Comrades,
Russia is passing through sore trials.
The war is still continuing and claiming countless lives. It is being deliberately prolonged by the scoundrels, the bloodsucking bankers, who grow fat on it. The industrial disruption caused by the war is leading to the stoppage of factories and to unemployment. It is being deliberately intensified by the lockout capitalists in their lust for fabulous profits.
The food shortage caused by the war is becoming more and more ominous. High prices are strangling the urban poor. And prices are continually rising by the caprice of the marauding profiteers.
The sinister phantom of hunger and ruin is staring us in the face. . . .
Moreover, the black clouds of counter-revolution are gathering.
The Duma of June the Third which helped the tsar to oppress the people, is now demanding an immediate offensive at the front. What for? In order to drown in blood the liberty we have won, in deference to the wishes of the “Allied” and Russian robbers.
The Council of State, which supplied the tsar with hangmen-Ministers, is secretly splicing a treacherous noose. What for? In order at a convenient moment to slip it around the necks of the people, in deference to the wishes of the “Allied” and Russian oppressors.
And the Provisional Government, planted between the tsarist Duma and the Soviet, and including ten bourgeois in its number, is clearly falling under the sway of the landlords and capitalists.
Instead of guarantees of the rights of the soldiers, we have Kerensky’s “declaration” violating these rights.
Instead of consolidation of the liberties won by the soldiers in the days of the revolution, we have new “orders” threatening penal servitude and disbandment of army units.
Instead of guarantees of the liberties won by the citizens of Russia, we have political espionage in the barracks, arrests without trial, new proposals for an Article 129, carrying the threat of penal servitude. Instead of the arming of the people, we have threats to disarm the workers and soldiers.
Instead of liberation of the oppressed nationalities, we have a policy of pinpricks towards Finland and the Ukraine and fear of granting them their liberty. Instead of a resolute struggle against counter-revolution, we have connivance at the brazenness of the counter-revolutionaries, who are openly arming to fight the revolution. . . . And the war is still continuing, and no really serious measures are taken to stop it or to propose a just peace to all nations.
The economic disruption grows worse and worse, and no measures are taken to cope with it.
TO ALL THE TOILERS
Famine draws nearer and nearer, and no effective measures are taken to avert it.
Is it surprising that the counter-revolutionaries are becoming more and more arrogant and are inciting the government to inflict further repressive measures on the workers and peasants, the soldiers and sailors? Comrades, these things can no longer be tolerated in silence! To remain silent after all this would be criminal! You are free citizens, you have the right to protest, and you must use that right before it is too late. Let tomorrow (June 18), the day of the peaceful demonstration, become a day of formidable protest on the part of revolutionary Petrograd against resurgent oppression and tyranny! Let the victorious banners wave tomorrow, to the dismay of the enemies of liberty and socialism! Let your call, the call of the champions of the revolution, resound through the world, to the joy of all the oppressed and enslaved!
Over there, in the West, in the belligerent countries, the dawn of a new life, the dawn of the great workers’ revolution is breaking. Let your brothers in the West know tomorrow that you have inscribed for them on your banners not war, but peace, not enslavement, but liberation! Workers, Soldiers, clasp hands in brotherhood and march forward beneath the banner of socialism! All out on the streets, comrades!
Rally in a close ring around your banners! March in serried ranks through the streets of the capital!
Calmly and confidently proclaim your wishes: Down with counter-revolution!
Down with the tsarist Duma!
Down with the Council of State!
Down with the ten capitalist Ministers!
All power to the Soviets of Workers’, Soldiers’ and Peasants’ Deputies!
Revise the “Declaration of Rights of the Soldier”! Annul the “orders” against the soldiers and sailors! Down with the disarming of the revolutionary workers! Long live a people’s militia!
Down with anarchy in industry and with the lockout capitalists!
Long live control and organization of production and distribution!
No policy of offensive!
It is time to stop the war! Let the Soviet of Deputies announce just terms of peace!
Neither a separate peace with Wilhelm, nor secret treaties with the French and British capitalists! B r e a d! P e a c e! L i b e r t y!

Тяжелые испытания переживает Россия.
Война, уносящая неисчислимые жертвы, все еще продолжается. Ее намеренно
затягивают наживающиеся разбойники, кровопийцы-банкиры.
Промышленная разруха, вызванная войной, ведет к приостановке заводов, к
безработице. Ее намеренно обостряют жадные до сказочных барышей
локаутчики-капиталисты.
Недостаток припасов, вызванный войной, становится все более угрожающим.
Дороговизна душит городскую бедноту. А цены все растут во имя прихотей
мародеров-спекулянтов.
