The reader will find below a ciphered telegram intercepted by the Soviet Government which exposes the real nature of the Rada and the real designs of the Military Missions of “our Allies” in the matter of peace. It will be seen from the telegram that something in the nature of an alliance has already been arranged between the French Mission and the Rada, and that “officials of the French Mission are working in direct contact with the Rada.” It will be seen from the telegram, further, that the purpose of this alliance is to “maintain the semblance of a Russian front until February or March and delay the definite conclusion of an armistice until the spring.” It will be seen from the telegram, lastly, that the French Mission has entered into “an agreement with the Cossack Assembly” (i.e., the Kaledin “government”) with the object of “supplying coal and food to the Rumanian and South-Western fronts” (which according to plan are to be taken over by the Rada—J. St.).
In short, there exists, it appears, an alliance of the Rada, Kaledin and the French Military Mission with the purpose of torpedoing peace, of “delaying” it “until the spring.” Furthermore the French Military Mission is not acting independently, but on “the urgent instructions of the French Government.”
We have no desire to dwell here on the conduct of the Military Missions of “our Allies.” Their role has been sufficiently elucidated: in August they helped Kornilov, in November they helped the Rada and Kaledin, in December they are supplying the rebels with armoured cars. And all this for the sake of “a war to a finish.” We do not doubt that the coercive undertaking of the “Allies” will be thwarted by the struggle of the peoples of Russia for a democratic peace. The missions are behaving as if they were in Central Africa. But the “Allies” will soon have cause to learn that Russia is not Central Africa. . . . What chiefly interests us here is the ugly role assumed by the Rada.
Now we know why the Rada is concentrating the Ukrainian units on the Rumanian-South-Western Front: “nationalization” of the army is a camouflage with which it is trying to conceal its compact with the French Mission to delay an armistice until the spring. Now we know why the Rada is not permitting the passage of Soviet troops proceeding against Kaledin: “neutrality” vis-à-vis Kaledin is a camouflage with which it is trying to conceal its alliance with Kaledin against the Soviets.
Now we know why the Rada protests against the “interference” of the Council of People’s Commissars in Ukrainian internal affairs: talk of non-interference is only a camouflage with which it is trying to conceal the actual interference of the French Government in the affairs of the Ukraine and of all Russia, with the aim of liquidating the gains-of the revolution.
Ukrainian comrades frequently ask me. What is the Rada?
I reply:
The Rada, or rather its General Secretariat, is a government of traitors to socialism who call themselves Socialists in order to deceive the masses—just like the Government of Kerensky and Savinkov, who also called themselves Socialists.
The Rada, or rather its General Secretariat, is a bourgeois government which, in alliance with Kaledin, is fighting the Soviets. Formerly, the Kerensky Government, in alliance with Kornilov, disarmed the Soviets of Russia. Now the Rada Government, in alliance with Kaledin, is disarming the Soviets of the Ukraine. The Rada, or rather its General Secretariat, is a bourgeois government which, in alliance with the British and French capitalists, is fighting to prevent peace. Formerly, the Kerensky Government delayed peace and condemned millions of soldiers to serve as cannon fodder. Now the Rada Government is endeavouring to prevent peace by “delaying an armistice until the spring.” For this, the Kerensky Government was overthrown by the joint efforts of the workers and soldiers of Russia. We do not doubt that the Rada Government will likewise be overthrown by the efforts of the workers and soldiers of the Ukraine.
Only a new Rada, a Rada of the Soviets of the workers, soldiers and peasants of the Ukraine, can protect the interests of the Ukrainian people from the Kaledins and Kornilovs, the landlords and capitalists.

