What the outcome of the Moscow Conference was is now becoming apparent.
Russkiye Vedomosti (August 17, evening edition) reports:
“At a meeting of the Central Committee of the Popular Freedom Party yesterday, Milyukov presented a report and invited the members of the Committee to express their opinions on the results of the Moscow Conference. The speakers unanimously approved the principle of coalition. The majority of the members present agreed that the Moscow Conference had yielded the maximum that could have been expected of it.” And so, Mr. Milyukov’s party is satisfied. It is for a coalition.
“The Moscow Conference,” write the defencists, “was a victory for the democracy (for the defencists, that is?) which has succeeded in these tragic times in coming forward as a genuine state force around which has rallied all(!) that is virile in Russia” (Izvestia, No. 146). Evidently, the defencist party is also satisfied. At all events, it pretends to be satisfied, since it, too, is for a coalition.
Well, and what about the government? How does it appraise the Moscow Conference?
According to Izvestia (No. 146), “the general impression of the members of the Provisional Government” is that
“the conference was a council of state in the true sense of the word. In general, the government’s foreign and home policies were approved. Its economic program encountered no objection. Nor, essentially speaking, were there any attacks on the government’s land policy.”
In a word, the government is also satisfied with the conference, since it, too, it appears, is for a coalition. Everything is quite clear. A coalition is being arranged, a coalition of three forces: the government, the Cadets, and the defencists.
An “honest coalition” under the trade mark of Kerensky, Milyukov and Tsereteli can at present be regarded as assured. Such is the first outcome of the Moscow Conference. Under capitalism, not a single enterprise can get along without capital. The coalition now formed with the government at its head is the biggest enterprise in Russia. It will not be able to exist a single hour, a single minute, without the necessary capital. Especially now, in time of war, which requires incalculable resources. The question arises:
What capital does this new (brand new!) coalition intend to live on?
Listen to Birzhovka (August 17, evening edition): “The most immediate outcome of the Moscow Conference, and especially of the sympathy the Americans displayed for it, it is reported, is the possibility of floating a 5,000 million ruble government loan abroad. The loan will be floated in the American market. This loan will ensure the carrying out of the Provisional Government’s minimum financial program.”
The answer is clear. The coalition will live on American billions, which the Russian workers and peasants will afterwards have to sweat for.
A coalition of the Russian imperialist bourgeoisie (Milyukov!), the military (Kerensky!) and the upper strata of the petty bourgeoisie that are obsequiously serving the “virile forces” of Russia (Tsereteli!), financed by the American imperialist bourgeoisie—that is the present picture.
The “sympathy” of American capital for the Moscow Conference backed by a 5,000 million ruble loan—was it not this that the gentry who convened the conference were after?
It used to be said in Russia that the light of socialism came from the West. And this was true; for it was there, in the West, that we learned revolution and socialism. With the beginning of the revolutionary movement in Russia the situation somewhat changed.
In 1906, when the revolution in Russia was only developing, the West helped the tsarist reactionaries to recover by lending them 2,000 million rubles. And tsardom did indeed recover, at the cost of the further financial subjection of Russia to the West. Apropos of this, it was remarked at the time that the West was exporting not only socialism to Russia, but also reaction, in the shape of thousands of millions in money.
Now a more eloquent picture is unfolding. At a moment when the Russian revolution is exerting every effort to uphold its gains, and when imperialism is striving to crush it, American capital is supplying thousands of millions to a Kerensky-Milyukov-Tsereteli coalition for the purpose of completely curbing the Russian revolution and thus undermining the mounting revolutionary movement in the West. Such is the fact.
It is not socialism and emancipation that the West is exporting to Russia so much as subjection and counter-revolution. Is that not so? But a coalition is an alliance. Against whom is the Kerensky-Milyukov-Tsereteli alliance directed? Evidently, against those who did not attend the Moscow Conference, who boycotted it, who fought it— namely, the revolutionary workers of Russia. An “honest coalition” of Kerensky, Milyukov and Tsereteli, financed by the American capitalists, against the revolutionary workers of Russia—is that not so, Messieurs the defencists?

Результаты Московского совещания выясняются. По сообщению “Русских
Ведомостей”[74] (17 августа, вечерн.):
“Вчера состоялось заседание ЦК партии народной свободы. С докладом выступил
Милюков, предложивший членам ЦК обменяться взглядами по вопросу о результатах
Московского совещания. Ораторы единодушно высказывались в пользу принципа
коалиционности. Большинство участников заседания сошлось на том, что Московское
совещание дало максимум того, чего можно было ожидать”.
Итак, партия г. Милюкова удовлетворена. Она за коалицию.
“Московское совещание, – пишут оборонцы, – было победой демократии (т.е.
