The Russian revolution is not something isolated. It is vitally bound up with the revolutionary movement in the West. More, it is a part of that great movement of the proletarians of all countries whose mission it is to shatter the very foundations of world capitalism. It is quite natural that every step of our revolution should inevitably call forth an answering tide in the West, that every one of its victories should call forth animation and growth in the world revolutionary movement and stimulate the workers of all countries to fight capital.
This the West-European imperialist sharks cannot but know. They have therefore decided to declare war to the death on the Russian revolution.
The British and French capitalists launched a campaign against our revolution at its very inception. Already at that time their organs, The Times 73 and Le Matin,74 reviled the revolutionary Soviets and Committees and demanded their dispersal.
Two months later, at a secret conference in Switzerland, the imperialists again discussed measures of combating the “spread of revolution” and directed their blows first and foremost against the revolution in Russia.
They are now passing to an open attack, using the defeat at Riga as a pretext. Putting the whole blame on the soldiers, they call for the further intensification of counter-revolution in Russia.
Listen to the reports in Birzheviye Vedomosti. Here is a dispatch from Paris:
“The retreat, or rather the flight, of the Second Army without giving battle and the fall of Riga have called forth here a spasm of pain, indignation and disgust.
“The Matin asserts that the Russian pacifists, who are to blame for this disaster, have proved just as incompetent as the bad advisers of the former emperor, and even more harmful. “The paper declares that it cannot understand the obstinacy of the Soviet of Workers’ and Soldiers’ Deputies in continuing in spite of these tragic object lessons, to defend such absurd institutions as the army committees.”
So writes the organ of the French capitalists. And here is a dispatch from London:
“The Daily Chronicle says that the first thing necessary is to restore discipline in the army. The Germans owe their swift and highly important victory to the same causes that enabled them to occupy Galicia and Bukovina, namely, disobedience to orders and treachery among the Russian troops.” So say the British imperialists.
“Flight without giving battle,” “absurd army committees,” “restoration of discipline” (the death penalty is not enough for them!), “treachery among the Russian troops.”
Such are the compliments these plutocrats shower on the Russian soldiers who are shedding their lifeblood! And that after the general admission of eyewitnesses that “although retreating, the army is offering staunch resistance to the enemy” and that “the troops in the area of the breach are carrying out unquestioningly and honourably the tasks assigned them”!!!
But the point, of course, is not merely the abuse and vile calumnies showered on the soldiers.
The point is that in slandering the soldiers, the British and French capitalists are seeking to take advantage of the reverses at the front to get the revolutionary organizations in Russia completely suppressed and to secure the complete triumph of the dictatorship of imperialism.
That is the crux of the matter.
When Purishkevich and Milyukov shed crocodile tears over the fall of Riga and slander the soldiers, and at the same time revile the Soviets and the Committees, it means that they are glad of the opportunity to demand further repressive measures, so as to bring about the complete triumph of the landlords and capitalists.
When the Western imperialists talk about a “spasm of pain” over the fall of Riga and put the whole blame on the soldiers, and at the same time abuse the “absurd army committees,” it means that they are glad of the opportunity to smash the last remnants of the revolutionary organizations in Russia.
That, and that alone, is the political import of the joint campaign of lies and calumny against the Russian soldiers who are laying down their lives on the Northern Front.
An alliance of native and European imperialists who are slandering the soldiers for the purpose of exploiting the military defeat at Riga against the Russian revolution which is shedding its lifeblood—that is the situation we have now.
Let the workers and soldiers remember this!
Let them know that only in alliance with the workers of the West, only by shaking the foundations of capitalism in the West, can they count on the triumph of the revolution in Russia!
Let them know this, and let them bend every effort to confront the yellow alliance of the imperialists with the Red alliance of the revolutionary workers and soldiers of all countries.

Русская революция не есть нечто обособленное. Она кровно связана с революционным
движением на Западе. Более того, она есть часть того великого движения
пролетариев всех стран, которое призвано сокрушить самые основы мирового
капитализма. Вполне понятно, что каждый шаг нашей революции неминуемо вызывает
ответную волну на Западе, каждая ее победа– оживление и рост мирового
революционного движения, толкая рабочих всех стран к борьбе с капиталом.
Этого не могут не знать акулы западно-европейского империализма. Поэтому они
решили объявить русской революции смертельную войну.
