Los soviets de diputados obreros y soldados
The chariot of the Russian revolution is advancing with lightning speed. The detachments of revolutionary militants are everywhere growing and spreading. The pillars of the old power are tottering on their foundations and crumbling. Now, as always, Petrograd is in the forefront. Behind it, stumbling at times, trail the immense provinces.
The forces of the old power are crumbling, but they are not yet destroyed. They are only lying low, waiting for a favourable moment to raise their head and fling themselves on free Russia. Glance around and you will see that the sinister work of the dark forces is going on incessantly. . . .
The rights won must be upheld so as to destroy completely the old forces and, in conjunction with the provinces, further advance the Russian revolution— such should be the next immediate task of the proletariat of the capital. But how is this to be done?
What is needed to achieve this?
In order to shatter the old power a temporary alliance between the insurrectionary workers and soldiers was enough For it is self-evident that the strength of the
Russian revolution lies in an alliance between the workers and the peasants clad in soldier’s uniform. But in order to preserve the rights achieved and to develop further the revolution, a temporary alliance between the workers and soldiers is far from enough. For this it is necessary that the alliance should be made conscious and secure, lasting and stable, sufficiently stable to withstand the provocative assaults of the counter-revolutionaries. For it is clear to all that the guarantee of the final victory of the Russian revolution lies in consolidating the alliance between the revolutionary workers and the revolutionary soldiers.
The organs of this alliance are the Soviets of Workers’ and Soldiers’ Deputies. And the more closely these Soviets are welded together and the more strongly they are organized, the more effective will be the revolutionary power of the revolutionary people which they express, and the more reliable will be the guarantees against counter-revolution. The revolutionary Social-Democrats must work to consolidate these Soviets, form them everywhere, and link them together under a Central Soviet of Workers’ and Soldiers’ Deputies as the organ of revolutionary power of the people.
Workers, close your ranks and rally around the Russian Social-Democratic Labour Party!
Peasants, organize in peasant unions and rally around the revolutionary proletariat, the leader of the Russian revolution!
Soldiers, organize in unions of your own and gather around the Russian people, the only true ally of the Russian revolutionary army!
Workers, peasants and soldiers, unite everywhere in Soviets of Workers’ and Soldiers’ Deputies, as organs of alliance and power of the revolutionary forces of Russia!
Therein lies the guarantee of complete victory over the dark forces of old Russia.
Therein lies the guarantee that the fundamental demands of the Russian people will be realized: land for the peasants, protection of labour for the workers, and a democratic republic for all the citizens of Russia!

С быстротой молнии двигается вперед колесница русской революции. Растут и
ширятся повсюду отряды революционных борцов. В корне расшатываются и падают
устои старой власти. Теперь, как и всегда, впереди идет Петроград. За ним
тянется, спотыкаясь подчас, необъятная провинция.
Силы старой власти падают, но они еще не добиты. Они только притаились и ждут
удобного случая для того, чтобы поднять голову и ринуться на свободную Россию.
Оглянитесь кругом и увидите, что темная работа черных сил идет непрерывно…
Удержать завоеванные права для того, чтобы добить старые силы и вместе с
провинцией двинуть дальше русскую революцию, – вот какова должна быть очередная
задача столичного пролетариата.
Но как это сделать?
Что необходимо для этого?
Для того, чтобы разбить старую власть, достаточно было временного союза
восставших рабочих и солдат. Ибо ясно само собой, что сила русской революции – в
союзе рабочих и крестьян, переодетых в солдатские шинели.
Но для того, чтобы сохранить добытые права и развернуть дальше революцию – для
этого одного лишь временного союза рабочих и солдат отнюдь недостаточно.
Для этого необходимо союз этот сделать сознательным и прочным, длительным и
устойчивым, достаточно устойчивым для того, чтобы противостоять провокаторским
вылазкам контрреволюции. Ибо ясно для всех, что залог окончательной победы
русской революции – в упрочении союза революционного рабочего с революционным
солдатом.
Органами этого союза и являются Советы рабочих и солдатских депутатов.
И чем теснее сплочены эти Советы, чем крепче они организованы, тем
действительнее выраженная в них революционная власть революционного народа, тем
реальнее гарантии против контрреволюции.