оборонцев?), которая сумела в переживаемые трагические минуты выступить как
подлинная государственная сила, вокруг которой сплотилось все (!), что есть на
Руси живого” (“Известия” № 146).
Очевидно, партия оборонцев тоже удовлетворена. По крайней мере делает вид, что
удовлетворена, ибо она также за коалицию.
Ну, а правительство? Как оно оценивает Московское совещание?
По сообщению “Известий” (№ 146) “общее впечатление членов Временного правительства” таково, что:
“Совещание было в истинном смысле слова государственным. В общем линия и внешней
и внутренней политики правительства одобрена. Экономическая программа
правительства не встретила возражений. В сущности, не было нападок и на
земельную политику правительства”.
Словом, правительство также довольно совещанием, ибо и оно, оказывается, за коалицию.
Дело ясное. Налаживается коалиция трех сил: правительства, кадетов и оборонцев.
“Честную коалицию” под фирмой Керенский – Милюков – Церетели можно считать пока что обеспеченной.
Таков первый результат Московского совещания.
В условиях капитализма ни одно предприятие не может обойтись без капитала.
Составившаяся ныне коалиция, во главе которой стоит правительство, – самое
крупное предприятие в России. Ни одного часу, ни одной минуты не может оно
существовать без соответствующих капиталов. Особенно теперь, в условиях войны,
требующей неисчислимых средств. Спрашивается:
На какие капиталы намерена существовать новая (совсем новая!) коалиция?
Послушайте “Биржевку” (вечерн., 17 августа):
“Ближайшим результатом работ Московского совещания, в особенности симпатии,
проявленной к этому совещанию со стороны американцев, как передают, явилась
возможность заключить на заграничном рынке 5-миллиардный государственный заем.
Заем будет реализован на американском рынке. Благодаря этому займу будет
выполнена малая финансовая программа Временного правительства”.
Ответ ясен. Коалиция будет существовать на американские миллиарды, за которые
придется потом отдуваться русским рабочим и крестьянам.
Американская империалистическая буржуазия, финансирующая коалицию русской
империалистической буржуазии (Милюков!), военщины (Керенский!) и мелкобуржуазных
верхов, лакейски услужающих “живым силам” России (Церетели!)-вот она, картина
нынешнего положения.
“Симпатии” американского капитала к Московскому совещанию, подкрепленные
пятимиллиардным займом, – не этого ли добивались господа, созвавшие совещание?..
Когда-то говорили в России, что свет социализма идет с Запада. И это было верно.
Ибо там, на Западе, учились мы революции и социализму.
С началом революционного движения в России положение несколько изменилось.
В 1906 году, когда революция еще развивалась в России, Запад помог царской
реакции оправиться, ссудив ей 2 миллиарда рублей. И царизм действительно окреп
тогда ценой нового финансового закабаления России Западом.
По этому случаю замечали тогда, что Запад ввозит в Россию не только социализм,
но и реакцию в виде миллиардов.
Теперь раскрывается перед нами более красноречивая картина. В момент, когда
русская революция напрягает силы для отстаивания своих завоеваний, а империализм
старается добить ее, – американский капитал снабжает миллиардами коалицию
Керенского – Милюкова – Церетели для того, чтобы, обуздав вконец русскую
революцию, подорвать разрастающееся на Западе революционное движение.
Таков факт.
Не правда ли: Запад ввозит в Россию не столько социализм и освобождение, сколько
кабалу и контрреволюцию.
Но коалиция есть союз. Против кого же направлен союз Керенского – Милюкова – Церетели?
Очевидно против тех, кого не было на Московском совещании, кто бойкотировал это
совещание, кто боролся с совещанием, т.е. против революционных рабочих России.
“Честная коалиция” Керенского – Милюкова – Церетели, финансируемая американскими
капиталистами, против революционных рабочих России, – так, что ли, господа
оборонцы?
Так и запишем.

