Contra la conferencia de Moscú
The counter-revolution is entering a new phase of development. From wrecking and destruction it is passing to the consolidation of the positions it has won. From riots and disorders it is passing into the “legal channel” of “constitutional development.”
The revolution can and must be defeated, say the counter-revolutionaries. But that is not enough. Approval must be obtained for this. And it must be so arranged that this approval is given by the “people” themselves, by the “nation,” and not only in Petrograd or at the front, but all over Russia. Then the victory will be a firm one. Then the gains achieved may serve as a basis for future victories of the counter-revolution. But how is this to be done?
One might speed the convocation of the Constituent Assembly, the sole representative of the entire Russian people, and ask its approval for the policy of war and ruin, of wrecking and arrests, of manhandling and shootings.
But to this the bourgeoisie will not agree. It knows that from the Constituent Assembly, in which the peasants would be in the majority, it would secure neither recognition nor approval of a counter-revolutionary policy. That is why it is striving to secure (has already secured!) the postponement of the Constituent Assembly. And it will probably continue to postpone it in order finally to kill it altogether.
What, then, is the “way out”?
The “way out” lies in substituting for the Constituent Assembly a “Moscow Conference.” The “way out” lies in substituting for the will of the people the will of the upper strata of the bourgeois and landlords, by substituting for the Constituent Assembly a “Moscow Conference.” Convening a conference of merchants and manufacturers, of landlords and bankers, of members of the tsarist Duma and the already tamed Mensheviks and Socialist-Revolutionaries, in order to proclaim such a conference a “National Assembly” and obtain its approval of the policy of imperialism and counter-revolution, and of laying the burden of the war on the shoulders of the workers and peasants—that is the “way out” for the counter-revolution.
The counter-revolution needs a parliament of its own, a centre of its own, and it is creating it. The counter-revolution needs the confidence of the “public,” and it is creating it.
That is the crux of the matter.
In this respect the counter-revolution is following the same course as the revolution. It is learning from the revolution.
The revolution had its parliament, its real centre, and it felt that it was organized.
Now the counter-revolution is striving to create its own parliament, and it is creating it in the very heart of Russia, in Moscow, by the hand—oh, the irony of fate!—of the Socialist-Revolutionaries and Mensheviks.
And this at a time when the parliament of the revolution has been degraded to a mere adjunct of the imperialist bourgeois counter-revolution, when war to the death has been declared upon the Soviets and Committees of the workers, peasants and soldiers! It is not difficult to understand that under these circumstances the conference to be convened in Moscow on August 12 will inevitably be transformed into an organ of counter-revolutionary conspiracy against the workers, who are being threatened with lockouts and unemployment, against the peasants, who are “not being given” land, and against the soldiers, who are being deprived of the liberties they won in the days of the revolution—into an organ of conspiracy camouflaged by the “socialist talk” of the Socialist-Revolutionaries and Mensheviks, who are supporting the conference. It is consequently the task of the advanced workers: 1) To tear the mask of an organ of popular representation from the face of the conference, to drag its counter-revolutionary, anti-popular nature into the light of day.
2) To expose the Mensheviks and Socialist-Revolutionaries, who are using the “salvation of the revolution” flag to mask the conference and are misleading the people of Russia.
3) To organize mass protest meetings against these counter-revolutionary machinations of the “saviours”— the saviours of the profits of the landlords and capitalists. Let the enemies of the revolution know that the workers will not allow themselves to be deceived, that they will not allow the battle-standard of revolution to slip from their hands.

Развитие контрреволюции вступает в новую полосу. От разгромов и разрушений она
переходит к закреплению занятых позиций. От разгула и бесчинств – к “законному
руслу” “конституционного строительства”.
Можно и нужно победить революцию, говорят контрреволюционеры. Но этого мало.
Нужно еще получить на это одобрение. Причем нужно устроить так, чтобы одобрение
дал сам “народ”, “нация”, и не в Питере только или на фронте, но во всей России.
Тогда победа будет прочной. Тогда добытые завоевания могут послужить почвой для
будущих новых побед контрреволюции.
Но как это устроить?
Можно было бы ускорить созыв Учредительного собрания, единственного
представителя всего русского народа, и испросить у него одобрения политики войны
и разорения, разгромов и арестов, избиений и расстрелов.
Но на это буржуазия не пойдет. Она знает, что от Учредительного собрания, где
большинство составят крестьяне, она не добьется ни признания, ни одобрения
политики контрреволюции.
Поэтому она добивается (добилась уже!) отсрочки Учредительного собрания. Она,
вероятно, будет и дольше отсрочивать его, с тем чтобы добиться, наконец, его
полного срыва.
Но где же “выход”?
“Выход” – в подмене Учредительного собрания “Московским совещанием”.
“Выход” в том, чтобы подменить волю народа волей буржуазно-помещичьих верхов,
заменив Учредительное собрание “Московским совещанием”.
Созвать совещание из купцов и промышленников, помещиков и банкиров, членов
царской Думы и прирученных уже меньшевиков и эсеров, с тем чтобы, объявив это
совещание “общенациональным собором”, добиться от него одобрения политики
империализма и контрреволюции, переложения тягот войны на плечи рабочих и
крестьян, – вот где “выход” для контрреволюции.
Контрреволюции нужен свой парламент, свой центр, и она его создает.
Контрреволюции нужно доверие “общественного мнения”, и она его создает.
В этом вся суть.
В этом отношении контрреволюция идет тем же путем, что и революция. Она учится у революции.
У революции был свой парламент, свой действительный центр, и она чувствовала себя организованной.
