Comrades!
As far back as last century, the workers of all countries resolved to celebrate annually this day, the First of May. That was in 1889, when, at the Paris Congress of the Socialists of all countries, the workers resolved to proclaim, precisely on this day, the First of May, when nature is awakening from her winter sleep, when the woods and hills are donning their green mantles and the fields and meadows are adorning themselves with flowers, when the sun shines more warmly, the joy of revival fills the air and nature gives herself up to dancing and rejoicing—they resolved to proclaim loudly and openly to the whole world, precisely on this day, that the workers are bringing spring to mankind and deliverance from the shackles of capitalism, that it is the mission of the workers to renovate the world on the basis of freedom and socialism.
Every class has its own favourite festivals. The nobility introduced their festivals, and on them they proclaim their “right” to rob the peasants. The bourgeoisie have their festivals and on them they “justify” their “right” to exploit the workers. The clergy, too, have their festivals, and on them they eulogise the existing system under which the toilers die in poverty while the idlers wallow in luxury. The workers, too, must have their festival, and on it they must proclaim: universal labour, universal freedom, universal equality of all men. That festival is the festival of the First of May. That is what the workers resolved as far back as 1889. Since then the battle-cry of workers’ socialism has rung out louder and louder at meetings and demonstrations on the First of May. The ocean of the labour movement is expanding more and more, spreading to new countries and states, from Europe and America to Asia, Africa and Australia. In the course of only a few decades the formerly weak international workers’ association has grown into a mighty international brotherhood, which holds regular congresses and unites millions of workers in all parts of the world. The sea of proletarian wrath is rising in towering waves, and is more and more menacingly advancing against the tottering citadels of capitalism. The great coal miners’ strike which recently flared up in Great Britain, Germany, Belgium, America, etc., a strike which struck fear into the hearts of the exploiters and rulers all over the world, is a clear sign that the socialist revolution is not far off. . . . “We do not worship the golden calf!” We do not want the kingdom of the bourgeoisie and the oppressors! Damnation and death to capitalism and its horrors of poverty and bloodshed! Long live the kingdom of labour, long live socialism!
That is what the class-conscious workers of all countries proclaim on this day. And confident of victory, calm and strong, they are marching proudly along the road to the promised land, towards glorious socialism, step by step carrying out Karl Marx’s great call: “Workers of all countries, unite!” That is how the workers in free countries celebrate the First of May.
The Russian workers, ever since they began to realise their position, and not wishing to lag behind their comrades, have always joined the general chorus of their foreign comrades and, jointly with them, have celebrated the First of May in spite of everything, in spite of the brutal acts of repression of the tsarist government. True, for the past two or three years, during the period of counter-revolutionary bacchanalia and disorganisation of the Party, industrial depression and the deadening political indifference of the broad masses, the Russian workers have been unable to celebrate their glorious workers’ festival in the old way. But the revival that has started in the country recently; the economic strikes and the political protests of the workers in connection, say, with the rehearing of the case of the Social-Democratic deputies in the Second Duma; the growing discontent among broad strata of the peasants because of the famine which has affected over twenty gubernias, and the protests of hundreds of thousands of shop assistants against the “renovated” system of the Russian diehards—all go to show that the deadening torpor is passing off, giving place to a political revival in the country, primarily among the proletariat. That is why this year the Russian workers can and must on this day extend a hand to their foreign comrades. That is why they must celebrate the First of May in one way or another together with them.
They must declare today that they are at one with their comrades in the free countries—they do not and will not worship the golden calf.
Moreover, to the general demand of the workers of all countries they must add their own Russian demand for the overthrow of tsarism and the establishment of a democratic republic.
“We detest the crowns of tyrants!” “We honour the chains of the martyred people!” Death to bloody tsarism! Death to landlordism! Death to the tyranny of the masters in factories, mills and mines! Land for the peasants! An eight-hour day for the workers! A democratic republic for all the citizens of Russia!
That is also what the Russian workers must proclaim on this day.