Ниже найдет читатель перехваченную Советской властью шифрованную телеграмму,
изобличающую действительную природу Рады и действительные намерения военных
миссий “наших союзников” по вопросу о мире. Из телеграммы видно, что уже налажен
некий союз между французской миссией и Радой, причем “чины французской миссии
работают в непосредственной связи с Радой”. Из телеграммы видно, далее, что союз
этот имеет своей целью “поддержать видимость российского фронта до февраля или
марта и оттянуть окончательное заключение перемирия до весны”. Из телеграммы
видно, наконец, что французская миссия вошла в “соглашение с войсковым кругом”
(т.е. с “правительством” Каледина) на предмет “снабжения Румынского и
Юго-Западного фронтов (которые по плану должны быть заняты Радой. И. Ст.) углем
и продовольствием”.
Короче: существует, оказывается, союз Рады, Каледина и французской военной
миссии на предмет срыва мира, на предмет его “оттяжки” “до весны”. При этом
французская военная миссия действует не самостоятельно, а по “срочным
инструкциям французского правительства”.
Мы не хотим здесь касаться поведения военных миссий “наших союзников”. Их роль
достаточно выяснена: в августе они помогали Корнилову, в ноябре – Раде и
Каледину, в декабре снабжают мятежников броневыми машинами. Все это в интересах
“войны до конца”. Мы не сомневаемся, что насильническая затея “союзников” будет
сорвана борьбой народов России за демократический мир. Миссии ведут себя как в
Центральной Африке. Но в скором времени “союзникам” придется убедиться, что
Россия не Центральная Африка... Нас интересует здесь, главным образом, та
неприглядная роль, которую взяла на себя Рада.
Теперь мы знаем, для чего стягивает Рада украинские части к
Румынско-Юго-Западному фронту: флагом “национализации” армии она пытается
прикрыть свой договор с французской миссией на предмет оттяжки перемирия до
весны.
Теперь мы знаем, почему Рада не пропускает советских войск против Каледина:
флагом “нейтральности” по отношению к Каледину она старается прикрыть свой союз
с Калединым против Советов.
Теперь мы знаем, почему протестует Рада против “вмешательства” Совета Народных
Комиссаров во внутреннюю жизнь Украины: фразами о невмешательстве она старается
прикрыть действительное вмешательство французского правительства в жизнь Украины
и всей России в целях ликвидации завоеваний революции. Ко мне то и дело
обращаются товарищи украинцы с вопросом: что такое Рада?
Я отвечаю.
Рада, или, вернее, ее Генеральный секретариат, есть правительство изменников
социализма, называющих себя для обмана масс социалистами. Точь-в-точь как
правительство Керенского и Савинкова, тоже называвших себя социалистами.
Рада, или, вернее, ее Генеральный секретариат, есть буржуазное правительство,
борющееся с Советами в союзе с Калединым. Раньше правительство Керенского в
союзе с Корниловым разоружало Советы России. Теперь правительство Рады в союзе с
Калединым разоружает Советы Украины.
Рада, или, вернее, ее Генеральный секретариат, есть буржуазное правительство,
борющееся в союзе с англо-французскими капиталистами против мира. Раньше
правительство Керенского оттягивало дело мира, обрекая миллионы солдат на роль
пушечного мяса. Теперь правительство Рады старается сорвать дело мира, “оттянув
перемирие до весны”.
Правительство Керенского было сброшено за это общими усилиями рабочих и солдат России.
Мы не сомневаемся, что правительство Рады также будет сброшено усилиями рабочих
и солдат Украины. Только новая Рада, Рада Советов рабочих, солдат и крестьян
Украины может стать на стражу народных интересов Украины против Калединых и
Корниловых, против помещиков и капиталистов.

