The elections to the Petrograd City Duma take place today. The outcome will depend on you, comrade workers, and on you, comrade soldiers. The elections are universal and equal. The vote of every soldier, of every working man and every working woman will be equal to the vote of any capitalist, houseowner, professor or government official. You, and you alone, comrades, will be to blame if you do not make full use of this right. You were capable of battling against the tsarist police in the streets—be capable now of battling for your interests by voting for our Party!
You were capable of defending your rights against the counter-revolutionaries—be capable now of denying them your confidence in today’s elections!
You were capable of tearing the mask from the betrayers of the revolution—be capable now of crying to them: “Hands off!”
You have before you, first of all, Milyukov’s party, the Party of Popular Freedom. That party champions the interests of the landlords and capitalists. It is opposed to the workers, peasants and soldiers, for it is against workers’ control of industry, against the transfer of the landed estates to the peasants, and in favour of the death penalty for soldiers at the front. It was that party, the Cadet Party, that already in the beginning of June demanded an immediate offensive at the front, which has cost the country hundreds of thousands of lives. It was that party, the Cadet Party, that worked for and at last achieved a triumph for the counter-revolution and the wreaking of reprisals on the workers, soldiers and sailors. To vote for Milyukov’s party would be to betray yourselves, your wives and children, and your brothers in the rear and at the front.
Comrades, not a single vote for the Party of Popular Freedom!
You have before you, next, the defencists, the Menshevik and Socialist-Revolutionary parties. These parties champion the interests of the well-to-do small proprietors of town and country. That is why every time the class struggle assumes a decisive character they are to be found in the same camp as the landlords and capitalists against the workers, peasants and soldiers. So it was in the July days, when the Menshevik and Socialist-Revolutionary parties, in alliance with the bourgeoisie, disarmed and struck at the workers and soldiers. So it was at the time of the Moscow Conference, when these parties, in alliance with the bourgeoisie, endorsed repressive measures and the death penalty against the workers and the soldiers at the front.
One of the reasons for the victory of the counter-revolutionaries is that the Socialist-Revolutionary and Menshevik parties helped them to curb the revolution by concluding an agreement with the landlords and capitalists.
One of the reasons why the counter-revolutionaries are now consolidating their positions is that the Socialist-Revolutionary and Menshevik parties are shielding them from the wrath of the people and, under the guise of revolution, are carrying out their commands. To vote for these parties would be to vote for an alliance with the counter-revolutionaries against the workers and the poor peasants. To vote for these parties would be to vote in favour of endorsing the arrests in the rear and the death penalty at the front.
Comrades, not a single vote for the defencists, the Mensheviks and Socialist-Revolutionaries! You have before you, lastly, the Novaya Zhizn group, List No. 12. This group expresses the sentiments of the intellectuals whose heads are in the clouds and who are divorced from realities and the movement. That is why it is eternally wavering between revolution and counter-revolution, between war and peace, between the workers and the capitalists, between the landlords and the peasants.
On the one hand it is for the workers, on the other it does not want to break with the capitalists—and that is why it so shamefully repudiates the July demonstration of the workers and soldiers.
On the one hand it is for the peasants, on the other it declines to break with the landlords—and that is why it is opposed to the immediate transfer of the landed estates to the peasants and suggests waiting for the Constituent Assembly, the convocation of which has been postponed, perhaps forever.
In words, the Novaya Zhizn group is for peace; in deeds, it is against peace, for it calls for support of the “Liberty Loan,” which is intended for the purpose of continuing the imperialist war.
But whoever supports the “Liberty Loan” helps to prolong the war, helps imperialism, and in fact fights internationalism.
In words, the Novaya Zhizn group is against repressions and jailings; in deeds, it is in favour of repressions and jailings, for it has entered into an alliance with the defencists, who support both repressions and jailings.
But whoever enters into an alliance with the defencists helps the counter-revolution, and in fact fights the revolution!
Comrades, learn to judge people by their deeds, not by their words!
Learn to appraise parties and groups by their actions, not by their promises!
If the Novaya Zhizn group proposes a fight for peace and at the same time appeals for support of the “Liberty Loan,” then you can be certain that it is bringing grist to the mill of the imperialists.
If the Novaya Zhizn group sometimes flirts with the Bolsheviks and at the same time supports the defencists, then you can be certain that it is bringing grist to the mill of the counter-revolutionaries.
To vote for this double-faced group, to vote for List No. 12, would be to enter the service of the defencists, who in their turn are serving the counter-revolutionaries. Comrades, not a single vote for the Novaya Zhizn group!
Our Party is the party of the urban and rural workers, the party of the poor peasants, the party of the oppressed and exploited.
All the bourgeois parties, all the bourgeois newspapers, all the vacillating, lukewarm groups detest and vituperate our Party.
Why?