It is lies and grovelling before Nicholas the Last when the Russian liberals assure themselves and others that tsarism has consolidated itself in Russia and is capable of satisfying the principal needs of the people. It is deception and hypocrisy when the Russian liberals sing in all keys that the revolution is dead and that we are living under a “renovated” system. Look around! Does long-suffering Russia resemble a “renovated,” “well-governed” country?
Instead of a democratic constitution—a regime of gallows and brutal tyranny!
Instead of a popular parliament—the black Duma of the black landlords!
Instead of the “unshakeable foundations of civil liberty,” instead of the freedom of speech, assembly, press, association and strike promised by the Manifesto of October 17—the dead hand of “discretion” and “prevention,” the closing of newspapers, the deportation of editors, the suppression of unions and the breaking-up of meetings!
Instead of inviolability of the person—beating up in prisons, outrages against citizens, the bloody suppression of strikers in the Lena goldfields! Instead of satisfaction of the peasants’ needs— the policy of still further driving the peasant masses from the land!
Instead of a well-ordered administration—the thieving by quartermasters, thieving at railway Head Offices, thieving in the Forestry Department, thieving in the Naval Department!
Instead of order and discipline in the governmental machine—forgery in the courts, swindling and blackmail by criminal investigation departments, murder and provocation in the secret-police departments! Instead of the international greatness of the Russian state—the ignominious failure of Russian “policy” in the Near and Far East and the role of butcher and despoiler in the affairs of bleeding Persia! Instead of peace of mind and security for the inhabitants—suicides in the towns and horrible starvation among 30,000,000 peasants in the rural districts! Instead of improvement and purification of morals —incredible dissoluteness in the monasteries, those citadels of official morality!
And to complete the picture—the brutal shooting of hundreds of toilers in the Lena goldfields! . . . Destroyers of already won liberties, worshippers of gallows and firing-squads, inventors of “discretion” and “prevention,” thieving quartermasters, thieving engineers, robber police, murdering secret police, dissolute Rasputins—these are the “renovators” of Russia! And yet there are people in the world who have the effrontery to say that all is well in Russia, that the revolution is dead!
No, comrades; where millions of peasants are starving and workers are shot down for going on strike the revolution will go on living until the disgrace to mankind— Russian tsarism—is swept from the face of the earth. And on this day, the First of May, we must say in one way or another, at meetings, mass gatherings or at secret assemblies—whichever is the most expedient— that we pledge ourselves to fight for the complete overthrow of the tsarist monarchy, that we welcome the coming Russian revolution, the liberator of Russia! Let us, then, extend our hands to our comrades abroad and together with them proclaim:
Down With Capitalism!
Long Live Socialism!
Let us hoist the flag of the Russian revolution bearing the inscriptions: Down With the Tsarist Monarchy!
Long Live the Democratic Republic!
Comrades! Today we are celebrating the First of May! Long Live the First of May!
Long Live International Social-Democracy!
Long Live the Russian Social-Democratic Labour Party! The Central Committee of the R.S.D.L.P.

Еще в прошлом столетии решили рабочие всех стран ежегодно праздновать
сегодняшний день, день Первого мая. Это было в 1889 году, когда на Парижском
конгрессе социалистов всех стран постановили рабочие именно сегодня, в день
Первого мая, когда природа просыпается от зимней спячки, леса и горы покрываются
зеленью, поля и луга украшаются цветами, солнце начинает теплее согревать, в
воздухе чувствуется радость обновления, а природа предается пляске и ликованию,
– они решили именно сегодня заявить всему миру громко и открыто, что рабочие
несут человечеству весну и освобождение от оков капитализма, что рабочие
призваны обновить мир на основе свободы и социализма.
У каждого класса имеются свои излюбленные праздники. Дворяне завели свои
праздники, и на них они провозглашают “право” обирания крестьян. Буржуа имеют
свои, и на них они “оправдывают” “право” эксплуатации рабочих. Есть праздники и
у попов, и на них они восхваляют существующие порядки, где труженики гибнут в
нищете, а тунеядцы утопают в роскоши.