Зловещий призрак голода и разорения носится над нами…
В то же время надвигаются черные тучи контрреволюции.
Третьеиюньская Дума, помогавшая царю угнетать народ, требует теперь немедленного
наступления на фронте, – для чего? Для того, чтобы потопить в крови добытую
свободу в угоду “союзным” и русским грабителям.
Государственный совет, поставлявший царю министров-вешателей, плетет в тиши
предательскую петлю, – для чего? Для того, чтобы в удобную минуту накинуть ее на
шею народу в угоду “союзным” и русским угнетателям.
А Временное правительство, поставленное между царской Думой и Советом депутатов,
с 10 буржуа в своем составе, явно подпадает под влияние помещиков и
капиталистов.
Вместо обеспечения прав солдат – “декларация” Керенского, нарушающая эти права.
Вместо закрепления вольностей, добытых солдатами в дни революции, – новые
“приказы”, грозящие каторгой и расформированием.
Вместо обеспечения свободы, добытой гражданами России, – установление
политического сыска в казарме, аресты без суда и следствия, новые предположения
о 129-й ст., грозящей каторгой.
Вместо вооружения народа, – угрозы разоружения рабочих и солдат.
Вместо освобождения угнетенных народов, – придирки к Финляндии и к Украине, боязнь дать им свободу.
Вместо решительной борьбы с контрреволюцией, – попустительство разгулу
контрреволюционеров, открыто вооружающихся для борьбы с революцией…
А война все идет, и – никаких действительных, серьезных мер для ее прекращения,
для предложения всем народам справедливого мира не принимается.
А разруха все растет, и – никаких мор против нее.
А голод все надвигается, и – никаких действительных мер против него.
Можно ли удивляться, что контрреволюционеры все наглеют, подбивая правительство
на новые репрессии против рабочих и крестьян, солдат и матросов.
Товарищи! Молча терпеть дальше такие порядки нельзя! Молчать после всего этого преступно!
Вы – свободные граждане, вы имеете право протестовать, и вы должны
воспользоваться этим своим правом, пока не поздно.
Пусть завтрашний день (18 июня), день мирной манифестации, превратится в день
грозного протеста революционного Петрограда против возрождающегося гнета и
произвола!
Пусть взовьются завтра победные знамена на страх врагам свободы и социализма!
Пусть ваш клич, клич борцов революции, облетает весь мир на радость всем угнетенным и порабощенным!
Там, на Западе, в воюющих странах, уже занимается заря новой жизни, заря великой
рабочей революции. Пусть узнают завтра ваши братья на Западе, что вы несете им
на ваших знаменах не войну, – а мир, не порабощение, – а освобождение!
Рабочие! Солдаты! Подайте друг другу братскую руку и – вперед под знамя социализма!
Все на улицу, товарищи!
Тесным кольцом смыкайтесь вокруг ваших знамен!
Стройными рядами шествуйте по улицам столицы!
Спокойно и уверенно заявляйте о своих желаниях:
Долой контрреволюцию!
Долой царскую Думу!
Долой Государственный совет!
Долой десять министров-капиталистов!
Вся власть Советам рабочих, солдатских и крестьянских депутатов!
Пересмотреть “декларацию прав солдата”!
Отменить “приказы” против солдат и матросов!
Долой разоружение революционных рабочих!
Да здравствует народная милиция!
Долой анархию в промышленности и локаутчиков-каппталистов!
Да здравствует контроль и организация производства и распределения!
Против политики наступления!
Пора кончить войну! Пусть Совет депутатов объявляет справедливые условия мира!
Ни сепаратного мира с Вильгельмом, ни тайных договоров с французскими и английскими капиталистами!
Хлеба! Мира! Свободы!

¡Camaradas!
Rusia está pasando por duras pruebas.
La
guerra
continúa
todavía,
llevándose
innumerables vidas. La prolongan deliberadamente
los banqueros vampiros, bandidos que se lucran con
ella.
El desbarajuste de la industria producido por la
guerra, conduce al cierre de fábricas y origina el paro
forzoso,
agravado
deliberadamente
por
los
capitalistas lockoutistas, ansiosos de ganancias
fabulosas.
La escasez de provisiones, debida a la guerra, es
cada vez más amenazadora. La carestía ahoga a los
pobres de la ciudad. Y los precios continúan
subiendo, para satisfacer los antojos de bandidos
especuladores.
El fantasma siniestro del hambre y de la ruina
llama a nuestras puertas...
Mientras tanto, se condensan las nubes negras de
la contrarrevolución.
