¿Quien sabotea las elecciones a la asamblea constituyente?
While the compromising windbags pour out speeches about the Pre-parliament, and their fellow travellers are fighting the Bolsheviks and accusing them of torpedoing the Constituent Assembly, the old hands at counter-revolution are already making a preliminary trial of strength with a view to really torpedoing the Constituent Assembly. Only a week ago the leaders of the “Don Cossacks” proposed that the elections to the Constituent Assembly be postponed on the grounds that “the population is unprepared.”
Two days later Dyen, a close collaborator of the Cadet Rech, blurted out that “the wave of agrarian disorders . . . might cause the postponement of the Constituent Assembly elections.” And yesterday the news was wired that the “public men” in Moscow, the same gentry who now direct the Provisional Government, also “consider it impossible” to hold elections to the Constituent Assembly: “State Duma member N. N. Lvov stated that it would be impossible, for technical and political reasons, to hold elections just now owing to the state of anarchy in the country. And
Kuzmin-Karavayev added that the government was not ready for the Constituent Assembly, no bills having yet been drafted.” Evidently the bourgeoisie intend to frustrate the elections to the Constituent Assembly.
Evidently, now that the bourgeoisie has entrenched itself in the Provisional Government and has created for itself a “democratic” camouflage in the shape of the counter-revolutionary Pre-parliament, it considers itself strong enough to “postpone” once again the convocation of a Constituent Assembly.
What have Messieurs the compromisers of Izvestia and Delo Naroda to oppose to this danger?
What have they to oppose to the Provisional Government if it, “heeding the voice of the country” and following in the footsteps of the “public men,” postpones the Constituent Assembly elections?
The notorious Pre-parliament perhaps? But, created in accordance with Kornilov’s plan and intended for the purpose of concealing the ulcers of the Kerensky government, the Pre-parliament was called into being precisely with the object of serving as a substitute for the Constituent Assembly, should its convocation be postponed. Of what value, then, can this Kornilov abortion be in the fight for a Constituent Assembly?
The decrepit Central Executive Committee, perhaps? But what authority can this institution have, when it is divorced from the masses and lashes out at the railwaymen one day and at the Soviets another?
The “great Russian revolution,” perhaps, about which Delo Naroda cants so revoltingly? But the wiseacres of Delo Naroda themselves say that revolution is incompatible with a Constituent Assembly (“either revolution or a Constituent Assembly”!). What force can empty talk about the “might of the revolution” have in the fight for a Constituent Assembly?
Where is the force capable of opposing the counter-revolutionary efforts of the bourgeoisie? That force is the growing Russian revolution. The compromisers have no faith in it. But that does not prevent it from growing, from spreading to the rural districts and sweeping away the basis of landlord rule. By fighting the Congress of Soviets and strengthening the Kornilov Pre-parliament, the Mensheviks and Socialist-Revolutionaries are helping the bourgeoisie to torpedo the Constituent Assembly. But let them know that if they continue in this course they will have to deal with the growing revolution.

В то время, как болтуны соглашательства истекают в речах о предпарламенте, а их
попутчики сражаются с большевиками, якобы срывающими Учредительное собрание,
дельцы контрреволюции уже пробуют силы для действительного срыва Учредительного
собрания.
Всего неделю назад вожди “донского казачества” предложили отложить выборы в
Учредительное собрание ввиду “неподготовленности населения”.
Спустя два дня после того газета “День”, близкая сотрудница кадетской “Речи”,
проговорилась, что “волна аграрных беспорядков... может отложить выборы
Учредительного собрания”.
А вчера телеграф принес известие, что “общественные деятели” в Москве, те самые,
которые направляют теперь Временное правительство, тоже “находят невозможным”
выборы в Учредительное собрание.
“Член Государственной думы Н.Н. Львов указал, что в настоящее время невозможно
по техническим и политическим соображениям производить выборы ввиду анархии в
стране. А Кузьмин-Караваев присовокупил, что к Учредительному собранию власть не
подготовлена, никаких законопроектов не выработано”.
Очевидно, буржуазия намерена сорвать выборы в Учредительное собрание.
Очевидно теперь, когда буржуазия укрепилась во Временном правительстве, создав
себе “демократическое” прикрытие в виде контрреволюционного предпарламента, –
она считает себя достаточно сильной для того, чтобы еще раз “отсрочить”
Учредительное собрание.
Что могут противопоставить этой опасности гг. соглашатели из “Известий” и “Дела Народа”?
Что могут они противопоставить Временному правительству, если оно, “вняв голосу
стираны” и идя по стопам “общественных деятелей”, отложит выборы в Учредительное
собрание?
Может быть, пресловутый предпарламент? Но ведь, созданный по плану Корнилова и
призванный прикрывать язвы правительства Керенского, предпарламент для того и
вызван к жизни, чтобы заменить Учредительное собрание, если оно будет отложено.