Más abajo encontrará el lector un telegrama en clave, interceptado por el Poder Soviético, que revela la verdadera naturaleza de la Rada y los verdaderos propósitos de las misiones militares de “nuestros aliados” en la cuestión de la paz. Del telegrama se desprende que se ha establecido ya cierta alianza entre la misión francesa y la Rada, que “los funcionarios de la misión francesa trabajan en contacto directo con la Rada”. Del telegrama se desprende, además, que esta alianza tiene por fin “mantener una apariencia de frente ruso hasta febrero o marzo y demorar basta la primavera la conclusión definitiva del armisticio”. Por último, del telegrama se desprende que la misión francesa ha llegado a un “acuerdo con la asamblea cosaca” (es decir, con el “gobierno” de Kaledin) acerca “del abastecimiento de carbón y de víveres a los frentes Rumano y del Suroeste” (que con arreglo al plan deben ser cubiertos por la Rada. J. St.). Dicho con pocas palabras: existe, por lo que se ve, una alianza de la Rada, Kaledin y la misión militar francesa con objeto de frustrar la paz, de “demorarla” “hasta la primavera”. Y aquí la misión militar francesa no actúa por cuenta propia, sino conforme a “instrucciones urgentes del gobierno francés”. No queremos ocuparnos aquí de la conducta de las misiones militares de “nuestros aliados”. Su papel está sobradamente esclarecido: en agosto ayudaron a Kornílov, en noviembre a la Rada y a Kaledin, en diciembre suministran carros blindados a los facciosos. Y todo ello en interés de la “guerra hasta el fin”. No ponemos en duda que la lucha de los pueblos de Rusia por una paz democrática desbaratará esa empresa que “nuestros aliados” se proponen realizar mediante la violencia. Las misiones se conducen como si estuvieran, en el África Central. Pero los “aliados” habrán de convencerse muy pronto de que Rusia no es el África Central... Aquí nos interesa, principalmente, el indecoroso papel asumido por la Rada. Ahora sabemos para qué concentra la Rada las unidades ucranianas en el Frente Rumano-Suroeste: bajo la bandera de la “nacionalización” del ejército, intenta encubrir su pacto con la misión francesa para demorar el armisticio hasta la primavera. Ahora sabemos por qué la Rada no deja pasar a las tropas soviéticas que marchan contra Kaledin: bajo la bandera de la “neutralidad” respecto a Kaledin, intenta encubrir su alianza con Kaledin contra los Soviets. Ahora sabemos por qué protesta la Rada contra la “ingerencia” del Consejo de Comisarios del Pueblo en la vida interior de Ucrania: con su fraseología a propósito de la no ingerencia, intenta encubrir la verdadera ingerencia del gobierno francés en la vida de Ucrania y de toda Rusia para acabar con las conquistas de la revolución. Con mucha frecuencia, los camaradas ucranianos me preguntan: ¿qué es la Rada? Respondo. La Rada, o, mejor dicho, su Secretariado General, es un gobierno de traidores al socialismo, que se llaman socialistas para engañar a las masas. Exactamente lo mismo que el gobierno de Kerenski y de Sávinkov, que también se llamaban socialistas. La Rada, o, mejor dicho, su Secretariado General, es un gobierno burgués que, en alianza con Kaledin, lucha contra los Soviets. Antes, el gobierno Kerenski, en alianza con Kornílov, desarmaba a los Soviets de Rusia. Ahora, el gobierno de la Rada, en alianza con Kaledin, desarma a los Soviets de Ucrania. La Rada, o, mejor dicho, su Secretariado, General, es un gobierno burgués que, en alianza con los capitalistas anglo-franceses, lucha contra la paz. Antes, el gobierno Kerenski demoraba la paz, condenando a millones de soldados al papel de carne de cañón. Ahora, el gobierno de la Rada procura frustrar la paz, “demorando el armisticio hasta la primavera”. Por este motivo el gobierno Kerenski fue derrocado con los esfuerzos conjuntos de los obreros y soldados de Rusia. No dudamos de que el gobierno de la Rada también será derrocado con los esfuerzos de los obreros y soldados de Ucrania. Sólo una nueva Rada, la Rada de los Soviets de obreros, soldados y campesinos de Ucrania, puede salvaguardar los intereses del pueblo de Ucrania contra los Kaledin y los Kornílov, contra los terratenientes y los capitalistas.
