Telegrama al V Congreso de los soviets del territorio del Turkestan
You may rest assured, comrades, that the Council of People’s Commissars will support the establishment of autonomy in your region on a Soviet basis. We welcome your initiative and are firmly convinced that you will cover the whole region with a network of Soviets, and will work in full contact with the already existing Soviets. We request you to send the commission for convening a constituent congress of Soviets, which you have undertaken to appoint, to us in Moscow for the purpose of jointly determining the relations between the organ of authority of your region and the Council of People’s Commissars.
We hail your Congress and hope that it will accomplish with credit the tasks entrusted to it by history.

Можете быть уверены, товарищи, что Совнарком будет поддерживать автономию вашего
края на советских началах. Мы приветствуем ваши начинания и глубоко уверены, что
вы покроете весь край сетью Советов, а с существующими уже Советами будете
действовать в полном контакте. Просим вас комиссию по созыву учредительного
съезда Советов, которую вы взялись организовать, направить к нам в Москву для
совместной разработки вопроса об определении отношений полномочного органа
вашего края к Совету Народных Комиссаров.
Приветствуем ваш съезд и надеемся, что он достойно выполнит возложенные на него историей задачи.

Podéis estar seguros, camaradas, de que el Consejo de Comisarios del Pueblo apoyará la autonomía de vuestro territorio a tenor con los principios soviéticos. Aplaudimos vuestra iniciativa y estamos profundamente convencidos de que cubriréis todo el territorio con una red de Soviets y de que actuaréis en pleno contacto con los existentes ya. Os rogamos que enviéis a Moscú a la comisión, que habéis comenzado a organizar, de convocatoria del Congreso Constituyente de los Soviets, a fin de estudiar en conjunto el problema de la determinación de las relaciones del órgano de Poder de vuestro territorio con el Consejo de Comisarios del Pueblo. Saludamos a vuestro Congreso y esperamos que cumpla dignamente la misión que le ha encomendado la historia. Lenin Stalin 22 de abril de 1918.
