadets’ competitors in Ministerial ante-rooms. But how can a bridge to the “First Curia” be erected if not through the progressive Peaceful Renovators? Therefore—long live the alliance with the Peaceful Renovators! True, it is necessary to go “just a little bit” to the right for this, but that does not matter: why not go to the right if it is so profitable? And so—dress by the right!
On the other hand, the “small and medium urban people” of the “Second Curia”—the intellectuals, shop assistants and others—have swung considerably to the left, especially in connection with the developing Lena events. The Cadets are conscious of having committed grave political sins, they have tried too often to betray the cause of the “popular freedom,” and—God knows— they would even now gladly rush into the Ministerial ante-rooms, if only they were sure that they would be admitted! But it is precisely for this reason that the urban democratic strata are beginning to look askance at the Cadets. Is it necessary to say also that to come before such voters without a mask, to expose their true features as liberal traitors, is somewhat dangerous? But what, under these circumstances, can be invented for the leftward-swinging urban people, who are already deserting the Cadets, but have not yet come over to the Social-Democrats? Of course, progressive fog . . . pardon me, I mean progressive non-partyism. Oh, don’t think that the Progressives are Cadets ! No, they are not Cadets at all; they will only vote for the Cadet candidates, they are only the “non-party” servants of the Cadets. . . . And the Cadets advertise the “non-party” Progressives: what else can they do? They must swing to the left, at least in words, in the direction of . . . non-partyism! And so—dress by the left!
On the one hand . . . on the other hand . . . to the right . . . to the left. . . . Such is the policy of the party of the liberal deception of the people, the Cadet Party. Hoodwinking the voters—such are the means the Russian liberals will count on.
And—this must be emphasised—non-party charlatanry may play an important role in the elections. It may play an important role if the Social-Democrats fail to tear the masks off the liberal gentry, if they fail to conduct a vigorous campaign in connection with the forthcoming elections, if they fail to exercise all the strength at their command to rally the urban democratic strata around the leader of the movement for emancipation, around the
Russian proletariat.

Приближаются выборы в IV Думу[109], и враги освободительного движения мобилизуют силы.
Перед нами прежде всего контрреволюционные партии: крайние правые, националисты,
октябристы. Все они так или иначе поддерживают правительство. На что они могут
рассчитывать в предстоящей избирательной кампании? Уж, конечно, не на сочувствие
широких слоев населения: партии, связавшие свою судьбу с судьбой правительства
донских расстрелов, – не могут рассчитывать на сочувствие масс! Единственная их
надежда – правительственные “распоряжения”. А в “распоряжениях”, как водится, не
будет недостатка. Министерство внутренних дел уже разослало циркуляр
губернаторам, где оно рекомендует “меры для обеспечения избрания в
уполномоченные от волостей вполне благонадежных и не принадлежащих к левым
людей”. А к чему на деле сведутся все эти “меры” – мы знаем из практики:
устранение из списков левых кандидатов, искусственно создаваемые против них
процессы, арест, высылка, – вот эти “меры”! С другой стороны, святейший синод
советует епархиальным епископам принять самое горячее участие в предстоящих
выборах, проводить в Думу стойких защитников церковных интересов, с этой целью
созвать предвыборные съезды епархиального духовенства, приступить к изданию
специальных предвыборных газет и т. д.
Плохи, плохи дела правительственных партий, если даже отцам церкви приходится
забрасывать из-за них “дела церковные” в угоду “дел мирских”?
Выборы под давлением духовных и светских губернаторов – вот, стало быть, на
какие средства могут они рассчитывать.
Правда, есть еще одно средство – это приклеить марку беспартийности и, обморочив
избирателей, пролезть как-нибудь в Думу, чтобы потом сбросить маску. Именно к
этому клонят “дело” ковенские националисты, выступившие на днях в маске
беспартийности. Но средство это тонкое и, должно быть, не подойдет к нашим
неуклюжим зубрам...
Другое дело российские либералы: кадеты, мирнообновленцы, прогрессисты. Это
публика вертлявая я ей, пожалуй, удалось бы до дна использовать марку
беспартийности... А такая беспартийность нужна полинявшим кадетам, дозарезу
нужна.