Должен быть свой праздник и у рабочих, и на нем они должны провозгласить:
всеобщий труд, всеобщую свободу, всеобщее равенство всех людей. Этот праздник –
праздник Первого мая.
Так решили рабочие еще в 1889 году.
С тех пор боевой клич рабочего социализма все сильнее раздается на митингах и
демонстрациях в день Первого мая. Все шире разливается океан рабочего движения,
захватывая новые страны и государства от Европы и Америки до Азии, Африки и
Австралии. Слабый когда-то международный союз рабочих вырос в продолжение всего
нескольких десятков лет в грандиозное интернациональное братство, имеющее
регулярные конгрессы и объединяющее миллионы рабочих всех концов мира. Высокими
волнами вздымается море пролетарского гнева и все грознее наступает на
колеблющиеся твердыни капитализма. Разыгравшаяся недавно великая забастовка
углекопов в Англии, Германии, Бельгии, Америке и т.д., забастовка, нагнавшая
страх на эксплуататоров и царей всего мира, – явный признак того, что
социалистическая революция не за горами...
“Мы не чтим златого кумира!” Не нужно нам царства буржуа и угнетателей!
Проклятие и смерть капитализму с его ужасами нищеты и кровопролитий! Да
здравствует царство труда, да здравствует социализм!
Вот что провозглашают в сегодняшний день сознательные рабочие всех стран.
И уверенные в своей победе, спокойные и сильные, гордо шествуют они по пути к
обетованной земле, по пути к светлому социализму, шаг за шагом осуществляя
великий призыв Карла Маркса: “рабочие всех стран, объединяйтесь!”
Так празднуют Первое мая рабочие свободных стран.
Русские рабочие с тех пор, как они начали приходить к сознанию своего положения,
не желая отстать от своих товарищей, всегда присоединялись к общему хору своих
заграничных товарищей, празднуя заодно с ними Первое мая, несмотря ни на что,
несмотря на зверские репрессии царского правительства. Правда, за последние 2-3
года, в период контрреволюционной вакханалии и партийного развала, промышленной
депрессии и мертвящего политического равнодушия среди широких масс, русские
рабочие лишились возможности по-старому праздновать свой светлый рабочий
праздник. Но начавшееся в последнее время оживление в стране, экономические
забастовки и политические протесты среди рабочих по поводу хотя бы пересмотра
дела втородумцев социал-демократов, нарождающееся недовольство среди широких
слоев крестьян, ввиду охватившей свыше 20 губерний голодовки, протесты сотен
тысяч приказчиков против “обновленного” строя российских зубров, – все это
говорит за то, что мертвящая спячка проходит, уступая место политическому
оживлению в стране и прежде всего среди пролетариата. Вот почему в этом году
русские рабочие могут и должны в сегодняшний день протянуть руку своим
заграничным товарищам. Вот почему они должны в той или иной форме праздновать
вместе с ними Первое мая.
Они должны сказать сегодня, что они заодно с товарищами свободных стран – не
чтят и не будут чтить златого кумира.
Они должны кроме того добавить к общему требованию рабочих всех стран свое
собственное, русское требование о свержении царизма, об установлении
демократической республики.
“Нам ненавистны тиранов короны!” “Цепи народа-страдальца мы чтим!” Смерть
окровавленному царизму! Смерть дворянской поземельной собственности! Смерть
хозяйской тирании на фабриках, заводах и рудниках! Земля – крестьянам! 8 часов
работы – рабочим! Демократическая республика – всем гражданам России!
Вот что должны еще провозгласить в сегодняшний день русские рабочие.
Это ложь и лакейство перед Николаем последним, когда русские либералы уверяют
себя и других, что царизм упрочился в России и он способен удовлетворить
основные нужды народа.
Это обман и фарисейство, когда русские либералы поют на все голоса, что
революция умерла, и мы живем в “обновленном” строе.
Посмотрите вокруг себя: разве многострадальная Россия похожа на “обновлённую”,
“благоустроенную” страну ?
Вместо демократической конституции – режим виселиц и дикого произвола!
Вместо всенародного парламента – черная Дума черных помещиков!