Because:
Our Party is the only one that stands for a revolutionary struggle against the landlords and capitalists; Our Party is the only one that stands for the immediate transfer of the landed estates to the Peasant Committees; Our Party is the only one that stands for workers’ control of industry in opposition to all the capitalists; Our Party is the only one that stands for a democratic organization of commodity exchange between town and country in opposition to the profiteers and marauders;
Our Party is the only one that stands for the complete liquidation of counter-revolution in the rear and at the front;
Our Party is the only one that staunchly protects the revolutionary organizations of the workers, peasants and soldiers;
Our Party is the only one that wages a resolute and revolutionary fight for peace and brotherhood among nations;
Our Party is the only one that fights determinedly and steadfastly for the conquest of power by the workers and poor peasants;
Our Party, and our Party alone, is free from the stigma of having supported the death penalty at the front.
That is why the bourgeois and landlords detest our Party so heartily.
That is why you must vote today for our Party.

Сегодня выборы в Петроградскую городскую думу. Исход их зависит от вас,
товарищи-рабочие и товарищи-солдаты. Выборы всеобщие и равные. Голос каждого
солдата, каждого рабочего, каждой работницы – будет равен голосу капиталиста,
домовладельца, профессора, чиновника. На вас, товарищи, и только на вас ляжет
вина, если вы не сумеете воспользоваться этим правом.
Вы умели биться на улицах против царских фараонов, – умейте же теперь бороться
за свои интересы путем подачи голоса за нашу партию.
Вы умели отстаивать свои права против контрреволюции, – умейте же теперь
отказать ей в доверии на сегодняшних выборах!
Вы умели срывать маску с изменников революции, – умейте же теперь крикнуть им: “Руки прочь!”.
Перед вами выступает, прежде всего, партия Милюкова, партия народной свободы.
Эта партия защищает интересы помещиков и капиталистов. Эта партия – против
рабочих, крестьян и солдат, ибо она против рабочего контроля в промышленности,
против передачи помещичьих земель крестьянам, за смертную казнь для солдат на
фронте. Это она, партия кадетов, требовала еще в начале июня немедленного
наступления на фронте, стоившего стране сотен тысяч жизней. Это она, партия
кадетов, добивалась и добилась, наконец, торжества контрреволюции, расправы с
рабочими, солдатами и матросами. Голосовать за партию Милюкова – это значит
предать себя, своих жен и детей, своих братьев в тылу и на фронте.
Товарищи! Ни одного голоса партии народной свободы!
Перед вами выступают, далее, оборонцы, партии меньшевиков и
социалистов-революционеров. Эти партии защищают интересы обеспеченных хозяйчиков
города и деревни. Поэтому каждый раз, когда классовая борьба принимает
решительный характер, они оказываются в одном лагере с помещиками и
капиталистами против рабочих, крестьян и солдат. Так было в июльские дни, когда
партии меньшевиков и эсеров в союзе с буржуазией разоружали и громили рабочих и
солдат. Так было в дни Московского совещания, когда эти партии в союзе с
буржуазией утверждали репрессии и смертную казнь против рабочих и солдат на
фронте.
Если контрреволюция одержала победу, то потому, между прочим, что партии эсеров
и меньшевиков помогли ей обуздать революцию, заключив соглашение с помещиками и
капиталистами.
Если контрреволюция укрепляется теперь, то это потому, между прочим, что партии
эсеров и меньшевиков прикрывают ее от народного гнева, исполняя ее веления под
флагом революции.
Голосовать за эти партии, – это значит голосовать за союз с контрреволюцией
против рабочих и беднейших крестьян.
Голосовать за эти партии, – это значит голосовать за утверждение арестов в тылу
и смертной казни на фронте.
Товарищи! Ни одного голоса оборонцам, меньшевикам, социалистам-революционерам!
Перед вами выступает, наконец, группа “Новой Жизни” за № 12. Группа эта выражает
настроения беспочвенных интеллигентов, оторванных от жизни и движения. Поэтому
она вечно колеблется между революцией и контрреволюцией, между войной и миром,
между рабочими и капиталистами, между помещиками и крестьянами.
С одной стороны, она за рабочих, с другой стороны, она не хочет рвать и с
капиталистами, – поэтому она так постыдно отрекается от июльской демонстрации
рабочих и солдат.
С одной стороны, она за крестьян, с другой стороны, она не рвет и с помещиками,
– поэтому она против немедленной передачи помещичьей земли крестьянам, предлагая
ждать Учредительного собрания, созыв которого отложен, быть может, навсегда.
На словах группа “Новой Жизни” за мир, на деле – против мира, ибо она призывает
поддерживать “заем свободы”, рассчитанный на продолжение империалистической
войны.
Но кто поддерживает “заем свободы”, тот способствует затягиванию войны, тот
помогает империалистам, тот борется на деле с интернационализмом.
