When, several months ago, Kornilov planned the dispersal of the Soviets and the establishment of a military dictatorship, he decided at the same time to convene a “democratic” Pre-parliament. What for?
In order to substitute the Pre-parliament for the Soviets, to use it to mask the counter-revolutionary nature of Kornilovism and to deceive the people as to the real aims of the Kornilov “reforms.”
After the “liquidation” of the Kornilov revolt, Kerensky and the Cadets, Chernov and the Moscow industrialists organized a “new” coalition dictatorship of the bourgeoisie and decided at the same time to convene the Kornilov Pro-parliament.
What for?
Was it for the purpose of fighting the Soviets? Was it for the purpose of masking Kerenskyism, which differs very little from Kornilovism? Avksentyev assures us that the Pre-parliament was convened for the “salvation of the fatherland.” Chernov “develops” Avksentyev’s idea and assures us that the aim of the Pre-parliament is the “salvation of the country and the republic.” But Kornilov also thought of “saving the country and the republic” when he decided to establish a military dictatorship and mask it with a Pre-parliament. In what way does the Avksentyev-Chernov “salvation” differ from Kornilov’s? Well then, for what purpose has the present Kornilov abortion, the so-called Pre-parliament, been called into being?
Let us listen to what Mr. Adzhemov, one of the original architects of the Pre-parliament, a member of the Central Committee of the Cadet Party, former member of the Provisional Committee of the State Duma, and now a member of the Pre-parliament, has to say. Let us listen to him, because he is more candid than others: “It should be the primary task of the Pre-parliament to lay a foundation for the government, to invest it with power, which, of course, it does not now possess.” But for what purpose does the government need this “power”? Against whom is it to be directed? Listen further:
“The cardinal question is, will the Pre-parliament pass the rehearsal, will it be able to administer the necessary rebuff to the Soviets of Workers’ and Soldiers’ Deputies? It is beyond doubt that the Soviet and the Pre-parliament are adversaries, just as two months from now the Constituent Assembly and these organizations will be adversaries. If the Pre-parliament stands the test, the work may go with a swing” (see Sunday’s Dyen). Well, that puts it clearly! That’s frank and, if you like, honest.
The Pre-parliament will give the government “power” in order to “administer a rebuff to the Soviets,” because the Pre-parliament, and it alone, can be an “adversary” of the Soviets.
Now we know that the Pre-parliament has been called into being not for the “salvation of the country,” but to fight the Soviets. Now we know that the renegades from the ranks of democracy, the Mensheviks and Socialist-Revolutionaries, have ensconced themselves in the Preparliament not in order to “save the revolution” but to help the bourgeoisie fight the Soviets. It is not for nothing they are desperately opposing a Congress of Soviets. “If the Pre-parliament stands the test, the work may go with a swing,” Mr. Adzhemov hopes.
The workers and soldiers will do everything in their power to see that the Kornilov abortion does not “stand the test,” and that its foul “work” does not “go with a
swing.”

Несколько месяцев назад Корнилов, проектируя разгон Советов и организуя военную
диктатуру, решил вместе с тем создать “демократический” предпарламент.
Для чего?
Для того, чтобы, заменив Советы предпарламентом, прикрыть им контрреволюционную
природу корниловщины и обмануть народ насчет настоящих целей корниловских
“реформ”.
После “ликвидации” корниловского восстания Керенский и кадеты, Чернов и
московские промышленники, организуя “новую” коалиционную диктатуру буржуазии,
решили вместе с тем создать корниловский предпарламент.
Для чего?
Может быть, для борьбы с Советами? Может быть, для прикрытия керенщины, которая
мало чем отличается от корниловщины? Авксентьев уверяет, что предпарламент
создан для “спасения родины”. Чернов “развивает” Авксентьева дальше, уверяя, что
цель предпарламента “спасение страны и республики”. Но ведь Корнилов тоже думал
“спасти страну и республику”, вводя военную диктатуру и прикрывая ее
предпарламентом. Чем отличается авксентьевско-черновское “спасение” от
корниловского? Итак, для чего вызван к жизни нынешний корниловский выкидыш, так
называемый предпарламент?
Послушаем одного из первых архитекторов предпарламента, члена ЦК партии кадетов,
бывшего члена Временного комитета Государственной думы, теперь члена
предпарламента, г. Аджемова. Выслушаем его, ибо он откровеннее других:
“Задачей предпарламента должно быть, первым долгом, – дать правительству почву
под ногами, дать ему власть, которой у него сейчас, конечно, нет”.
Но для чего нужна эта “власть” правительству? Против кого она должна быть направлена?