Вместо “незыблемых основ гражданской свободы”, вместо свободы слова, собраний,
печати, союзов и стачек, обещанных еще в манифесте 17 октября – мертвая рука
“усмотрений” и “пресечений”, закрытые газеты, высланные редакторы, разрушенные
союзы, разогнанные собрания!
Вместо неприкосновенности личности – избиения в тюрьмах, издевательства над
гражданами, кровавая расправа с забастовщиками на Ленских приисках!
Вместо удовлетворения крестьянских нужд – политика дальнейшего обезземеления крестьянских масс!
Вместо упорядоченного государственного хозяйства – воровство в интендантствах,
воровство в железнодорожных управлениях, воровство в лесном хозяйстве, воровство
в морском ведомстве!
Вместо порядка и дисциплины в правительственном механизме – подлоги в судах,
шантаж и вымогательства в сыскных полициях, убийства и провокация в охранных
отделениях!
Вместо международного величия русского государства – позорный провал русской
“политики” в делах Ближнего и Дальнего Востока, роль палача и разорителя в делах
истекающей кровью Персии!
Вместо успокоения и благоденствия обывателей – самоубийства в городах и
ужасающая голодовка 30-миллионного крестьянства в деревнях!
Вместо оздоровления и очищения нравов – неслыханный разврат в монастырях, в этих
твердынях официальной морали!
И как завершение картины – зверский расстрел сотен тружеников на Ленских приисках!..
Разрушители добытых свобод, поклонники виселиц и расстрелов, авторы “усмотрений”
и “пресечений”, воры-интенданты, воры-инженеры, грабители-полицейские,
убийцы-охранники, развратники-Распутины – вот они, “обновители” России!
И есть еще на свете люди, осмеливающиеся утверждать, что в России все
благополучно, революция умерла!
Нет, товарищи: там, где голодают миллионы крестьян, а рабочих расстреливают за
забастовку – там революция будет жить, пока не сотрется с лица земли позор
человечества – русский царизм.
И мы должны сказать в сегодняшний день, в день Первого мая, в той или иной
форме, на митингах, массовках или тайных собраниях – где как целесообразнее
будет, – что клянемся бороться за полное свержение царской монархии, что
приветствуем грядущую русскую революцию, освободительницу России!
Так протянем же руку нашим товарищам за границей и провозгласим вместе с ними:
Долой капитализм!
Да здравствует социализм!
Подымем знамя русской революции и напишем на нем:
Долой Царскую монархию!
Да здравствует демократическая республика!
Товарищи!
Мы празднуем сегодня Первое мая! Да здравствует Первое мая!
Да здравствует Международная Социал-Демократия!
Да здравствует Российская Социал-Демократическая Рабочая Партия!

¡Camaradas! En el siglo pasado decidieron ya los obreros de todos los países celebrar cada año el día de hoy, el día del Primero de Mayo. Fue en 1889, en el Congreso celebrado en París por los socialistas de todos los países. Los obreros eligieron precisamente este día, el primero de Mayo, cuando la naturaleza despierta del letargo invernal, cuando los bosques y las montañas se cubren de verdor, cuando los campos y los prados se adornan con flores, cuando el sol comienza a calentar con más fuerza, en el aire se siente la alegría de la renovación y la naturaleza se entrega al júbilo y regocijo; fue en ese día cuando los obreros resolvieron declarar al mundo, en voz alta y abiertamente, que ellos traían a la humanidad la primavera y la liberación de las cadenas del capitalismo, que los obreros están llamados a renovar el mundo sobre la base de la libertad y del socialismo. Cada clase tiene sus fiestas preferidas. Los nobles establecieron sus propias fiestas, y en ellas proclaman el “derecho” de esquilmar a los campesinos. Los burgueses tienen las suyas, y en ellas “justifican” el “derecho” de explotar a los obreros. Existen también las fiestas de los popes, y en ellas exaltan el sistema