Укрепить эти Советы, сделать их повсеместными, связать их между собой во главе с
центральным Советом рабочих и солдатских депутатов, как органом революционной
власти народа, – вот в каком направлении должны работать революционные
социал-демократы.
Рабочие! Теснее смыкайте свои ряды и сплачивайтесь вокруг Российской соц.-дем. рабочей партии!
Крестьяне! Организуйтесь в крестьянские союзы и сплачивайтесь вокруг
революционного пролетариата, вождя русской революции!
Солдаты! Организуйтесь в свои союзы и собирайтесь вокруг русского народа,
единственного верного союзника русской революционной армии!
Рабочие, крестьяне, солдаты! Объединяйтесь повсеместно в Советы рабочих и
солдатских депутатов, в органы союза и власти революционных сил России!
В этом залог полной победы над темными силами старой России.
В этом же залог проведения в жизнь основных требований русского народа: землю –
крестьянам, охрану труда – рабочим, демократическую республику – всем гражданам
России!

El carro de la revolución rusa avanza con la velocidad del relámpago. Se multiplican y amplían en todas partes los destacamentos de combatientes revolucionarios. Se resquebrajan en sus cimientos y se desploman los puntales del viejo Poder. Ahora, como siempre, Petrogrado marcha en vanguardia. Le siguen, tropezando a veces, las inmensas provincias. Las fuerzas del viejo Poder se vienen abajo, pero aun no han sido rematadas. No han hecho sino replegarse sobre sí mismas y esperan el momento propicio para levantar cabeza y lanzarse sobre la Rusia libre. Mirad alrededor y veréis que la labor tenebrosa de las fuerzas negras sigue sin cesar... Mantener los derechos conquistados para rematar a las viejas fuerzas y, junto con las provincias, hacer avanzar la revolución rusa: tal debe ser la tarea inmediata del proletariado de la capital. Pero ¿cómo se puede hacer esto? ¿Qué es necesario para ello? Para destruir el viejo Poder ha bastado la alianza provisional de los obreros y los soldados sublevados, ya que está claro por sí mismo que la fuerza de la revolución rusa reside en la alianza de los obreros y los campesinos vestidos con el uniforme de soldado. Mas, para conservar los derechos alcanzados y seguir desarrollando la revolución, no basta, de ninguna manera, solamente la alianza provisional de los obreros y los soldados. Para ello es necesario hacer que esta alianza sea consciente y sólida, duradera y estable, lo bastante estable para oponerse a las intentonas provocadoras de la contrarrevolución, ya que para todos está claro que la garantía de la victoria definitiva de la revolución rusa es el fortalecimiento de la alianza del obrero revolucionario con el soldado revolucionario. Los órganos de esta alianza son precisamente los Soviets de Diputados Obreros y Soldados. Y cuanto más estrechamente estén unidos estos Soviets, cuanto más firme sea su organización, tanto más efectivo será el Poder revolucionario -expresado en ello- del pueblo revolucionario y tanto más reales serán las garantías de conjurar la contrarrevolución. Fortalecer estos Soviets, organizarlos en todas partes, ligarlos entre sí bajo la dirección del Soviet Central de Diputados Obreros y Soldados como órgano del Poder revolucionario del pueblo: en tal dirección deben trabajar los socialdemócratas revolucionarios. ¡Obreros! ¡Cerrad más estrechamente vuestras filas y uníos en torno al Partido Obrero Socialdemócrata de Rusia! ¡Campesinos! ¡Organizaos en uniones campesinas y agrupaos en torno al proletariado revolucionario, jefe de la revolución rusa! ¡Soldados! ¡Organizaos en vuestras uniones y agrupaos alrededor del pueblo ruso, el único aliado fiel del ejército revolucionario ruso! ¡Obreros, campesinos, soldados!, ¡Uníos en todas partes en los Soviets de Diputados Obreros y Soldados, en los órganos de la alianza y del Poder de las fuerzas revolucionarias de Rusia! En ello está la garantía de la victoria completa sobre las fuerzas tenebrosas de la vieja Rusia. En ello también está la garantía de que serán convertidas en realidad las reivindicaciones fundamentales del pueblo ruso: ¡la tierra para los campesinos, la protección del trabajo para los obreros, la república democrática para todos los ciudadanos de Rusia!