На словах группа “Новой Жизни” против репрессий и тюрем, на деле – за репрессии
и тюрьмы, ибо она вошла в союз с оборонцами, поддерживающими и репрессии и
тюрьмы.
Но кто вступает в союз с оборонцами, тот помогает контрреволюции, тот борется на деле с революцией!
Учитесь, товарищи, распознавать людей по делам, а не по словам!
Учитесь оценивать партии и группы по поступкам, а не по посулам.
Если группа “Новой Жизни”, предлагая борьбу за мир, в то же время призывает
поддерживать “заем свободы”, то так и знайте, что она льет воду на мельницу
империалистов.
Если группа “Новой Жизни”, заигрывая иногда с большевиками, поддерживает в то же
время оборонцев, то так и знайте, что она льет воду на мельницу контрреволюции.
Голосовать за эту двойственную группу, голосовать за № 12, это значит пойти на
службу к оборонцам, в свою очередь услужающим контрреволюции.
Товарищи! Ни одного голоса группе “Новой Жизни”.
Наша партия есть партия городских и сельских рабочих, партия беднейших крестьян,
партия угнетенных и эксплуатируемых.
Все буржуазные партии, все буржуазные газеты, все колеблющиеся и половинчатые
группы ненавидят и клевещут на нашу партию.
Почему?
Потому, что:
Только наша партия стоит за революционную борьбу с помещиками и капиталистами;
Только наша партия стоит за немедленный переход помещичьих земель в руки крестьянских Комитетов;
Только наша партия стоит за рабочий контроль в промышленности против всех капиталистов;
Только наша партия стоит за демократическую организацию обмена между городом и
деревней против спекулянтов и мародеров;
Только наша партия стоит за полную ликвидацию контрреволюции в тылу и на фронте;
Только наша партия отстаивает без колебаний революционные организации рабочих, крестьян и солдат;
Только наша партия борется решительно и революционно за мир и братство народов;
Только наша партия борется решительно и без колебаний за завоевание власти
рабочими и крестьянской беднотой;
Только наша партия и только она не запятнала себя позором поддержки смертной казни на фронте.
Вот почему так ненавидят нашу партию буржуа и помещики.
Вот почему вы должны голосовать сегодня за нашу партию.

Hoy se celebran las elecciones a la Duma municipal de Petrogrado. El resultado depende de vosotros, camaradas obreros y camaradas soldados. Las elecciones son por sufragio universal e igual. El voto de cada soldado, de cada obrero, de cada obrera será igual al voto del capitalista, del casero, del profesor, del funcionario. Vosotros, camaradas, y solamente vosotros, tendréis la culpa si no sabéis hacer uso de este derecho. Habéis sabido luchar en la calle contra los “faraones” zaristas. Sabed ahora luchar por vuestros intereses, votando por nuestro Partido. Habéis sabido defender vuestros derechos frente a la contrarrevolución. ¡Sabed ahora negarle vuestra confianza en las elecciones de hoy! Habéis sabido arrancar la careta a los traidores a la revolución. Sabed ahora decirles: “¡Fuera las manos!”. Ante vosotros aparece, en primer término, el partido de Miliukov, el partido de la libertad popular. Este partido defiende los intereses de los terratenientes y de los capitalistas. Este partido está contra los obreros, los campesinos y los soldados, ya que se pronuncia contra el control obrero en la industria, contra la entrega de las tierras de los terratenientes a los campesinos, en favor de la pena de muerte para los soldados en el frente. Es el partido de los demócratas constitucionalistas el que exigía ya a principios de junio una ofensiva inmediata en el frente, la ofensiva que ha costado al país centenares de miles de vidas. Es el partido de los demócratas constitucionalistas el que procuró y, por fin, consiguió el triunfo de la contrarrevolución, las medidas de represión contra los obreros, los soldados y los marinos. Votar por el partido de Miliukov es traicionarse uno mismo y traicionar a su mujer y a sus hijos, a sus hermanos en la retaguardia y en el frente. Camaradas: ¡;i un voto para el partido de la libertad popular! Ante vosotros tenéis, además, a los defensistas, los partidos de los mencheviques y de los socialrevolucionarios. Estos partidos defienden los intereses de los pequeños propietarios acomodados de la ciudad y del campo. Por eso, siempre que la lucha de clases adquiere un carácter decisivo, aparecen en un mismo campo al lado de los terratenientes y los capitalistas, contra los obreros, los campesinos y los soldados. Así ocurrió en los días de julio, cuando los partidos de los mencheviques y de los eseristas, en alianza con la burguesía, desarmaban a los obreros y soldados y se ensañaban con ellos. Así ocurrió en los días de la Conferencia de Moscú, cuando estos partidos, en alianza con la burguesía, aprobaron la represión y la pena de muerte contra los obreros