La Duma del 3 de junio, que ayudaba antes al zar
a oprimir al pueblo, exige ahora una ofensiva
inmediata en el frente. ¿Para qué? Para ahogar en
sangre la libertad que hemos conquistado y
complacer a los bandoleros “aliados” y rusos.
El Consejo de Estado, que proveía al zar de
ministros verdugos, trenza en secreto una soga
traidora. ¿Para qué? Para ceñirla, llegado el
momento, al cuello del pueblo y complacer a los
opresores “aliados” y rusos.
Y el Gobierno Provisional, colocado entre la
Duma zarista y el Soviet de Diputados, con diez
burgueses en su seno, está cayendo a todas luces bajo
la influencia de los terratenientes y de los
capitalistas.
En vez de garantizar los derechos de los soldados,
la
“Declaración”
de Kerenski
violando
esos
derechos.
En vez de consolidar las libertades logradas por
los soldados en los días de revolución, nuevas
“órdenes” amenazando con trabajos forzados y con
disolver las unidades.
En vez de garantizar la libertad conquistada por
los ciudadanos de Rusia, espionaje político en los
cuarteles, detenciones sin juicio ni formación de
causa, nuevas propuestas referentes al artículo 129,
que amenaza con trabajos forzados.
En vez de armar al pueblo, amenazas de desarmar
a los obreros y a los soldados.
En vez de liberar a los pueblos oprimidos, una
política de alfilerazos contra Finlandia y contra
Ucrania y el temor de concederles su libertad.
En
vez
de
combatir
resueltamente
a
la
contrarrevolución, tolerancia del desenfreno de los
contrarrevolucionarios,
que
se
están
armando
descaradamente para luchar contra la revolución...
Y la guerra continúa, sin que se tome ninguna
medida eficaz y seria para ponerle fin, para proponer
a todos los pueblos una paz justa.
Y el desbarajuste económico es cada vez mayor,
sin que se tome ninguna medida contra él.
Y el hambre está cada vez más cerca, sin que se
tome ninguna medida eficaz para hacerle frente.
¿Puede
asombrarnos
que
los
contrarrevolucionarios se muestren cada día más
insolentes y que inciten al gobierno a tomar nuevas
medidas represivas contra los obreros y contra los
campesinos, contra los soldados y contra los marino?
¡Camaradas, no se puede seguir tolerando en
silencio tal estado de cosas! ¡Seguir callando después
de todo eso, sería un crimen!
Vosotros sois ciudadanos libres, vosotros tenéis
derecho a protestar y debéis ejercer ese derecho antes
de que sea tarde.
¡Qué mañana (18 de junio), día de la
manifestación pacífica, se convierta en una jornada
de imponente protesta del Petrogrado revolucionario
contra el resurgimiento de la opresión y de la
arbitrariedad!
¡Qué ondeen mañana las banderas victoriosas,
para espanto de los enemigos de la libertad y del
socialismo!
¡Qué vuestro grito de lucha, el grito de los
paladines de la revolución, resuene en el mundo
entero, para alegría de todos los oprimidos y
esclavizados!
Allá en Occidente, en los países beligerantes,
apunta ya la aurora de la nueva vida, la aurora de la
gran revolución obrera. ¡Qué vuestros hermanos de
Occidente sepan mañana que no les lleváis en
vuestras banderas la guerra, sino la paz, no el
sojuzgamiento, sino la liberación!
¡Obreros! ¡Soldados! ¡Tendeos fraternalmente la
mano y marchad adelante, agrupándoos bajo la
bandera del socialismo!
¡Salid todos a la calle, camaradas!
¡Agrupaos estrechamente en torno a vuestras
banderas!
¡Desfilad en apretadas filas por las calles de la
capital!
Proclamad serenamente y con firmeza vuestros
deseos:
¡Abajo la contrarrevolución!
¡Abajo la Duma zarista!
¡Abajo el Consejo de Estado!
¡Abajo los diez ministros capitalistas!
¡Todo el Poder a los Soviets de Diputados
Obreros, Soldados y Campesinos!
¡Revisión de la “Declaración de los derechos del
soldado”!
¡Anulación de las “órdenes” contra los soldados
y contra los marinos!
¡Abajo
el
desarme
de
los
obreros
revolucionarios!
¡Viva la milicia popular!
¡Abajo la anarquía en la industria! ¡Abajo los
capitalistas lockoutistas!
¡Vivan el control y la organización de la
producción y de la distribución!
¡Abajo la política de ofensiva!
¡Ya es hora de poner fin a la guerra! ¡Que el
Soviet de Diputados anuncie unas condiciones justas
de paz!
¡;i una paz por separado con Guillermo, ni
tratados secretos con los capitalistas franceses e