Дело в том, что за время III Думы обыватель научился критически смотреть на
октябристов, кадетов. С другой стороны, люди “первой курни”, крупные городские
буржуа, “разочаровались” в октябристах, не “оправдавших” надежд. Есть, стало
быть, возможность “выбить из седла” октябристов, конкурентов ка-дэ на
министерские передние. Но как перебросить мост к “первой курни”, как не через
прогрессивных мирнообновленцев? Поэтому – да здравствует союз с
мирнообновленцами! Правда, для этого нужно “немножечко” поправеть, но что за
беда: разве нельзя поправеть, раз это так выгодно?
Итак, равнение направо!
С другой стороны, “мелкий и средний городской люд” “второй курни”,
интеллигенция, приказчики и прочие, успел порядком полеветь, особенно в связи с
разрастающимися ленскими событиями. Кадеты чувствуют за собой тяжкие
политические грехи, они слишком; часто пытались изменить делу “народной
свободы”, они и теперь с радостью устремились бы в министерские передние, если
бы были уверены, что пустят – бог видит! Но именно поэтому городские
демократические слои начинают косо, поглядывать на ка-дэ. Надо ли еще говорить,
что выступать перед таким избирателем без маски, с собственной физиономией
либеральных изменников – опасновато? Но что же в таком случае выдумать для
полевевшего городского люда, уже отходящего от ка-дэ, но еще не пришедшего к
эс-дэ? Конечно, прогрессивный туман... то бишь – прогрессивную беспартийность.
О, не думайте, что прогрессисты кадеты! Нет, они вовсе не кадеты, они будут
только голосовать за кадетских кандидатов, они лишь “беспартийные” приказчики
кадетов... И кадеты рекламируют “беспартийных” прогрессистов: нельзя иначе, надо
хоть на словах полеветь в сторону... беспартийности!
Итак, равнение налево!
С одной стороны... с другой стороны... правее... левее... Такова политика партии
либерального обмана народа, партии кадетов.
Морочить избирателя – вот на какое средство будут рассчитывать российские либералы.
И – это надо подчеркнуть – беспартийное шарлатанство может сыграть крупную роль
на выборах. Оно может сыграть крупную роль, если социал-демократы не будут
разоблачать либеральных господ в маске, если они не поведут энергичную кампанию
в связи с наступающими выборами, если они не приложат всех имеющихся в их
распоряжении сил к тому, чтобы городские демократический слои сплотились вокруг
вождя освободительного движения, вокруг русского пролетариата.

Se acercan las elecciones a la IV Duma108, y los enemigos del movimiento liberador movilizan fuerzas. Tenemos ante nosotros, en primer término, los partidos contrarrevolucionarios: la extrema derecha, los nacionalistas y los octubristas. Todos ellos apoyan de una u otra forma al gobierno. ¿Con qué pueden contar en la próxima campaña electoral? Naturalmente que no con la simpatía de las vastas masas de la población: ¡los partidos que han unido su suerte a la del gobierno de la matanza del Lena, no pueden contar con la simpatía de las masas! Su única esperanza está en las “disposiciones” gubernamentales. Como es costumbre, las “disposiciones” no escasearán. El Ministerio del Interior ya ha remitido una circular a los gobernadores, en la que recomienda “medidas para garantizar que sean elegidas, como apoderados de los súbdistritos, personas completamente seguras y que no pertenezcan a las izquierdas”. Sabemos por la práctica a qué se reducirán de hecho todas estas “medidas”: serán eliminados de las listas los candidatos de izquierda; basándose en acusaciones falsas, serán procesados, detenidos, desterrados, ¡ésas son las “medidas”! Por otra parte, el Santo Sínodo aconseja a los obispos de las diócesis que participen de la manera más activa en las próximas elecciones y lleven a la Duma a firmes defensores de los intereses de la Iglesia; con este fin se deberá convocar asambleas preelectorales del clero diocesano, editar especialmente periódicos preelectorales, etc. ¡Mal, mal van los asuntos de los partidos gubernamentales, si hasta los padres de la Iglesia tienen que abandonar por ellos los “asuntos eclesiásticos” para ocuparse de los “asuntos mundanos”! Unas elecciones bajo la presión de los gobernadores