y los soldados en el frente. Si la contrarrevolución salió vencedora, es, entre otras cosas, porque los partidos de los eseristas y de los mencheviques le ayudaron a reprimir la revolución, concertando un acuerdo con los terratenientes y los capitalistas. Si ahora se afianza la contrarrevolución, es, entre otras cosas, porque los partidos de los eseristas y de los mencheviques la amparan de la ira popular, cumpliendo sus mandatos bajo la bandera de la revolución. Votar por estos partidos significa votar por la alianza con la contrarrevolución, contra los obreros y los campesinos pobres. Votar por estos partidos significa votar por la aprobación de las detenciones en la retaguardia y de la pena de muerte en el frente. Camaradas: ¡;i un voto para los defensistas, para los mencheviques, para los socialrevolucionarios! Ante vosotros tenéis, por último, el grupo de “;óvaia Zhizn” correspondiente a la lista Nº12. Este grupo expresa el espíritu de los intelectuales carentes de base, divorciados de la vida y del movimiento. Por eso fluctúa eternamente entre la revolución y 1a contrarrevolución, entre la guerra y la paz, entre los obreros y los capitalistas, entre los terratenientes y los campesinos. De un lado, está en favor de los obreros; de otro lado, no quiere romper con los capitalistas. Por eso abjura tan indecorosamente de la manifestación de julio de los obreros y los soldados. De un lado, está en favor de los campesinos; de otro lado, no rompe tampoco con los terratenientes. Por eso se opone a la entrega inmediata de las tierras de los terratenientes a los campesinos, proponiendo esperar hasta la Asamblea Constituyente, cuya convocatoria ha sido aplazada, quizá para siempre. De palabra, el grupo de “Nóvaia Zhizn” está por la paz; de hecho, en contra de la paz, ya que invita a respaldar el “Empréstito de la libertad”, destinado a proseguir la guerra imperialista. Ahora bien, el que respalda el “Empréstito de la libertad” contribuye a la prolongación de la guerra, ayuda a los imperialistas, lucha, en realidad, contra el internacionalismo. De palabra, el grupo de “Nóvaia Zhizn” está contra las represiones y las cárceles; de hecho, en favor de las represiones y de las cárceles, ya que ha sellado una alianza con los defensistas, partidarios

tanto de las represiones como de las cárceles. Ahora bien, el que pacta alianzas con los defensistas ayuda a la contrarrevolución, lucha, en realidad, contra la revolución. ¡Aprended, camaradas, a conocer a los hombres por los hechos, y no por las palabras! ¡Aprended a juzgar los partidos y los grupos por sus actos, y no por sus promesas! Si el grupo de “Nóvaia Zhizn” propone luchar por la paz y al mismo tiempo invita a respaldar el “Empréstito de la libertad”, sabed que así lleva el agua al molino de los imperialistas. Si el grupo de “Nóvaia Zhizn” coquetea a veces con los bolcheviques y al mismo tiempo apoya a los defensistas, sabed que así lleva el agua al molino de la contrarrevolución. Votar por este grupo de dos caras, votar por la lista Nº 12, significa ponerse al servicio de los defensistas, que, a su vez, sirven a la contrarrevolución. Camaradas: ¡;i un voto para el grupo de “;óvaia Zhizn”! Nuestro Partido es el partido de los obreros de la ciudad y del campo, el partido de los campesinos pobres, el partido de los oprimidos y explotados. Todos los partidos burgueses, todos los periódicos burgueses, todos los grupos vacilantes y ambiguos odian y calumnian a nuestro Partido. ¿Por qué? Porque: sólo nuestro Partido está por la lucha revolucionaria contra los terratenientes y capitalistas; sólo nuestro Partido está por el paso inmediato de las tierras de los terratenientes a manos de los Comités campesinos; sólo nuestro Partido está por el control obrero en la industria, contra todos los capitalistas; sólo nuestro Partido está por la organización democrática del intercambio entre la ciudad y el campo, contra los especuladores y los bandidos del comercio; sólo nuestro Partido está por el aniquilamiento total de la contrarrevolución en la retaguardia y en el frente; sólo nuestro Partido defiende sin titubeos las organizaciones revolucionarias de los obreros, de los campesinos y de los soldados; sólo nuestro Partido lucha resuelta y revolucionariamente por la paz y la fraternidad de los pueblos; sólo nuestro Partido lucha resueltamente y sin vacilaciones en favor de la conquista del Poder por los obreros y los campesinos pobres; sólo nuestro Partido, y sólo él, no se ha manchado con la vergüenza de apoyar la pena de muerte en el frente. Por eso los burgueses y los terratenientes odian tanto a nuestro Partido. Por eso debéis votar hoy en favor de nuestro Partido. Obreros, soldados, obreras: ¡Votad por nuestro Partido, por la lista ;º 6!