Los resultados de la Conferencia de Moscú se ponen en claro. Según comunica “Russkie Viédomosti”72 (el 17 de agosto, ed. vespertina): “Ayer se ha reunido el C.C. del partido de la libertad popular. Ha informado Miliukov, quien ha propuesto a los miembros del C.C. cambiar opiniones acerca de los resultados de la Conferencia de Moscú. Los oradores se han pronunciado unánimemente en favor del principio coalicionista. La mayoría de los participantes de la reunión ha coincidido en que la Conferencia de Moscú ha dado el máximo de lo que cabía esperar”. Así, pues, el partido del señor Miliukov está satisfecho. Preconiza la coalición. “La Conferencia de Moscú -escriben los defensistas- ha sido una victoria de la democracia (es decir, ¿de los defensistas?), que ha sabido aparecer en los trágicos momentos que vivimos como auténtica fuerza de Estado, alrededor de la cual se ha agrupado todo (!) lo que hay de vivo en Rusia” (“Izvestia”, núm. 146). Evidentemente, el partido de los defensistas también está satisfecho. Al menos, aparenta estarlo, ya que también preconiza la coalición. ¿Y el gobierno? ¿Cómo estima la Conferencia de Moscú? Según comunica “Izvestia” (núm. 146) “la impresión generalizada entre los miembros del Gobierno Provisional” es la siguiente: “La Conferencia ha sido un Consejo de Estado en el auténtico sentido de la palabra. En general, ha sido aprobada la orientación de la política exterior e interior del gobierno. No se ha hecho objeciones al programa económico del gobierno. En esencia, no se ha atacado tampoco la política agraria del gobierno”. En una palabra, el gobierno también está satisfecho de la Conferencia, pues también ésta, por lo que se ve, preconiza la coalición. La cosa está clara. Se estructura una coalición de tres fuerzas: el gobierno, los demócratas constitucionalistas y los defensistas. Por ahora puede considerarse asegurada una “coalición honrada” bajo el rótulo de Kerenski- Miliukov-Tsereteli. Tal es el primer resultado de la Conferencia de Moscú. En el régimen capitalista, ninguna empresa puede prescindir de capital. La coalición ahora formada, presidida por el gobierno, es la empresa más importante de Rusia. No puede existir ni una hora, ni un minuto sin el capital correspondiente. Sobre todo en estos momentos, en las condiciones de una guerra que exige recursos incalculables. Cabe preguntar: ¿Con qué capital se propone existir la nueva (¡completamente nueva!) coalición? Escuchad a “Birzhovka” (del 17 de agosto, ed. vespertina): “El resultado inmediato de las labores de la Conferencia de Moscú, sobre todo de las simpatías manifestadas hacia ella por los norteamericanos, ha sido, según comunican, la posibilidad de concertar en el mercado exterior un empréstito público de cinco mil millones. El empréstito será realizado en el mercado norteamericano. Gracias a este empréstito, podrá cumplirse el programa financiero mínimo del Gobierno Provisional”. La respuesta está clara. La coalición existirá con los millones norteamericanos, que más tarde tendrán que pagar con su sudor los obreros y campesinos rusos. La burguesía imperialista norteamericana financia la coalición de la burguesía imperialista rusa (¡Miliukov!), de los militares (¡Kerenski!) y de las capas altas de la pequeña burguesía, que sirven lacayunamente a las “fuerzas vivas” de Rusia (¡Tsereteli!). Tal es el cuadro de la actual situación. Las “simpatías” del capital norteamericano hacia la Conferencia de Moscú, respaldadas por un empréstito de cinco mil millones, ¿no era eso lo que perseguían los señores que convocaron la Conferencia?.. En otros tiempos se decía en Rusia que la luz del socialismo venía de Occidente. Y era cierto, ya que del Occidente aprendíamos la revolución y el socialismo. La situación cambió algo al comenzar el movimiento revolucionario en Rusia. En 1906, cuando aun se desarrollaba la revolución en Rusia, el Occidente ayudó a la reacción zarista a reponerse, concediéndole un empréstito de dos mil millones de rublos. Y el zarismo se fortaleció realmente entonces a expensas de un nuevo sojuzgamiento financiero de Rusia por el Occidente. A este propósito se decía entonces que el Occidente exportaba a Rusia no sólo el socialismo, sino también la reacción en forma de miles de millones de rublos. Ahora se extiende ante nosotros un panorama más elocuente. En el momento en que la revolución rusa pone en tensión las fuerzas para defender sus

conquistas, mientras el imperialismo trata de aplastarla, el capital norteamericano suministra miles de millones a la coalición Kerenski-Miliukov- Tsereteli para sofocar definitivamente a la revolución rusa y socavar así el creciente movimiento revolucionario en el Occidente. El hecho es ése. ¿No es cierto que el Occidente exporta a Rusia no tanto el socialismo y la liberación como el sojuzgamiento y la contrarrevolución? Ahora bien, una coalición es una alianza. ¿Contra quién está enfilada la alianza Kerenski-Miliukov- Tsereteli? Evidentemente, contra los que no han estado en la Conferencia de Moscú, contra los que han boicoteado la Conferencia, contra los que han combatido la Conferencia, es decir, contra los obreros revolucionarios de Rusia. Una “coalición honrada” Kerenski-Miliukov- Tsereteli, financiada por los capitalistas norteamericanos, contra los obreros revolucionarios de Rusia. ¿No es así, señores defensistas? Así lo haremos constar.