eclesiásticos y seglares: éstos son, pues, los medios con que pueden contar. Verdad es que hay otro medio más: pegarse la etiqueta del sin-partidismo y, embaucando a los electores, penetrar como sea en la Duma para quitarse después la careta. Precisamente a eso tienden los nacionalistas de Kovno, que han intervenido en estos días bajo el antifaz del “sin-partidismo”. Pero éste es un medio demasiado sutil y, por tanto, inservible para nuestros torpes ultrarreaccionarios. Otra cosa son los liberales de Rusia: los demócratas constitucionalistas, los renovadores pacíficos y los progresistas. Esa gente es hábil y tal vez conseguiría sacar todo el jugo a la etiqueta del “sin-partidismo”. Los demócratas constitucionalistas, que están ya muy ajados, necesitan esa etiqueta, la necesitan como el aire que respiran. El hecho es que durante la III Duma el hombre de la calle aprendió a juzgar con sentido crítico a los octubristas y a los demócratas constitucionalistas. Por otra parte, los hombres de la “primera curia”, los grandes burgueses de las ciudades, “se desilusionaron” de los octubristas, que no “justificaron” las esperanzas cifradas en ellos. Hay, por tanto, la posibilidad de “derribar del caballo” a los octubristas, que compiten con los demócratas constitucionalistas en las antesalas ministeriales. Pero ¿cómo se puede tender un puente hasta la “primera curia”, no siendo a través de los renovadores pacíficos progresivos? Por tanto, ¡viva la alianza con los renovadores pacíficos! Ciertamente, para ello es preciso ir “un poquito” a la derecha, pero ¡qué importa!: ¿acaso no se puede ir a la derecha, siendo eso tan ventajoso? Así, pues, ¡alineación derecha! Por otra parte, “la gente humilde y la de posición modesta de la población urbana” de la “segunda curia”, la intelectualidad, los dependientes de comercio, etc. han podido radicalizarse bastante, sobre todo en relación con los acontecimientos que vienen desarrollándose con fuerza creciente debido a la matanza del Lena. Los demócratas constitucionalistas se sienten culpables de graves pecados políticos; han intentado con demasiada frecuencia traicionar la causa de la “libertad popular”, y también ahora -¡Dios es testigo!- correrían de buena gana a las antesalas ministeriales si estuviesen seguros de que les iban a abrir las puertas. Pero por eso precisamente las capas democráticas urbanas empiezan a mirarles con malos ojos. ¿Acaso hace falta añadir que es un tanto peligroso aparecer ante esos electores sin ponerse una careta, con la propia fisonomía de traidores liberales? Pero, en tal caso, ¿qué se puede idear para la población urbana radicalizada, que ya se está apartando de los demócratas constitucionalistas, pero que todavía no se ha acercado a los socialdemócratas? Naturalmente, la niebla progresista... es decir, el sin-partidismo progresista. ¡Oh, no vayáis a pensar que los progresistas son demócratas constitucionalistas! No, nada de eso. Ellos se limitarán a votar por los candidatos demócratas constitucionalistas; ellos sólo son los mandaderos “sin partido” de los demócratas constitucionalistas... ¡Y estos últimos jalean a los

progresistas “sin partido”: no se puede proceder de otra forma; hay que orientarse hacia la izquierda, aunque sea de palabra, volviendo la vista en dirección al... sin-partidismo. Así, pues, ¡alineación izquierda! Por una parte..., por otra parte..., más a la derecha..., más a la izquierda... Tal es la política del partido del engaño liberal al pueblo, del partido de los demócratas constitucionalistas. Engañar a los electores: ése es el medio en el que cifrarán sus esperanzas los liberales de Rusia. Y -hay que subrayar esto- la charlatanería sin- partidista puede desempeñar un papel importante en las elecciones. Puede desempeñar un papel importante si los socialdemócratas no arrancan la careta a los señores liberales enmascarados, si no sostienen una enérgica campaña con vistas a las próximas elecciones, si no vuelcan todas sus fuerzas para hacer que las capas democráticas urbanas se unan estrechamente en torno al jefe del movimiento liberador, en torno al proletariado ruso.