Слушайте дальше:
“Главный вопрос, – сказал Аджемов, – заключается в том, удастся ли
предпарламенту выдержать репетицию, сумеет ли он дать должный отпор Советам
рабочих и солдатских депутатов. Нельзя сомневаться в том, что Совет и
предпарламент противопоставлены, точно так же, как через два месяца
Учредительному собранию опять-таки будут противопоставлены те же организации.
Если предпарламент выдержит экзамен, тогда работа может наладиться” (см. “День”,
воскресенье).
Вот это дело! Вот это откровенно и, если хотите, честно!
Предпарламент создает “власть” правительству для того, чтобы “дать отпор
Советам”, ибо предпарламент, и только он, может быть “противопоставлен” Советам.
Теперь мы будем знать, что предпарламент вызвав к жизни не для “спасения
страны”, а для борьбы с Советами. Теперь мы будем знать, что перебежчики из
рядов демократии, меньшевики и эсеры, укрылись в предпарламенте не для “спасения
революции”, а для того, чтобы помочь буржуазии в борьбе с Советами. Недаром они
ведут отчаянную борьбу со съездом Советов.
“Если предпарламент выдержит экзамен, то работа может наладиться” – надеется г. Аджемов.
Рабочие и солдаты примут все меры к тому, чтобы корниловский выкидыш не
“выдержал экзамена”, а его черная “работа” не “наладилась”.

Hace unos meses, cuando proyectaba la disolución de los Soviets y organizaba la dictadura militar, Kornílov decidió, al mismo tiempo, formar un anteparlamento “democrático”. ¿Para qué? Para reemplazar los Soviets por el anteparlamento, encubrir con éste la naturaleza contrarrevolucionaria de la korniloviada y engañar al pueblo respecto a los objetivos verdaderos de las “reformas” kornilovianas. Después de “liquidar” la insurrección korniloviana, Kerenski y los demócratas constitucionalistas, Chernov y los industriales de Moscú, al organizar una “nueva” dictadura coalicionista de la burguesía, decidieron, al mismo tiempo, formar el anteparlamento korniloviano. ¿Para qué? ¿Quizá para luchar contra los Soviets? ¿Quizá para encubrir la kerenskiada, que apenas se diferencia de la korniloviada? Avxéntiev afirma que el anteparlamento ha sido formado para “salvar a la patria”. Chernov “desarrolla” la idea de Avxéntiev, asegurando que el objeto del anteparlamento es “salvar al país y a la República”. Pero también Kornílov pensaba “salvar al país y a la República” implantando una dictadura militar y encubriéndola con el anteparlamento. ¿Qué diferencia hay entre la “salvación” tipo Avxéntiev-Chernov y la “salvación” tipo Kornílov? Así, pues, ¿para qué ha sido traído al mundo el actual aborto korniloviano, el llamado anteparlamento? Escuchemos a uno de los primeros arquitectos del anteparlamento, el señor Adzhémov, miembro del Comité Central del partido demócrata constitucionalista, ex miembro del Comité Provisional de la Duma de Estado y ahora miembro del anteparlamento. Escuchémosle, ya que es más sincero que otros: “La misión del anteparlamento debe ser, en primer término, proporcionar al gobierno terreno firme, darle el Poder, que hoy día, naturalmente, no tiene”. Ahora bien, ¿para qué necesita el gobierno ese “Poder”? ¿Contra quién debe ser enfilado? Seguid escuchando: “La cuestión principal -dijo Adzhémov- consiste en saber si el anteparlamento logrará resistir el ensayo, si podrá dar la réplica debida a los Soviets de Diputados Obreros y Soldados. No cabe duda de que el Soviet y el anteparlamento se ven contrapuestos, de igual modo que dentro de dos meses estas mismas organizaciones se verán contrapuestas, a su vez, a la Asamblea Constituyente. Si el anteparlamento resiste bien la prueba, podrá organizarse el trabajo” (v. “Dien” del domingo). ¡Así se habla! ¡Eso es sinceridad y, hasta si queréis, honradez! El anteparlamento crea “poder” al gobierno para “dar la réplica a los Soviets”, puesto que el anteparlamento, y sólo él, puede ser “contrapuesto” a los Soviets. Ahora sabremos que el anteparlamento no ha sido traído al mundo para “salvar al país”, sino para luchar contra los Soviets. Ahora sabremos que los tránsfugas de la democracia, los mencheviques y los eseristas, no se han cobijado en el anteparlamento para “salvar a la revolución”, sino para ayudar a la burguesía en la lucha contra los Soviets. Por algo sostienen una lucha encarnizada contra el Congreso de los Soviets. “Si el anteparlamento resiste bien la prueba, podrá organizarse el trabajo”, dice, esperanzado, el señor Adzhémov. Los obreros y los soldados tomarán todas las medidas necesarias para que el aborto. korniloviano no “resista bien la prueba”, para que no pueda “organizarse” su abyecto “trabajo”.