Что может дать этот корниловский выкидыш в борьбе за Учредительное собрание?
Может быть, дряхлый ЦИК? Но каким авторитетом может пользоваться это оторванное
от масс учреждение, то и дело лягающее то железнодорожников, то Советы?
Может быть, “великая русская революция”, о которой так неприятно-фальшиво
разглагольствует “Дело Народа”? Но ведь сами мудрецы из “Дела Народа” говорят,
что революция несовместима с Учредительным собранием (“либо революция, либо
Учредительное собрание”!). Какую силу могут иметь пустые фразы о “мощи
революции” в борьбе за Учредительное собрание?
Где же та сила, которую можно будет противопоставить контрреволюционным попыткам буржуазии?
Сила эта – растущая русская революция. Соглашатели не верят в нее. Но это не
мешает ей расти, захватывая деревню и сметая устои помещичьей власти.
Борясь против съезда Советов[88] и укрепляя корниловский предпарламент,
меньшевики и эсеры помогают буржуазии сорвать Учредительное собрание. Но пусть
знают они, что, идя этим путем, им придется иметь дело с растущей революцией.

Mientras los charlatanes de la conciliación hablan por los codos del anteparlamento, y sus acólitos combaten a los bolcheviques, falsamente acusados de sabotear las elecciones a la Asamblea Constituyente, los manipuladores de la contrarrevolución prueban ya las fuerzas para sabotear de hecho las elecciones a la Asamblea Constituyente. Hace sólo una semana, los jefes de los “cosacos del Don” propusieron que se aplazasen las elecciones a la Asamblea Constituyente, en vista de que “la población no está preparada”. Dos días después, el periódico “Dien”, cercano colaborador del periódico demócrata constitucionalista “Riech”, se fue de la lengua al decir que “la oleada de disturbios agrarios... puede aplazar las elecciones a la Asamblea Constituyente”. Y ayer el telégrafo nos trajo la noticia de que las “personalidades públicas” de Moscú, las mismas que orientan ahora al Gobierno Provisional, también “consideran imposibles” las elecciones a la Asamblea Constituyente. “El miembro de la Duma de Estado N. N. Lvov señaló que, por consideraciones técnicas y políticas, en la actualidad es imposible celebrar elecciones, dada la anarquía reinante en el país. Y Kuzmín-Karaváev añadió que el Poder no está preparado para la Asamblea Constituyente, que no se ha confeccionado ningún proyecto de ley”. Es evidente que la burguesía se propone sabotear las elecciones a la Asamblea Constituyente. Es evidente que ahora, cuando se ha afianzado en el Gobierno Provisional, creándose con el anteparlamento contrarrevolucionario una pantalla “democrática”, la burguesía se considera lo bastante fuerte para “aplazar” una vez más la Asamblea Constituyente. ¿Qué pueden oponer a este peligro los señores de la conciliación que escriben en “Izvestia” y en “Dielo Naroda”? ¿Qué pueden oponer al Gobierno Provisional, si, “atendiendo la voz del país” y siguiendo las huellas de las “personalidades públicas”, aplaza las elecciones a la Asamblea Constituyente? ¿Quizá el famoso anteparlamento? Pero a éste, creado según el plan de Kornílov y llamado a cubrir las lacras del gobierno Kerenski, se le ha dado vida precisamente para suplir a la Asamblea Constituyente, si es aplazada. ¿Qué puede dar este aborto korniloviano en la lucha por la Asamblea Constituyente? ¿Quizá el senil Comité Ejecutivo Central? Pero ¿de qué prestigio puede gozar esta institución apartada de las masas y que no hace más que dar coces ora a los ferroviarios, ora á los Soviets? ¿Quizá la “gran revolución rusa”, de la que “Dielo Naroda” perora con voz tan desagradablemente falsa? Pero los mismos sabihondos de “Dielo Naroda” dicen que la revolución es incompatible con la Asamblea Constituyente (¡“o la revolución, o la Asamblea Constituyente”!). ¿Qué fuerza pueden tener las frases vacías sobre la “pujanza de la revolución” en la lucha por la Asamblea Constituyente? ¿Dónde está la fuerza capaz de hacer frente a los intentos contrarrevolucionarios de la burguesía? Esa fuerza es la creciente revolución rusa. Los conciliadores no creen en ella. Pero eso no le impide crecer, ganándose al campo y barriendo los puntales del Poder terrateniente. Al luchar contra el Congreso de los Soviets86 y al fortalecer el anteparlamento korniloviano, los mencheviques y los eseristas ayudan a la burguesía a sabotear las elecciones a la Asamblea Constituyente. Pero sepan ellos que, de seguir por ese camino, tendrán que vérselas con la creciente revolución.