Теперь контрреволюция старается создать свой парламент, и она создает его в
самом сердце России, в Москве, руками – ирония судьбы! – эсеров и меньшевиков.
И это в то время, когда парламент революции низведен до положения простого
придатка буржуазно-империалистической контрреволюции, когда Советам и Комитетам
рабочих, крестьян и солдат объявлена смертельная война!
Нетрудно понять, что при таких условиях совещание, созываемое в Москве на 12
августа, неминуемо превратится в орган заговора контрреволюции против рабочих,
которым угрожают локаутами и безработицей, – против крестьян, которым “не дают”
земли, – против солдат, которых лишают свободы, добытой в дни революции, – в
орган заговора, прикрываемого “социалистическими фразами” эсеров и меньшевиков
поддерживающих это совещание.
Отсюда задача передовых рабочих:
1) Сорвать с совещания маску народного представительства, выставив на свет его
контрреволюционную противонародную сущность.
2) Разоблачать меньшевиков и эсеров, прикрывающих это совещание флагом “спасения
революции” и вводящих народы России в обман.
3) Организовать массовые митинги протеста против этой контрреволюционной
махинации “спасателей”... барышей помещиков и капиталистов.
Пусть знают враги революции, что рабочие не поддадутся обману, что они не
выпустят из рук боевое знамя революции.

El desarrollo de la contrarrevolución está entrando en una nueva fase. De los asaltos y de las destrucciones está pasando a la consolidación de las posiciones conquistadas. Del desenfreno y los desmanes está pasando al “cauce legal” de la “estructuración constitucional”. La revolución puede y debe ser derrotada, dicen los contrarrevolucionarios. Pero eso no basta. Además, hace falta que eso sea aprobado. Y las cosas deben ser amañadas de manera que la aprobación la dé el propio “pueblo”, la “nación”, y no sólo en Petrogrado o en el frente, sino en toda Rusia. Entonces la victoria sería firme. Entonces las conquistas logradas podrían servir de base para futuras victorias de la contrarrevolución. Pero ¿cómo se puede amañar eso? Se podría acelerar la convocatoria de la Asamblea Constituyente, única representante de todo el pueblo ruso, y pedirle que aprobase la política de guerra y de ruina, de asaltos y de detenciones, de palizas y de fusilamientos. Pero la burguesía no dará ese paso. La burguesía sabe que en la Asamblea Constituyente, donde los campesinos serán mayoría, no logrará que sea reconocida ni aprobada la política de la contrarrevolución. Por eso se esfuerza para conseguir (¡ya lo ha conseguido!) que se aplace la convocatoria de la Asamblea Constituyente. Probablemente, seguirá aplazándola hasta lograr, por fin, frustrarla para siempre. Pero, ¿dónde está la “salida”? La “salida” está en suplantar la Asamblea Constituyente por la “Conferencia de Moscú”. La “salida” está en suplantar la voluntad del pueblo por la voluntad de las altas esferas de la burguesía y de los terratenientes, sustituyendo la Asamblea Constituyente por esa “Conferencia de Moscú”. Convocar una conferencia de comerciantes y de industriales, de terratenientes y de banqueros, de diputados de la Duma zarista y de mencheviques y eseristas ya domesticados, a fin de proclamar esa conferencia “Concilio Nacional” y lograr luego que apruebe la política de imperialismo y de contrarrevolución, la política de cargar el peso de la guerra sobre las espaldas de los obreros y de los campesinos: ésa es la “salida” para la contrarrevolución. La contrarrevolución necesita su propio parlamento, su propio centro, y lo está creando. La contrarrevolución necesita la confianza de la “opinión pública”, y la está creando. Ahí está el quid de la cuestión. A este respecto, la contrarrevolución sigue el mismo camino que la revolución. La contrarrevolución aprende de la revolución. La revolución tenía su parlamento, su centro efectivo, y se sentía organizada. Ahora la contrarrevolución se esfuerza por crear su parlamento, y lo está creando en el corazón mismo de Rusia, en Moscú, con las manos -¡oh, ironía del destino!- de los eseristas y de los mencheviques. ¡Y eso cuando el parlamento de la revolución ha sido reducido al papel de mero apéndice de la contrarrevolución burguesa imperialista, cuando se ha declarado una guerra a muerte a los Soviets y a los Comités de obreros, campesinos y soldados! No es difícil comprender que, en tales condiciones, la Conferencia convocada en Moscú para el 12 de agosto ha de transformarse inevitablemente en un órgano de conspiración contrarrevolucionaria contra los obreros, a quienes se amenaza con los lockouts y el paro; contra los campesinos, a quienes “no se da” tierra; contra los soldados, a quienes se priva de la libertad conquistada en los días de la revolución; esa Conferencia acabará por ser inevitablemente un órgano de conspiración enmascarada con las “frases socialistas” de los eseristas y los mencheviques, que apoyan esa Conferencia. De ahí que sea misión de los obreros de vanguardia: 1) Arrancar a la Conferencia la careta de órgano representativo del pueblo y poner al desnudo su fondo contrarrevolucionario y antipopular. 2) Denunciar a los mencheviques y a los eseristas, que encubren esa Conferencia con la bandera de la “salvación de la revolución” y están engañando a los pueblos de Rusia. 3) Organizar mítines de masas para protestar contra esas maquinaciones contrarrevolucionarias de los “salvadores”... de los beneficios de los terratenientes y de los capitalistas. ¡Sepan los enemigos de la revolución que los obreros no se dejarán engañar, que no dejarán escapar de sus manos la bandera de combate de la revolución!