social vigente, en el que los trabajadores perecen en la miseria, mientras los parásitos nadan en la abundancia. También los obreros deben tener su fiesta, y en ella deben proclamar: trabajo para todos, libertad para todos, igualdad para todos los hombres. Esta fiesta es la fiesta del Primero de Mayo. Eso es lo que decidieron los obreros ya en 1889. Desde entonces el grito de combate del socialismo obrero resuena con fuerza creciente en los mítines y manifestaciones del Primero de Mayo. Cada vez se desborda con mayor amplitud el océano del movimiento obrero, extendiéndose a nuevos países y Estados, desde Europa y América hasta Asia, África y Australia. La unión internacional de los obreros, en tiempos débil, se ha desarrollado en el transcurso de unos cuantos decenios hasta transformarse en una grandiosa confraternidad internacional, que celebra Congresos regulares y unifica a millones de obreros de todos los confines del mundo. Altas olas se levantan en el mar de la indignación proletaria, que cada vez más amenazador ataca los vacilantes bastiones del capitalismo. La reciente gran huelga de mineros del carbón en Inglaterra, Alemania, Bélgica, Norteamérica, etc., huelga que ha sembrado el espanto entre los explotadores y los reyes de todo el mundo, es claro indicio de que la revolución socialista no se halla muy lejos... “¡Nosotros no adoramos el becerro de oro!” ¡No necesitamos el reinado de los burgueses y los opresores! ¡Maldición y muerte al capitalismo con los horrores de la miseria y las matanzas sangrientas! ¡Viva el reinado del trabajo, viva el socialismo! He aquí lo que proclaman en el día de hoy los obreros conscientes de todos los países. Y, seguros de su victoria, serenos y fuertes, marchan con orgullo por el camino que conduce a la tierra de promisión, por el camino que conduce al luminoso socialismo, llevando a la práctica, paso a paso, la gran consigna de Carlos Marx: “¡Obreros de todos los países, uníos!” Así celebran el Primero de Mayo los obreros de los países libres. Los obreros rusos, desde que comenzaron a adquirir conciencia de su situación, no quiere quedar a la zaga de sus camaradas y unen siempre sus voces al coro general de sus camaradas del extranjero, celebrando con ellos el Primero de Mayo, a pesar de todo, a pesar de las feroces represiones del gobierno zarista. Cierto, en los dos o tres años últimos, en el período de la bacanal contrarrevolucionaria y de disgregación del Partido, de depresión industrial y de letal indiferencia política entre las grandes masas, los obreros rusos se vieron imposibilitados de celebrar como en otros tiempos su luminosa fiesta obrera. Pero la reanimación que se ha iniciado en el país últimamente, las huelgas económicas y las protestas políticas entre los obreros con motivo, por ejemplo, de la revisión del proceso de los diputados socialdemócratas a la segunda Duma; el descontento naciente entre grandes capas campesinas, debido al hambre que azota a más de 20 provincias; las protestas de centenares de miles de empleados de comercio contra el régimen “renovado” de los ultrarreaccionarios de Rusia; todo eso indica que el mortal letargo desaparece, dando paso a la reanimación política del país y, ante todo, del proletariado. Por eso este año los obreros rusos pueden y deben tender la mano en el día de hoy a sus camaradas del extranjero. Por eso deben celebrar con ellos, en una u otra forma, el Primero de Mayo. Hoy deben declarar que están al lado de los camaradas de los países libres, que no adoran ni adorarán el becerro de oro. Además, deben añadir a la reivindicación general de los obreros de todos los países su propia reivindicación, la reivindicación rusa del derrocamiento del zarismo, de la implantación de la república democrática.
¡Viva el primero de mayo!
