WHAT DID WE EXPECT FROM THE CONFERENCE?

Our Party is a union of Social-Democrats of all parts of Russia, from Petrograd to the Caucasus, from Riga to Siberia.
This union was formed for the purpose of helping the toilers to wage a successful struggle against the rich, against the factory owners and landlords, for a better lot, for socialism.
But the fight can be successfully waged only if our Party is united and solid, only if it has one soul and one will, only if it strikes in concert everywhere, in all parts of Russia.
But how is the unity and solidarity of the Party to be achieved?
There is only one way of achieving it, and that is for the elected representatives of the class-conscious workers of all Russia to assemble in one place in order jointly to discuss the fundamental problems of our revolution, to work out one common opinion and then, after returning to their homes, to go among the people and to lead them to one common goal by one common road.
Such an assembly is called a conference.
That is why we all so impatiently looked forward to the convocation of the All-Russian Conference of the Russian Social-Democratic Labour Party.
Before the revolution our Party led an underground existence; it was a prohibited party; its members were liable to arrest and deportation to penal servitude. That is why it was organized in such a way as to be adapted for underground work; it was a “secret” party. Now circumstances have changed; the revolution has brought liberty, the underground has disappeared, and our Party had to become an open party, had to reorganize on new lines.
We are confronted with the question of war or peace. The war has carried off millions of lives, and will carry off millions more. The war is ruining millions of families. It has reduced our cities to starvation and exhaustion. It has deprived the rural districts of the most essential goods. The war is profitable only to the rich, who are filling their pockets on government contracts. The war is profitable only to the governments which are plundering other peoples. It is for the purpose of such plunder that the war is being waged. And so the question arises: What is to be done about the war? Shall it be stopped or continued? Shall we crawl further into the noose or break it once and for all?
The conference had to answer this question. Further, Russia—the rear as well as the front—is faced with starvation. But starvation will be thrice as severe unless all “vacant” land is ploughed immediately. Yet the landlords are letting the land go uncultivated, are refraining from planting it, and the Provisional Government is forbidding the peasants to take over the landed estates and cultivate them. . . . What is to be done with a Provisional Government which is supporting the landlords in every way it can? What is to be done with the landlords themselves? Shall they be allowed to retain the land, or shall it be made the property of the people?
To all these questions the conference had to give clear and distinct answers.
For only such answers make the Party united and solid.
Only a united party can lead the people to victory. Has the conference justified our hopes?
Has it given clear and distinct answers? Let the comrades study the decisions of the conference, which we published as a supplement to No. 13 of our paper,19
and judge for themselves.

Наша партия есть союз социал-демократов всей России, от Петрограда до Кавказа, от Риги до Сибири.
Союз этот устроен для того, чтобы помочь трудящимся вести успешную борьбу с
богачами, с фабрикантами и помещиками, за лучшую долю, за социализм.
Но борьба может быть успешной только тогда, если партия наша будет едина и
сплочена, если у нее будет одна душа и одна воля, если она будет бить в одну
точку везде, во всех концах России.
Но как добиться единства и сплоченности партии?
Путь для этого один, а именно: собрать в одном месте выборных от сознательных
рабочих всей России, обсудить сообща коренные вопросы нашей революции,
выработать одно общее мнение и потом, разъехавшись по домам, пойти в народ,
повести его к одной общей цели, одним общим путем.
Такое собрание и называется конференцией.
Вот почему мы все с нетерпением ждали созыва Всероссийской конференции
Российской социал-демократической рабочей партии.
Партия наша жила до революции в подполье, она была запрещенной партией, ее
членов арестовывали и ссылали на каторгу. Поэтому она была организована
применительно к подполью, она была партией “тайной”.
Теперь обстоятельства изменились, революция дала свободу, подполье исчезло, и
партия должна была стать открытой, она должна была организоваться по-новому.
Перед нами стоит вопрос о войне и мире. Война уносит и унесет еще миллионы
жертв. Война разоряет миллионы семей. Она нагнала на города голод и истощение.
Она лишила деревню самых необходимых товаров. Война выгодна только богачам,
набивающим карманы на казенных поставках. Война выгодна только правительствам,
грабящим чужие народы. Для такого грабежа и ведется война. И вот вопрос: как
быть с войной, прекратить ее или продолжать дальше, лезть дальше в петлю, или
порвать ее вконец?
Конференция должна была ответить на этот вопрос.
Далее. Россия, тыл ее, как и фронт, стоит перед голодом. Но голод будет втрое
более жестоким, если не будут теперь же запаханы все “свободные” земли. Между
тем, помещики забрасывают землю, воздерживаются от посевов, а Временное
правительство не дает крестьянам забрать помещичьи земли и обрабатывать их...
Как быть с Временным правительством, всячески поддерживающим помещиков? Как быть
с самими помещиками, оставить за ними землю или передать ее в собственность
народу?
На все эти вопросы конференция должна была дать ясные и отчетливые ответы.
Ибо только такие ответы делают партию единой и сплоченной.
Только сплоченная партия может повести народ к победе.
Оправдала ли конференция наши надежды?
Дала ли она ясные и отчетливые ответы, – пусть решают это сами товарищи, изучая
решения конференции, которые напечатаны в приложении к нашей газете № 13-й[19] .