Еще в начале нашей революции открыли против нее поход англо-французские
капиталисты. Их органы “Times”[76] и “Matin”[77] уже тогда поносили
революционные Советы и Комитеты, призывая к их разгону.
Спустя два месяца после этого на тайной конференции в Швейцарии империалисты еще
раз поставили вопрос о мерах борьбы с” разрастающейся революцией”, направляя
свои удары прежде всего против русской революции. Теперь они переходят в
открытую атаку. Поводом для этого берут поражение под Ригой. Причем, взваливая
все на солдат, призывают к дальнейшему усилению контрреволюции в России.
Послушайте телеграммы “Биржевых Ведомостей”.
Телеграмма из Парижа:
“Отход, или вернее бегство без боя второй армии и падение Риги вызывает здесь
судорогу боли, негодования и отвращения.
“Matin” утверждает, что русские пацифисты, виновники этой катастрофы, оказались
столь же бесталанными, как плохие советчики бывшего императора, и еще более
вредными, чем они.
Газета заявляет, что не понимает упрямства Совета Р. и С.Д., вопреки столь
трагическим предметным урокам продолжающего отстаивать столь нелепые учреждения,
как армейские комитеты”.
Так пишет орган французских капиталистов.
А вот и телеграмма из Лондона:
“Daily Chгоnicle” говорит: “Прежде всего необходимо восстановление дисциплины в
армии. Своей быстрой и столь важной победой германцы обязаны тем же самым
причинам, которые позволили им занять Галицию и Буковину, а именно –
неподчинению приказам, изменничеству, наблюдающимся в русских войсках”.
Так говорят империалисты Англии.
“...Бегство без боя”... “Нелепые армейские комитеты”... “Восстановление
дисциплины” (мало им смертной казни!)... “Изменничество в русских войсках”...
Вот какими комплиментами встречают эти денежные мешки истекающих кровью русских солдат!
И это после всеобщего признания очевидцев, что “армия, отступая, все время
честно бьется с врагами”, что “войска в районе прорыва беспрекословно и честно
выполняют порученные им задачи”!!!
Но дело тут, конечно, не только в травле и низкой клевете на солдат.
Дело в том, что, клевеща на солдат, англо-французские капиталисты хотят
использовать неудачу на фронте для окончательной ликвидации революционных
организаций России, для окончательного торжества диктатуры империализма.
В этом вся суть.
Когда Пуришкевич и Милюков, проливая крокодиловы слезы по случаю падения Риги и
клевеща на солдат, хулят в то же время Советы и Комитеты, – то это значит, что
они рады случаю требовать дальнейших репрессий для окончательного торжества
помещиков и капиталистов.
Когда империалисты Запада, разглагольствуя о “судорогах боли” по случаю падения
Риги и взваливая все на солдат, в то же время поносят “нелепые армейские
комитеты”, – то это значит, что они рады случаю добить последние остатки
революционных организаций в России.
В этом и только в этом политический смысл объединенного похода лжи и клеветы
против умирающих на северном фронте русских солдат.
Союз отечественных и европейских империалистов для использования военных неудач
под Ригой путем клеветы на солдат против истекающей кровью русской революции, –
вот каково теперь положение.
Пусть запомнят это рабочие и солдаты!
Пусть знают они, что только в союзе с рабочими Запада, только расшатав основы
капитализма на Западе, можно будет рассчитывать на торжество революции в России!
Пусть знают они это и пусть приложат все усилия к тому, чтобы желтому союзу
империалистов был противопоставлен красный союз революционных рабочих и солдат
всех стран.