“¡Nos son odiosas las coronas de los tiranos!” “¡Nos inclinamos ante los sufrimientos del pueblo mártir!” ¡Muera el sangriento zarismo! ¡Abajo la propiedad territorial de los nobles! ¡Abajo la tiranía de los patronos en las fábricas y minas! ¡La tierra para los campesinos! ¡La jornada de 8 horas para los obreros! ¡La república democrática para todos los ciudadanos de Rusia! He aquí lo que deben proclamar, además, en el día de hoy los obreros rusos. Mienten y son unos lacayos de Nicolás el Último los liberales rusos cuando afirman entre ellos y para los demás que el zarismo se ha afianzado en Rusia y es capaz de satisfacer las necesidades fundamentales del pueblo. Engañan y son unos fariseos los liberales rusos cuando peroran en todos los tonos que la revolución ha muerto y que vivimos en un régimen “renovado”. Mirad en torno vuestro: ¿acaso la doliente Rusia se parece a un país “renovado”, a un país “próspero y bien administrado”? ¡En lugar de una Constitución democrática, un régimen de horca y de una arbitrariedad feroz! ¡En lugar de un Parlamento de todo el pueblo, la negra Duma de los negros terratenientes! ¡En lugar de los “cimientos inconmovibles de las libertades civiles”, en lugar de la libertad de palabra, de reunión, de imprenta, de asociación y de huelga, prometidas ya en el mensaje del 17 de octubre, la zarpa férrea de los “en vista de” y los “ordeno y mando” periódicos suspendidos, redactores deportados, sindicatos clausurados, asambleas disueltas por la fuerza! ¡En lugar de la libertad individual, apaleamientos en las cárceles, ultrajes a los ciudadanos, represión sangrienta contra los huelguistas en los placeres auríferos del Lena! ¡En lugar de la satisfacción de las necesidades de los campesinos, una política que continúa despojando de la tierra a las masas campesinas! ¡En lugar de un buen orden en la administración de los bienes del Estado, el latrocinio en las intendencias, el latrocinio en las administraciones de ferrocarriles, el latrocinio en la economía forestal, el latrocinio en la Marina! ¡En lugar del orden y la disciplina en el aparato del Estado, falsificaciones en los tribunales, chantaje y exacciones por parte de la policía, asesinatos y provocaciones en las secciones de la Ojrana! ¡En lugar de la grandeza internacional del Estado ruso, el fracaso vergonzoso de la “política” rusa en los asuntos del Próximo y Extremo Oriente, el papel de verdugo y devastador de Persia, anegada en sangre! ¡En lugar de la tranquilidad y del bienestar de los ciudadanos, suicidios en las ciudades y el hambre terrible de 30.000.000 de campesinos en las aldeas! ¡En lugar del saneamiento y de la depuración de las costumbres, una depravación inaudita en los monasterios, en estos baluartes de la moral oficial! ¡Y para completar el cuadro, las bestiales descargas hechas contra cientos de trabajadores en los placeres del Lena!... ¡Destructores de las libertades conquistadas, adoradores de las horcas y de los fusilamientos, padres de los “en vista de” y los “ordeno y mando”, intendentes ladrones, ingenieros ladrones, policías saqueadores, gendarmes asesinos, depravados Rasputines: eso son los “renovadores” de Rusia! ¡Y hay aún en el mundo gentes que se atreven a afirmar que en Rusia todo va bien, que la revolución ha muerto! No, camaradas: allí donde millones de campesinos padecen hambre y a los obreros se los fusila por declararse en huelga, la revolución continuará viva, mientras no sea barrida de la faz de la tierra la vergüenza de la humanidad: el zarismo ruso. ¡Y hoy, en el día del Primero de Mayo, nosotros debemos decir en una u otra forma, en los mítines, en las jiras campestres o en las reuniones secretas -como más conveniente sea en cada localidad-, que juramos luchar por el derrocamiento definitivo de la monarquía zarista, que saludamos la inminente revolución rusa, liberadora de Rusia! Así, pues, tendamos la mano a nuestros camaradas del extranjero y proclamemos con ellos a coro: ¡Abajo el capitalismo! ¡Viva el socialismo! Izemos la bandera de la revolución rusa e inscribamos en ella: ¡Abajo la monarquía zarista! ¡Viva la República democrática! ¡Camaradas, hoy celebramos el Primero de Mayo! ¡Viva el Primero de Mayo! ¡Viva la Socialdemocracia Internacional! ¡Viva el Partido Obrero Socialdemócrata de Rusia! El Comité Central del P.O.S.D.R.