Nuestro Partido es una unión de los socialdemócratas de toda Rusia, desde Petrogrado hasta el Cáucaso, desde Riga hasta Siberia. Esta unión fue formada para ayudar a los trabajadores a luchar con éxito contra los ricos, contra los fabricantes y contra los terratenientes, por una suerte mejor, por el socialismo. Pero la lucha únicamente puede dar buenos resultados si nuestro Partido está unido y cohesionado, si tiene una sola alma y una sola voluntad, si aplica sus esfuerzos al logro de un mismo objetivo en todas partes, en todos los confines de Rusia. Pero ¿cómo alcanzar la unidad y cohesión del Partido? Para ello hay un solo camino: reunir en un mismo sitio a los representantes elegidos por los obreros conscientes de toda Rusia para discutir en común las cuestiones cardinales de nuestra revolución, elaborar una común opinión y después, al regresar a los lugares de procedencia, ir al pueblo y guiarle hacia un objetivo común por un camino común. Tal reunión es lo que se llama conferencia. Por eso todos esperábamos con impaciencia que se convocase la Conferencia de toda Rusia del Partido Obrero Socialdemócrata de Rusia. Antes de la revolución, nuestro Partido vivía en la clandestinidad, era un partido prohibido; a sus militantes los detenían y los enviaban a presidio. Por eso el Partido estaba organizado con arreglo a las condiciones de la clandestinidad, era un partido “secreto”. Ahora las circunstancias han cambiado; la revolución ha traído la libertad; la clandestinidad ha desaparecido, y el Partido ha tenido que convertirse en partido legal y adoptar nuevas formas de organización. Nos encontramos frente al problema de la guerra o la paz. La guerra se lleva, y se llevará aún, millones de vidas. La guerra arruina a millones de familias. Ha llevado el hambre y la extenuación a las ciudades. Ha privado al campo de las mercancías más indispensables. La guerra únicamente es beneficiosa para los ricos, que engrosan sus bolsillos gracias a las contratas para el Estado. La guerra únicamente es beneficiosa para los gobiernos que saquean a otros pueblos. La guerra se hace precisamente para ese saqueo. Y uno se pregunta: ¿qué se debe hacer con respecto a la guerra?, ¿acabar con ella o continuarla?, ¿ceñirse más el dogal o romperlo definitivamente? La Conferencia debía dar respuesta a esta cuestión. Por otra parte, Rusia -tanto la retaguardia como el frente- se encuentra de cara al hambre. Pero el hambre será mucho más cruel si no se labran ahora mismo todas las tierras “libres”. Sin embargo, los terratenientes no labran los campos, se abstienen de sembrar, y el Gobierno Provisional no consiente que los campesinos tomen las tierras de los terratenientes y las cultiven... ¿Qué debemos, hacer con respecto al Gobierno Provisional, que apoya por todos los medios a los terratenientes? ¿Qué hacer con los terratenientes mismos: dejarles la tierra o convertirla en propiedad del pueblo? La Conferencia debía dar respuestas claras y concretas a todas estas cuestiones. Porque sólo tales respuestas unen y cohesionan al Partido. Sólo un partido unido puede llevar al pueblo a la victoria. ¿Ha justificado la Conferencia nuestras esperanzas? ¿Ha dado respuestas claras y concretas? Que los camaradas examinen las decisiones de la Conferencia, publicadas en el suplemento al núm. 13 de nuestro periódico19, y que juzguen ellos mismos.