La revolución rusa no es algo aislado. Está íntimamente ligada al movimiento revolucionario de Occidente. Más aún: es parte del gran movimiento de los proletarios de todos los países, llamado a demoler las bases mismas del capitalismo mundial. Nada más comprensible qua cada paso de nuestra revolución suscite inevitablemente una oleada de respuesta en los países occidentales, que cada victoria suya suscite la animación y el ascenso del movimiento revolucionario mundial, impulsando a los obreros de todos los países a la lucha contra el capital. Este hecho no pueden ignorarlo los tiburones del imperialismo de la Europa Occidental. Por eso han decidido declarar una guerra a muerte a la revolución rusa. Ya al principio de nuestra revolución, los capitalistas anglo-franceses iniciaron una campaña contra ella. Sus órganos “The Tímes”74 y “Le Matin”75 difamaban ya entonces a los Soviets y a los Comités revolucionarios, instigando a dispersarlos. Dos meses después, en una conferencia secreta celebrada en Suiza, los imperialistas se plantearon una vez más el problema de las medidas para combatir “la revolución que se propaga”, dirigiendo sus golpes, ante todo, contra la revolución rusa. Ahora pasan al ataque abierto. Como pretexto toman la derrota de Riga. Y, echando la culpa de todo a los soldados, exhortan a intensificar aún más la contrarrevolución en Rusia. Escuchad estos telegramas de “Bírzhevíe Viédomosti”. Telegrama de París: “La retirada o, mejor dicho, la fuga sin combate del Segundo Ejército y la caída de Riga suscitan aquí estremecimientos de dolor, de cólera y de repulsión. - “Le Matin” afirma que los pacifistas rusos, culpables de esta catástrofe, han resultado ser tan ineptos como los malos consejeros del ex emperador y más perjudiciales aún que éstos. El periódico dice que no comprende la obstinación del Soviet de Diputados Obreros y Soldados, que, a despecho de lecciones prácticas tan trágicas, sigue defendiendo instituciones tan absurdas como los comités de las unidades militares”. Así escribe el órgano de los capitalistas franceses. Y he aquí un telegrama de Londres: El “Daily Chronicle” dice: “Ante todo, es necesario restablecer la disciplina en el ejército. Los alemanes deben esta rápida y tan importante victoria a las mismas causas que les permitieron ocupar Galitzia y Bukovina, a saber: al incumplimiento de las órdenes y a la traición que se observan en las tropas rusas”. Así hablan los imperialistas de Inglaterra. “...Fuga sin combate”... “Absurdos comités de las unidades militares”... “Restablecimiento de la disciplina” (¡no les basta la pena de muerte!)... “Traición en las tropas rusas”... ¡Tales son los cumplidos con que obsequian esos dueños de la bolsa de oro a los soldados rusos, que derraman su sangre! ¡¡¡Y esto después del reconocimiento general de los testigos presenciales de que “el ejército, al retroceder, lucha en todo momento con honor contra el enemigo”, de que “las tropas de la zona de la ruptura cumplen incondicionalmente y con honor las misiones encomendadas”!!! Mas, por supuesto, aquí no se trata sólo de la campaña de azuzamiento y de la abyecta calumnia contra los soldados. Se trata de que, al calumniar a los soldados, los capitalistas anglo-franceses quieren utilizar los reveses militares para suprimir definitivamente las organizaciones revolucionarias de Rusia, para hacer triunfar definitivamente la dictadura del imperialismo. En esto reside el quid de la cuestión. Cuando Purishkiévich y Miliukov derraman lágrimas de cocodrilo con ocasión de la caída de Riga, calumnian a los soldados y, al mismo tiempo, vituperan a los Soviets, y a los Comités, ello significa que se congratulan de la oportunidad de reclamar nuevas medidas de represión para conseguir el triunfo definitivo de los terratenientes y de los capitalistas. Cuando los imperialistas de Occidente peroran acerca de los “estremecimientos de dolor” con motivo de la caída de Riga, achacan la culpa de todo a los soldados y, al mismo tiempo, difaman a los “absurdos comités de las unidades militares”, ello significa que se congratulan de la oportunidad de dar fin a los últimos restos de las organizaciones revolucionarias de Rusia. En esto, y sólo en esto, reside el sentido político de la campaña unificada de mentiras y de calumnias contra los soldados rusos, que pierden su vida en el frente septentrional. Alianza de los imperialistas rusos y europeos para utilizar los reveses militares de Riga, calumniando a los soldados, contra la revolución rusa, que derrama su sangre: tal es, hoy día, la situación. ¡Ténganlo presente los obreros y los soldados! ¡Sepan ellos que sólo en alianza con los obreros
A alianza amarilla
de Occidente, sólo sacudiendo las bases del capitalismo en Occidente se puede contar con el triunfo de la revolución en Rusia! Sepan esto y consagren todos los esfuerzos a oponer a la alianza amarilla de los imperialistas la alianza roja de los obreros y los soldados revolucionarios de todos los países.
